PUBLIC’S HALF HOUR OF PARTICIPATION:

 

One parishioner had heard rumours that the developers of Laburnum Cottage were going to appeal against the refusal to demolish the cottage and the erection of 4 new dwellings on the rear of the site. This happens to be the case; the Chairman said that in that case we should all pull together and all the points of the council’s objections would be put together if the appeal goes ahead. It will take about a year, before the case will be heard.

 

The latest application for the cottage were looked at favourably by Worstead Amenities Society, although disappointed they were only outline plans.

The minutes were not accepted: Cllr. Henderson pointed out that on item 04/102D (Laburnum Cottage) the actual decision by the full Council was omitted. The minutes will be amended and re-submitted for signing at the next meeting

HOMEWATCH, BRIGGATE:

 

The meeting was closed to allow Mrs. Lloyd to explain about the Home Watch being set up in Briggate after a spate of burglaries. There was a positive response from the parishioners in the hamlet, 29 people are involved, and there are 4 coordinators. Ted Gill from Nth Walsham Police Station is the Home Watch Area Coordinator. He will be invited to the Annual Parish Meeting.

Signs will have to be put up at head height, but cannot always go on existing poles. These signs and smaller versions of the signs will have purchased. All the houses included in the Home Watch will be given to put a sticker in the window.

Connections to North Walsham Police Station via computers are being set up.

Cllr. Parker proposed to cover costs up to £200.00, which was seconded by Cllr. Barrett

HOMEWATCH, BRIGGATE:

An amendment was proposed to pay for the signs only. Votes were taken:

FINANCES:

 

The budget statement was accepted as a true record.

 

- Receipt for re imbursement of Christmas tree lights £40.96 and

- David Street: £100.00: agreed fee for the Internal Audit and

- Audit Commission: invoice for £141.00 (VAT £21.00) were all accepted for payment.

 

- Ernest Doe and Co.: invoice for lawnmower for Cricket Club £2889.33

(VAT £430.33), awaiting response from Worstead Festival Committee re. re-imbursement of net amount.

It was suggested to set up a lease with the Cricket Club for the mower: charge the peppercorn rent of £1.00 per annum, they take care of the maintenance and any repairs. Worstead Parish Council will insure the machine.

 

- Annual Return for year ending 31.03.2004 was by the Audit Commission:  it will be placed in the main notice board for 14 days, as required by law.

PLANNING:. Subcommittee unable to recommend, did not meet quorum

 

A: Ref.: P/Y/1/20041011 Worstead C o E Primary School Lyngate(Norfolk County Council): Single classbase extension with enclosed link to existing school building and removal of 1 mobile classroom and storage shed: this application was accepted without discussion.

 

B: Ref.: 2005071: Siting of mobile home in connection with horticulture, Bengate Nurseries, Bengate: it was resolved to support the application, but to comment that the mobile home should not become a permanent dwelling (as per previous application).

 

C: Ref. 20050096: Erection of one and a half storey side extension, The Thatched Cottage, Station Road: it was resolved to support the application, commenting that the extension stays within the permitted size of extending a building.

 

PERMISSION given to:

Ref.:P/C/1/2004/1002 Carl Bird Ltd: land at Carlton Farm, Old Yarmouth Road: to allow use of revised access route and erection of office/mess buildings by Norfolk County Council.

PLANNING:.

A letter was received from Mr. S. Pilbrow, East Grinstead, West Sussex (developer of Laburnum Cottage) requesting that Worstead Parish Council makes sure Cllr Wilkins is not present when applications for Laburnum Cottage are discussed.

SUBCOMMITTEE:

 

Leisure & Recreation: the letter from NNDC about taking over the maintenance for the closed churchyard was read. The request has to come from the PCC, therefore they have to serve a notice on the Parish Council, 3 months after the service of the Notice the maintenance of the closed churchyard must be taken over by the Authority upon whom the request was made. The PCC has to ensure that the churchyard is “in decent order and its walls and fences in good repair.” The Estate Office can be instructed to undertake a site investigation and  report to the Countryside and Parks Manager to establish the costs for the maintenance.

 

The Worstead Fabric Trust held a meeting in which they were informed that the walls of the closed churchyard are in need of repairs. An estimate of £4,000.00 was given. The Festival has earmarked funds for the church, but more is needed for the total maintenance of the church.

The Clerk will serve notice on the Parochial Church Council and investigate if funding can be found from elsewhere (Landfill grants).

 

Grasscutting: the 2 tenders will be asked to send in new quotes for a fortnightly cut, with the green at the school and extra maintenance at the Council’s discretion.

 

Queen Elizabeth Hall: quotes were received to excavate and lay a new drop kerb across the gateway to the Hall, install an acco drain in front of the kerb taking the surface water back to a new gully, which will replace the existing one  to be connected back to the existing drain run:

Matthew Williams Digger, North Walsham:   £1,950.00

Jason Hall, North Walsham:                             -3,000.00

Willard Paving, Edingthorpe                             -2,230.00

It was thought that nominee, Mr. R. Hazlett, was not a good choice as he is too closely involved with the Festival.

AFFORDABLE HOUSING:

 

30% of Worstead Parishioners had returned the questionnaire and it was found that only 2 families are in immediate need and 7 in future need of housing. The Exceptions Policy at North Norfolk District Council does not allow development for future need; therefore only 2 units would have to be built.

However, a potentional 21 household with connections with the village are on NNDC’s waiting list, thus making it worthwhile to investigate a small affordable

AFFORDABLE HOUSING:

housing scheme of perhaps 6 homes.

Mrs. Melissa Adcock from Norfolk Rural Community Council will be invited to the Annual Parish Meeting.

Public Entertainment Licence: Mr. A. Gent at NNDC would like to see a copy of the Public Liability policy and the area for the licence will need to be more specified. Also, an advert will have to go in North Norfolk News and the notice board to advise the public of the Council’s intentions. Clerk to get in touch with NNDC about the wording for the advert.

 

One Anglia: changes will be made in the June timetable to accommodate the rural area. The running timetable was set up under extreme pressure of time, thus resulting in the inconveniences for our area.
