MATTERS ARISING. It was noted that a bin has been placed at the bottom of the stairs of the church from the (Ruin Road) bus shelter, but is never emptied by Service Team. The bin in the square is not emptied either.
Norfolk Property Consultants Ltd, on behalf of NCC, informs us that Woody’s Haulage are interested in using the Salt Dump (now surplus to requirements) as a commercial recycling facility. Lease states that only salt is to be stored there. Would WPC grant consent to NCC to sub-lease with Woody’s? Copy of Head lease to be requested from NNDC to require necessary information.
Worstead Bonfire and Fireworks evening: Suzanne Duncanson requested for WCP to run the finances, because Worstead Festival Committee are not allowed to give money to individuals. Clerk will run the accounts and it was agreed that WCP would meet the amount the Festival Committee will be giving (Surveyors Allotment acc.). Letter to Ms Duncanson to confirm.
Spraying of the playing field: quote from Norfolk County Services (£275.10 + VAT) was rejected. Mr. David Hollgate from UAP Worstead quoted £10.00 per acre and spraying free of charge.
Worstead Footpath n°4 / NorthWalsham n°18: correspondence has been received about the condition the footpath is in.
Queen Elizabeth Hall: the newsletter was much appreciated. Mr Bowers has informed us that the deeds might not be up to date because the land will be registered but the hall itself might not be. It is not certain whether WPC owns the Hall; therefore, professional advice is needed as well as a professional valuation for insurance purposes. Mrs Wilkins proposed to lease the Hall if the Hall was the Parish’, this was seconded by Mrs Fairhurst. It was stated that WPC should back the new Management Committee. Mr Uglow proposed to donate up to £4,000.00 for urgent work, Mr Patterson seconded this. (Surveyors Allotment) Invoices made out to Worstead Parish Council. Information about grants for repairs to village hall to be given to Mr Bowers.

PLANNING MATTERSMrs Wilkins declared an interest & left the room. New plansDamson Cottage, Briggate: extension of garage to use as annexe. No objections were raised.
Withdrawn: Ollands Cottage, the applicants have withdrawn their application for an extension.

FINANCE MATTERS No comments were made on the budget report for July 2002. Annual accountsAlthough Mrs Wilkins abstained, as she had not received the final accounts, the auditors report was accepted and signed, ready for sending.
Remuneration of clerk With the help of information from NCAPTC it was established that the clerk should be employed by WPC, therefore the council needs to be registered as an employer to be able to pay PAYE/NI. The question arose whether Mrs Goddard had taken it upon herself to pay the PAYE/NI. A letter has to be sent with this question.
The clerk requested to be able to attend a core training course for clerks in Norwich to be paid for by WPC (£40.00 for 3 sessions). Mrs Wilkins proposed and Mrs Fairhurst seconded this. |

RUIN ROAD / NEW INN / FRONT STREET Mr Bowers had informed Mr Uglow about a possible application of Pubmasters Ltd for this area of land. A deed from 1823 appears to be in the hands of Pubmasters Ltd. Mrs Wilkins mentioned that part of the land is registered as common land at NNDC. A letter was to be sent to Landregistry to object about this. |

ANY OTHER BUSINESS Ruin Road: there has been critism from the public about the costs of repairs.
Bittern Line: according to the Bittern Line Partnership, we still owe them £100.00. Clerk to look into this, inform the partnership and invite Mr I Dinmore for the next meeting.
Churchyard: Mr Patterson volunteered to find out from Father Anthony what the church’s wishes are with regards to the graveyard.
Invitation: Mr Patterson invited all councillors on a guided tour about farming. A previous visit by class J1 of Worstead School was a great success.
