Chairman Henderson, welcomed everybody on behalf of Worstead Parish Council, explaining this meeting was being held to go through the interim results of the Parish Plan Visual Aspects, held in September in the Queen Elizabeth Hall and the Daycare Centre, Meeting Hill, and to identify actions that can be carried out immediately.
Mark Ashcroft, on behalf of the Steering Group, took over, emphasised that the Visual Aspects Meetings were held to find out what the key issues were. There were quite a few subjects on display, and parishioners would use five pins per board to identity their personal key issues. Although most key issues have been identified, there is still a need for more detail from the next phase of the Survey. By reviewing and defining action upon the results of Phase 1, we will ensure that survey design in Phase 2 is tailored towards practical actions and influence. Without the parishioners’ guidance the danger is that more of the same will be done.
The overall turn out was not brilliant, both meetings had about the same number of visitors. In Meeting Hill they were very pleased and thankful for this meeting. Firstly the visitors were asked to identify where they lived and how they felt about the village (being involved, moderately involved or content just to live here). It was clear that there was not enough response from Station Road (1) and the Hall Farm area.
Below issues that are important to the parishioners:
- Path and streetlighting (high vote from the young people), need to discover where and what kind of lighting. - Path and road safety (again, high vote from the youngsters) -Youth shelter (high vote from adults!) already in progress. - Local Transport. -Improvement / installation (Meeting Hill) of playground. Funding is being looked into already, but will have to be extended for Meeting Hill. - School -Open access to the Countryside. - Support for the pub: preference for local rather than family pub. - Support for CCTV (high vote from young people, able to find the real culprits!). - Support for telephone mast: Meeting Hill and Briggate. Adults against, but young people would like to see better coverage.
Transport to Remote amenities (there was confusion about this board);
- Improve or protect Railway Service. - Improve primary health care and dentist, transport to coast and countryside, PARIS PLAN:
- Busservices and shelter (none at present). - Concerns were raised about the rat-run and HGV noise.
Countryside etc:
- Support for the protection of the Countryside, greenland, hedgerows, woodland, natural habitat, nature walks, trails, park and gardens (high vote from the young!) - Support for the Worstead Festival. -Improve Youth and Sports club: youth club being looked into. -Improvement Village Hall entertainment with cinema coming out on top (just) - Support for and concern about music in the pub. -There were mixed comments about the use and protection of the sanctity of St. Mary the Virgin church. -On a comment slip in Meeting Hill: since Worstead Daycare Centre (millennium project) has changed, no facilities are available in Meeting Hill for the parishioners to meet. Clerk to write to find out their policies. - Design statement: this is being done by the member of the Worstead Amenity Society. The design statement is the predecessor of the Parish Plan concept and it will be a good item to be included within the Plan.
Expansion and local economy:
- Support for café / shop and local job creation. -Provision of affordable housing: still ongoing. -Concerns were raised about the development of holiday homes and in fill housing. At this point it became clear that nothing was known about any development and/or job creation, if any, at Heinz Foods or how many parishioners work at Heinz. Planning: When the set up of the Parish Plan started, Worstead was a service village according to NNDC, but this was later retracted, because there is no shop in the village. A non-service village can only have very limited development, no infill, but can have affordable housing. One board related to the development or protection of certain areas in the village, including the ones where Worstead Farms Ltd (WOR1 – WOR6) suggested development in plans submitted in June of last year and areas for affordable housing suggested by NNDC. Results below
-End of St. Andrews Close (WOR1), Honing Row/Farmyard (WOR3): protection more than development. -Cow Parlour (WOR2), Grain Store (WOR4), Front Street Barns (WOR5): development more than protection. - Sloley Road North and South: high number of people would like to see it developed. -Lyngate, Meeting Hill, Honing Row field and the area around the school should be protected. Cllr. Paterson could inform the Council and the Steering Group that a meeting between Flagship Housing (affordable housing), his architect and NNDC Planning will take place in due course, but everything is going very slowly, he added.
Other queries that were raised at the Visual Survey Meeting: -Is Max Carter Close sheltered housing and for locals only? The answer to both is no, it used to be for locals but has not been for many years. It is now run by the North Norfolk Housing Trust, they seem to let the bungalows to elderly and less able people. PARISH PLAN: - Street names and signposts for Meeting Hill: there are no streetnames in Meeting Hill and delivery services and emergency services seem to head for Worstead first. The issue of streetnames has been lodged with our County Councillor, who will look in to it but thought that the actual naming is being carried out by NNDC and the Parish Council. Clerk to get in touch with Norfolk Records Office to see if there ever were streetnames in Meeting Hill and whether they could still be used. - Coming out of Worstead there is no information which way to go for Meeting Hill. Clerk to get in touch with Highways about this.
- St. Mary the Virgin: Cllr. Tilley asked whether there was any support from the Church for anything in the village. He was informed that the Vicar is in charge of seven surrounding villages, making it difficult to get involved. Mark Ashcroft will call another meeting for the Steering Group next Thursday or the week after. The Clerk wondered whether it was an idea to keep people informed via the Parish Magazine (free entree) and maybe in the Queen Elizabeth newsletter (to every household).Mark will see R. Rix about this
