MINUTES OF MEETING HELD 29.04.2003:

Minutes were accepted as a true record and signed by K. Uglow. The Clerk pointed out that the signed minutes contained thanks to Mr. B. Nash for his services to the community, which were omitted from the draft minutes.

MATTERS ARISING.

Speed limits: A member of the public asked whether any news had been received re. the re-positioning of the 20 and 30m. speed limits signs in Woodview. Mrs. S. Cullingham promised to get in touch with the member of the public and view the site. Equally, she will look at the first sign after the school on Lyngate Road, which is placed in a ditch.

Youth Connection: gave their apologies, they had been unable to get in touch with each other.

Bench Meeting Hill: a letter from Mrs.Kett, requesting to replace the present bench for her mother, Mrs Alice Edwards, was read. No objections were made. Highways needs to be contacted to obtain the relevant consent, Mr. J. Legrice will install the bench.

Railway Station: the clerk had to ring Mr. P. Godwin, because the letter they sent on 19.05.2003 had not been received. At the moment, it is unlikely the building will be listed. Mr. F. Ashton pointed out that the canopy is of interest and he was asked to take up this matter, to build a case.

Playing Field: 3 Quotes were sent, only one came back with a price, DIY Home Improvements £968.38 + VAT. The signs, from Gordon Signs, would cost £185.00 = VAT. Mr. S. Henderson will compare the report with the quote and advise at next meeting. It was decided that at least 4 councillors should agree on the amount to be spend.

 

Road signs: Mrs. S. Cullingham pointed out that County and the Parish Council could be held responsible if someone would die because Emergency Services were unable to find a road, due to the lack of road signs. The new road signs are made of recycled material and are vandalproof

The old Front Street (2 signs at the moment) will be removed, the sign for Withergate Road (sign to be changed from Lane to Road) could not be placed on the junction, because of engineering problems. If the Council would prefer road signs on houses, there would be a charge.

Mrs. C. Wilkins pointed out that the NNDC Councillors were unaware of the installation of road signs. She asked what happened to the old, antique signs, which seem to turn up at antique shops etc.

­Mr. William Nash: an engraved bowl or similar will be purchased out of Surveyors Allotment (£75.00 max.) Clerk to get brochure from Michael Virden in North Walsham for next meeting. Clerk also to find out when Mr. Nash started as a councillor. The engraving will read: William Nash, Parish Councillor, 1977 – 2003 in gratitude for services to the Community.

FINANCE MATTERS:
  No Budget Statement was presented; all cheques were issued in May.

- Audit Commission: £141.00 for last year’s accounts: was agreed.

- Norfolk County Services: £68.00 for inspection of playing field was accepted for payment

- Rosetech (Mr. T. Rose declared an interest): £172.88 for maintaining Website: accepted for payment.

- Letter from Mr. I. Rendall was received with £5.00 for Worstead Woven. He pointed out that the book was now three years old, and, although still relevant, people might get bored seeing it again at the next Festival. Mr. T. Rose promised to put it on the Web.

- Worstead Wolves FC: sent in their wish list. Mr. F. Ashton proposed to buy the goals (£398.00) and the corner posts (£15.00, not £152.00!), this was seconded by Mrs. L. Gray. All agreed. Mr. S. Henderson pointed out that there are corner posts in the Hall. Clerk to ask whether they are suitable for this age group. It will be pointed out that the goals and corner posts will remain property of the Parish Council.

- North Walsham and District Citizens Advice Bureau sent a letter asking for a donation. Mr. S. Henderson proposed £100.00, this was seconded by Mrs. L. Gray

- Friends of Worstead School: asking for donation towards a new Maypole. The Festival Committee had already agreed to pay the full amount; therefore this request was not honoured.

- Received from: Norfolk County council £3,500.00 rental Surveyors Allotment (into High Interest Account), from HM Customs and Excise £3.640.35 VAT for October 02 / March 03.

PLANNING MATTERS

- Rosebank, Withergate: erection of bay window extension to facilitate conversion of garage to living accommodation: Mrs. L. Gray proposed to support the application; Mr. S. Henderson seconded this, all agreed.

Mr. G. Paterson declared an interest:

- Plot 1, house, plot 2 and 3: bungalows Sloley Road: the issue of affordable housing and vehicle access were briefly discussed. Mr. T. Rose proposed no objection for plot 1, this was seconded by Mrs. L. Gray. Mrs. L. Gray proposed no objection for plots 2 and 3, seconded by Mr. F. Ashton.

Mrs. L. Gray declared an interest and left the room.

- ­Woodcarvers Barn: to convert agricultural outbuilding into dwelling. Mr. G. Paterson proposed to support the application, all agreed.

Mr. T. Rose declared an interest and left the room.

- Laurels Farm House:  first floor extension over existing shed. Mrs. L. Gray proposed to support the application, this was agreed.

Permission for the development:

- Damson Cottage, Lyngate Road: extension of garage to form holiday unit.

In received information it was clearly pointed out that all Surveyors Allotments belong to the District Council. GA Key will be asked to pursue the matter.

­ANY OTHER BUSINESS:

A brief discussion took place between Mr. J. Tilley and Mrs. S. Cullingham about speed limits in Meeting Hill. Mrs. Cullingham promised to look into it

- Mrs. Cullingham contacted the clerk the next day to let the Council know that this will be looked into again in the new accounts year (after April  2004)
