JamesWilson, Environmental Department, North Norfolk District Council:
Mr. Wilson gave an overview of the Clean Neighbourhood and Environment Act 2005 which amends existing legislation. Fixed penalty notices are introduced, Environmental Protection Team & Environmental Services now have tools to deal with Enviro-crimes: - Abandoned vehicles: new powers to serve fixed penalty notice (£200.00 approx.) Report abandoned vehicles on-line: www.northnorfolk.org. - Litter: NNDC is responsible for litter on public land, Fixed penalty to be in the region of £75.00. Trials are being carried out with new litter bins in Rural Parishes. - Waste: new powers to require private land owners to clear up fly-tips. Cost of enforcement and clear up costs to be recovered from offender. - Audible Intruder Alarm: only on buildings, NNDC is looking into declaring the whole area an alarm notification area. Failing to notify about keyholders may cost up to £75.00. - Dogs: Dog (Fouling of Land) Act 1996 will be repealed, new provisions cover: failing to remove dog faeces, not keeping dogs on the lead, permitting a dog to enter land from which dogs are excluded. Failing to comply with the Dog Control Order is expected to be £75.00. NNDC will also consult Parish and Town Councils where Dog Control Orders are needed.
A mobile CCTV camera can be used: it works on batteries and mains and sends images by mobile phone to catch offenders on camera. Hopefully the Control teams will be come once a month to cover dog fouling, fly-tipping etc. In the next few months we can expect a lot of publicity about this. An outline of these measures will be distributed with these minutes.
The question was raised again about enforcing Dog Control Orders on national speed limit roads. NNDC is not able to do that. The advise was to take photographs, certainly when a dog enters private land. Norfolk County Council will be contacted about re-classifying the speed limit on Meadowside. The Chairman thanked Mr. Wilson for his very useful presentation.
Land adjacent Laburnum Cottage: the owners of the land and buildings on the site wondered what the Parish Council’s action will be about the differences in the approved planning applications and the actual buildings. NNDC Planning was contacted by a worried parishioner about the height of the houses. Mr. Lawns admitted that there was a 400mm difference, but was unaware he had to re-apply. PARISH PLAN:
This item was brought forward to enable Carolyn Heydon to leave the meeting as soon as possible. She explained that a Parish Plan is a consultation by the Community for the Community. At present 80- 90% of people are responding to these consultations, which, once the Plan is completed with an Action Plan, can make funding easier, because it is in black and white that parishioners want it! The Parish Council normally has 2 to 3 representatives on the steering group, partly to keep control, but also as support. Data from consultations will be analysed, the Parish Council will receive a draft for consultation and an Action Plan can be set up. Some things can be done by the Parish Council, but this Parish Plan gives the Council extra cloud to get funding.

MATTERS ARSING:
- No official figures received from the Queen Elizabeth Hall. See item:
- The People’s Millions: Highways may have to get involved, the applications were looked at Worstead School and will probably be submitted. Cllr. West to follow up. The Traffic Plan for Worstead School has been accepted for funding.
- Children’s’ playground: a working party has cleared the playground and signs have been taken to be cleaned up. Some work is still needed. Cllr. Barrett to follow up. Clerk to ask Environmental Department at NNDC about a bin.
- Barn conversions: a transcript of the meeting was given to the Chairman.

FINANCES:
BUDGET STATEMENT: Cllr. Charman proposed to accept this as a true record, seconded by Cllr. West, all Councillors agreed.
- Invoices: R. Charman: kicking wall material and labour £365.10 + VAT £63.89 K.J. Yaxley:decoration of Queen Elizabeth Hall £2,241.00 as part of the grant. Membership Society Local Council Clerk £69.00 subscription All accepted for payment.
Insurance: Cllr. Parker pointed out that there are two climbing frames on the assets register, but no swings. Clerk to investigate before renewal.
Received: £6.00 Worstead Woven Statement 2 1/2% Consolidated Stock: interest for 2005/06 £1.00 Clerk to write and find out what they are worth and the cost of selling them.

