MATTERS ARISING.
Playing field: a member of the public complained that he had to remove lots of dogs faeces, before being able to mow part of the field for a friendly football match. Even the next day he discovered more on the same area and near the young children’s playground. As no decision could be made, the dog fouling will be on next month’s agenda when a decision can be made. In the meantime, the clerk will ask for more signs and probably a bigger dog bin as the present one does not seem adequate.
Press: a parishioner had to read something about himself in the North Norfolk News. Unfortunately, the article did not reflect the discussion that took place. Equally, the salary of the clerk was printed, which is considered a private matter. Clerk to ask the member of the press if we can see the article before it goes to print.
Worstead School: the Chairman is drafting a letter re. intended change of premises to be sent to the School. The Chair will send all councillors a draft letter before it goes to the school.
Licensing Act: no comments were received from the Councillors.
FINANCE MATTERS:
- Budget Statement: was agreed.
- Audit Commission has approved the accounts for 2002 / 2003. Clerk to issue notice to go into main notice board for 14 days.
- Audit Commission: £250.00 (VAT £43.75) letter to bent querying the increase from £120.00 to £250.00. If answer is satisfactory the amount will be paid.
- Mr. D. Street £100.00 for internal audit was agreed for payment
- Queen Elizabeth Hall: £143.20 is still outstanding for the rent with reference to the Youth Club. The Clerk only received all paperwork on 27.01.2004, but will find out if there are sufficient funds to pay this invoice.
- Thank you from: Queen Elizabeth Hall for donation of £200.00 for Christmas Party and informing the Council what a success the party was.

PLANNING MATTERS:
Mrs. C. Wilkins informed the Council that she can gave explanations on planning matters but not on individual planning requests. She declared an interest and left the room.
PROPOSAL:
The Old Mill, Meeting Hill: change of use of land from agricultural to garden and erection of domestic studio. Mr. J. Tilley proposed to support the application, all agreed.
NOTICE OF DECISION: permission for:
White House, Lyngate: erection of single storey rear extension.
11 The Cottages, Barnards Road: erection of attached car port.
Refusal:
Land at Yarmouth Road: erection of single storey dwelling

ANY OTHER BUSINESS:
Registering of Queen Elizabeth Hall with Land Registry: to be done by Mr. J. Care of Hansells.
The District Councillor informed us that at the moment £150,000.00 is allocated for affordable housing which means 1 new building. She requested to have her own 2 minutes during Council meetings to inform the Council what is going on District level, which she is quite happy to share with our County Councillor if need be.
