MATTERS ARISING. New
speed limits: 1 Member of the public expressed his concerns about the positioning
of the new 20m speed limit in connection with the 30m sign, which creates a
bufferzone of only 20ft.. Various councillors had had questions about the big
oak posts on which the 20m signs are positioned and one councillor suggested
the move the 30m sign near the Manor House on Withergate Road back to past
the dangerous corner near the Old Vicarage, thus making it saver for people
coming from the school turning into Withergate Road. It
was decided to write to Highways with these concerns and invite somebody for
the next meeting. Churchyard: 1 Member informed the
councillors that dog faeces were left in the churchyard, despite the sign in
the notice board warning people about a £1,000.00 if caught not tidying up
after your dog. Signs
will be put on the three entrances warning people not to use the churchyard
as a dog toilet and it will be emphasised in an article in the Parish
Magazine. A
meeting will be held on Saturday 8 March at 10.00am with the Parochial
Council in the churchyard. Nominations
papers:
were handed out to present councillors and 2 members of the public. Clerk
will give absent councillor their papers and copies of the new updated
electoral roll to all councillors. Christmas
bonus:
concerns were expressed about the increasing numbers of pensioners entitled
to receive the £10.00 Christmas bonus. A list of 8 new names was given to one
of the councillors, this number being approximately the same for each area. Mrs.
Gray proposed to continue for one more year, this was seconded by Mr.
Charman. Any shortcomings should come from the High Reserve Account. Entrance
to the school on Lyngate Road: a little bridge would have to be built over the
ditch. There seems to be no need for this yet, because not many people walk
to school from that site of the village. |

FINANCE MATTERS:Budget statement
was agreed.

From the Worstead Festival £401.55 was received as the final balance of
£17,000.00 for repairs to the Hall. Invoice from Epsilon of £5,879.70
(lighting)and Yaxley Gas Services £364.00 (heater in the gentlemen’s toilet)
were accepted for payment. -
Invoice North Norfolk District Council emptying dog bin £112.42 was accepted -
Mr. Uglow declared an interest and stood as chair, Mrs. Gray took over.
Invoice for Fireworks display £506.38 was accepted for payment. -

PLANNING MATTERS Confirmation
was received from North Norfolk District Council to fell a sycamore at the
Baptist Chapel, because it was doing structural damage to the adjacent
building. The
tree has since been felled.

SALT DUMP Mr. Hird from GA Key had accepted our invitation to be at this meeting and answer questions about between himself and Mr. M. Cooper about the Salt Dump. He was welcomed by Mr. K. Uglow. Mr.
Uglow expressed his concern about increasing the rent by retail price index.
Mr. Hird answered there was a fine balance for going that way (high inflation
– high rent, low inflation – low rent) but recommended to go by the market
value. The
key to the entrance should be with the hirer and the hirer of the
neighbouring site. A clause about locking up has to go into the lease. Mr.
Hird will talk to Norfolk Property Services. A
£4,000.00 (or more) rent was agreed by the councillors. Mr. Uglow proposed
that GA Key would put out a formal tender after the Head lease from North
Norfolk District Council was received and checked. This was seconded by Mrs.
Gray and Mr. Parker. |

PLAYING FIELD: An inspection by North Norfolk District Council will be arranged, the last inspection was in 1998. |

QUEEN ELIZABETH HALL The
shrubbery at the front of the Hall has been cleared and gravel put in its
place. Two benches will be put there by the Council, a suggestion was made to
have one in memory of Mr. P Watlow, this was accepted by all. The bench in
the children’s playground will get a plaque in memory of Dell Fulbrook. Mr.
Uglow will get the benches from Hanworth Timber The
possibility of moving the gate at the entrance of the playing field to the
grass will be investigated to prevent cars from entering the playing field. A letter was received from the chairman of the Management Committee ref. the letter he had received from the Council about the Committee insuring the building. A copy of this letter will be sent to the Norfolk Association of Parish and Town Council to sort out the owner / tenancy problem. |
