MATTERS ARISING.
Mr. S. Henderson (member of the public) asked whether it was possible to put up a barrier in front of the playing field to make it impossible for cars to park on the field when it is wet. There are already many ruts in the field, which makes walking and playing hazardous. The Parish Council would be liable. The Council asked R. Charman to look into this. The key to open the barrier would be with the key holder of the Hall.
Request for dispensation was read out and returned to clerk for filing.
Mrs. Clare M.B.E: a letter on behalf of Parish Council to be sent to congratulate Mrs Clare and flowers to be given on behalf of the Council and the parishioners.
Football Club: parents of children at Worstead School are in the process of setting up a village football club for under 11 to start with. The Council was very pleased with this and K. Uglow will find the football equipment, which is stored in the sheds at the New Inn.
Annual Parish Meeting: the date is set for 15 April 2003. Invites will be send to Youth Connection to send a speaker and Norfolk Constabulary to explain about STEP: Specials Through Employers Partnership to encourage people to volunteer as Special constables. An article for the Parish magazine will be set up to encourage people to set the agenda and to come along.
Gates at the churchyard: a letter was received from the PCC and read out. They were sorry to see the sheep go, but saw the inconvenience for the farmer. They thanked Mr. G. Patterson for his assistance for such a long time. They do not want the church gates replaced, but requested a meeting to discuss various items of maintenance so that the churchyard looks well cared for. The dates suggested were Saturday 22.02 or 08.03. Clerk to get in touch with PCC and arrange the meeting.

FINANCE MATTERS:Budget statement was agreed.- Invoice for the floor at the Village Hall £530.00 was paid before this meeting.
- From the Worstead Festival £4,650,50 was received as a second instalment of £17,000.00 for repairs to the Hall. Millar West £2,735,40 and Fabric World £1,915.00 were paid from this.
- Invoice T. Swann: £988.30 for grass cutting was accepted for payment.
- Subscriptions for Local Council Review £11.59 and Norfolk Rural Commission Council £12.50 were accepted for payment
- Bittern Line confirmed that two payments were made: one in May for contribution for 2001 / 2 and one in October for the latest invoice we received.
2002 / 3.
Worstead Parochial: £150.00 was received for upkeep of burial grounds and request for new lights for Christmas tree outside the church (last ones were stolen last year). The council agreed to wait for quotes and decide at next meeting.

REGISTRATION RUIN ROAD
Mrs. R. Rix gave a progress report on Ruin Road: - she has been in touch with J. Shaw at Norfolk County Council: his answer was that it was an unadopted right of way. - She also asked her friend, Mr. Postle, from the Local History Association and he will start investigating when he finishes marking exams. - Mrs. Rix has also asked somebody at the Ordinance Survey in Southampton to look into this. The manuscript notes at the Survey are from 1834. - She will continue to do the research for the Parish Council and was asked by Mr. J. Care as well (thus saving the Council money). She was thanked for all her efforts. |

SALT DUMP – NORFOLK PROPERTY SERVICES
Mr Hird of GA Key has had an informal meeting with Mr. Matthew Cooper from Norfolk Property Services and had enclosed minutes of this meeting which were read out. It was agreed that he should be invited to the next meeting to enable councillors to ask questions on this report. |

QUEEN ELIZABETH HALL
The re-instatement report was sent by G.A. Key. The re-instatement for the Hall was valued at £560,000.00. Because the Parish Council does not receive income from the Hall, it was suggested the Management Committee of the Hall should insure the Hall for that amount. A letter and a copy of the report to be sent to the chairman of the management Committee. A letter from the chairman of the Hall was received confirming they had paid a bill of £360.00 relating to the stage and curtains out of their own funds. |