SUBCOMMITTEES:
Planning: Ref.: 20060597: Erection of garden shed: Matapos Hills, Meeting Hill Road, Briggate: It was resolved to make no objections or comments for this applications.
PERMISSION: Ref.: 20060310: Erection of single-storey rear extension, Benefield House, Swanns Yard, Ref.. 20060351: Erection of single-storey rear extensions and first floor side extension, Wayside, 3 Station Ref.: 20060376: Conversion of outbuilding to living accommodation and erection of link extension: Blyth Cottage, Withergate Road.
Land adjacent Laburnum Cottage: local concerns were raised with District Cllr. Wilkins about the new buildings. An Enforcement Officer had been sent by NNDC who had taken photographs. Various discrepancies were found (see attached email). The issue of chimneys (two on approved, one on photograph) was corrected: there are two chimneys, one not visible from the front. Cllr. Charman thought it best the builders applied for retrospective planning permission to avoid problems now, Cllr. Paterson agreed, all other Councillors agreed. The Clerk to write to Mr. J. Williams NNDC about this decision.
From Norfolk County Council: for information only as a neighbouring parish: Certificate of Lawfulness for existing use/operation: Mr. D. J. Browne, 2 Tollbar Cottages, Norwich Road, Westwick.
Leisure and Recreation: ADVERTISING ON THE WEB: Postponed until the next meeting, nobody available.
GRASS CUTTING: T. Swann had submitted two new quotes: one for the graveyard and one for the churchyard, same hourly rate as before but from May onwards. £1,026.00 for each. Father Anthony has agreed to serve notice on Worstead Parish Council for the churchyard, but the notice takes 3 months. It was resolved to accept Mr. Swann’s quote for the graveyard, the village sign and the churchyard until NNDC take over. Mr. Swann had voiced his concern that the Council was not satisfied with his work. The Clerk will write and emphasise that this is certainly not the case, the Council is very pleased with the work carried out. This is a cost cutting exercise
MUSEUM OF THE BROADS: A letter received from T. Bone informed the Council that the Garden and Leisure for April 2007 has been postponed
KICKING WALL: Goods to cover the kicking wall are on order Highways:GREEN AT THE SCHOOL: No new quotes received, Clerk to follow up for May’s meeting. Highways:
FOOTPATH NORTHVIEW: Confirmation that survey for the footpath will be carried out on a Friday during term time between 1.30 and 3.30pm
SPEED AWARENESS MESSAGE: Results of surveys carried out: - Honing Road: 8 and 22March, 4 and 10 April: average entry speed recorded: 19.0, average exit speed recorded: 16.7, -Station Road: 10, 21 and 29 March, 10 April: average entry speed recorded: 24.0, average exit speed: 19.6.
BACK STREET: It was reported that traffic is going up the wrong way into Back Street, this is not only supply traffic. Norfolk Constabulary will be informed and they will be asked to monitor the speed as well.
It was requested that a letter should go to Planning and Transportation asking for a clean up of mud and sand around Holly Grove and inform them that the gullies on Withergate Road are full again.
Queen Elizabeth Hall: Last year’s draft income and expenditure was handed out, at Cllr. Tilley’s request discussing the figures was be postponed until next month. The Annual General Meeting will be held on Tuesday 09.05.2006, when the official accounts will be presented. The treasurer will be invited to the next meeting to explain the accounts, if necessary. Cllr. Paterson felt there should be more dialogue and support for the volunteers who carry out the work

FORMER SALT STORE:
A letter was sent to the Solicitor at Norfolk County Council about the dumping of asbestos and car tyres. She had passed the letter to Matthew Cooper at Norfolk Property Services. He had informed the Clerk by telephone that the asbestos was being removed and the tyres would follow soon.
Cllr. Parker volunteered to carry out a site visit.

Funding has been received by Flagship Housing Association for 9 dwellings. Copies of the letter and draft contract were submitted to the Councillors, no action is needed yet |

Cllr. Wilkins informed the Council that there were lots of internal issues, but nothing for her to pass to the Councillors. No questions were asked.

Gates have been placed at the back of the new dwelling at Laburnum Cottage. The Councillors thought it was best for St.Andrews Close Committee to deal with that, as they own and maintain that area.
