MATTERS ARISING.
Affordable Housing: presentation by Mrs. M. Adcock from the Norfolk Rural Community Council (separate report attached)
Worstead School: the letter drafted by Mr. K. Uglow and distributed before the meeting was approved. Mr. F. Ashton proposed to change the letter into the plural to We, as a letter from the Council, this was seconded by Mrs. L. Gray, all agreed. Chairman to send letter.
Working parties: Mr. S. Henderson had put his ideas to paper, again this was distributed before to meeting. The subcommittees have to be open to the public; minutes from these meeting will be distributed with the clerk’s minutes but taken by one of the sub committee members. Some ideas for a subcommittee for planning for instance could be: invite the applicant; visit the area where the applicant lives. Mrs. L. Gray proposed to create 3 subcommittees: Planning, Leisure and Recreation (to include ground maintenance) and Village Hall, this was seconded by Mr. F. Ashton. These committees will be set up at the next meeting, every Councillor should be able to have some time to consider which Sub committee to volunteer for. The Sub committees will then be officially presented at the Parish Annual Meeting. The purpose of these committees are to free up time to have speakers etc. at Council meetings and in due course have less Council meetings.
Dog fouling: a member of the public thanked the Council for putting the subject in the paper. Mr. F. Ashton reported he had found the plastic dog bin bag lying in the playing field. The dog warden can be contacted (anonymously) to pass on a name of an offender and they will be prosecuted. Mr. T. Rose will create a leaflet, which will be handed out around the playground to dog owners and probably delivered to the houses of dog owners. The Councillors agreed that Worstead Football Club is allowed to cordon off their pitch to avoid any messy accidents. FINANCE MATTERS:
- Budget Statement: was agreed.
- Youth Club: the outstanding debt with the Village Hall has been paid leaving £959.03 in their Lloyds bank account. A savings book belonging to “Worstead Play Equipment Committee” was updated (£57.84), signatories S. Shaw and D. Kibber. Steps will be taken to have this account closed and transferred to the Youth Club account. The Youth Club’s address will be changed to the Parish Council’s and the signatories will be changed to 1 or 2 Councillors. As there is currently not an active Youth Club the Council resolved to earmark the funds in the Parish Accounts for future youth projects. The Worstead Festival will be informed about all this, because they gave a grant of £886.00 and might want to retrieve that.
- Renewals of subscriptions: Norfolk Playing Field Association (£15.00), Local Council Review (£12.50) Norfolk rural Community Council (£12.50) were all accepted for payment
- North Walsham Citizens Advice Bureau sent a reminder for our contribution £100.00 from the Surveyors Allotment was agreed.
- Mr. I. Rendall informed the Council that he has no Worstead Woven left, instructing the Council about discounts for various outlets. The New Inn has still some books in stock and Mr. K. Uglow will deliver them to Mr. I. Rendall if needed.
- Audit: The Audit Commission aims to have the forms out by Easter and expect them to be returned by 31.08.2004. Mr. D, Street to be approached to do the internal Audit again and at what cost.

QUEEN ELIZABETH HALL: . Mr. J. Care asked for title deeds for the Hall, the clerk does not have the original but thinks this is in a wallet at the bank. She asked permission to have wallet returned (£10.00 charge) to North Walsham branch for her to note the contents of it and if the original conveyance is in the wallet to hand it to Mr. J. Care. Although some Councillors thought this was done a few years ago, permission was granted.
A letter was received from County Council about the drainage problems around the Hall. They are unable to act because the drain under the Hall is privately owned. Various ideas were being offered, but it was suggested to leave this until the Subcommittee was set up, so they can get to the bottom of it. |

NOISE POLLUTION BY RAF COLTISHALL:
North Walsham Town Council and Hoveton Parish declined to get involved. Stratton Strawless Parish Council informed the Council that they had parishioners who did complain about it, the clerk would ask them to write individual letters. The clerk to Buxton with Lamas Parish Council informed us that Graham Rix (clerk to Sloley?) has his own monitoring equipment and was keen to get something done, unfortunately he fell ill and has only just returned to work. The idea is to set up a joint meeting, either here or at Buxton. Clerk to get in touch with clerk of Buxton with Lamas. |
