MATTERS ARISING. Road
signs: A
member of the public spoke to Mr Tony Gent at NNDC to find out why the parish
suddenly had road signs. It was instigated by another member of the public a
few years back, supported and approved by Mrs S. Cullingham without consultation
with the Parish Council. The signs are not in keeping with the village being
a conservation area; Front Street now has 2 signs, 15 m apart; Watsons Yard
and Swans Yard’s drive way are made even smaller now, because of the signs:
Sunnyside (off Honing Row) not the right name, should be Back Lane. Some
signs are put on private land without consultation with owners. Letter to go
to Mrs. S. Cullingham (cc Mr. T. Gent) with these complaints. Litter
picking day:
the councillor who proposed this felt there was not enough support from
councillors, therefore it is postponed. Benches,
memory plaques: clerk did not receive any responses to letters sent to Mrs. Watlow
and Ms. Watson. Will chase this up. The
chairman complemented R. Charman for the nice work done with reference to the
bench for Gavin O’Connor. A
letter with reference to land adjacent to 47 Woodview was received from NNDC,
because somebody was interested in cultivating this plot of land (the bench
for G. O’ Connor is placed there). Letter to be sent informing them that Mr.
Kidd at NNDC is dealing with this. Letter
received from Mrs. Conner, Withergate Lane about the increase of the local
council tax, because she does not see any improvements: still too much
(speeding)traffic, floods in winter continue etc. Letter to be sent by clerk Worstead
Wolves F.C.:
after discussion it was decided to ask for a “shopping list”. The Football
Club will be informed that items bought from the council’s money will remain
property of the council. Elections: there are 12 nominees
for 9 places. Mr. B. Nash (who is retiring) thanked the councillors for their
help and support. Mrs. C. Wilkins (not electable) said it had been a
privilege to be a Parish councillor in Worstead. Playing
Field: the
inspection has been carried out by Mr. J. Richardson of Norfolk County
Council and was read out at the meeting. It was agreed to get 3 quotes for
the necessary repairs and replenishment of the bark. The
signs on the fence need replacing, one is badly bend and hurt a child at the
Easter weekend. |

FINANCE MATTERS:Budget statement
was agreed.

Norfolk Playing Field Association: £15.00 membership was accepted for
payment. -
Invoice Queen Elizabeth Hall: £96.00 for hire of the hall was accepted for
payment. -
Invoice G.A. Keys. £293.75 for valuation of Queen Elizabeth Hall was accepted
for payment. -
Invoice Broadland Catering Equipment £1,673.21 was accepted for payment:
£1,424.00 to be refunded by Worstead Festival Committee, £251.21 VAT to be
reclaimed by Parish Council. |

PLANNING MATTERS 8 Lyngate: application for erection of single storey side extension was supported. Development Control Committee (East): Damson Cottage – Extension to garage to form holiday unit – to be discussed 29.04.2003.

QUEEN ELIZABETH HALL E.mail
from Mrs V. Savage from the Norfolk Rural Community Council points out that
the Hall is owned by the Trust and not by the Parish Council. Unfortunately,
the name of the Trust is not mentioned in the Conveyance. Clerk to find out,
which Trust owns the Hall, a definite answer, needs to be found re.
ownership. If need be, new documents will have to be drawn up. |

SURVEYORS ALLOTMENT Mr. T. Hird has found out from Mr. S. Bowles of NNDC that they have been unable to find a copy of the original lease of 18.08.1994. Mr. Hird set out a proposal in which the NNDC are the landlord. This was disputed by various councillors. The clerk will write to Mr. J. Care, solicitor, to find out who actually owns the land, even if this means getting in touch with the Landregistery. A
letter from J. Care was received on behalf of Carl Bird, who is very
interested in the waste site. A letter to be sent that if the lease becomes
he available, Carl Bird will be considered as well as other interested
parties. |

OTHER BUSINESS: Complaints
were received about multi occupancy at 12, Max Carter Close (increase of
noise, cars etc.). A letter to be sent to NNDC Housing Department to pass on
this complaint. The
Chairman thanked Mr. B. Nash for his longstanding services to the community
as. His wit and humor will be missed during the meetings. |
