MATTERS ARISING. GP asked why CW had to leave the room when declaring an interest. By leaving the room, she would not always know what goes on in the village. CW made it clear, that leaving the room was a decision made by the District for all councillors. It was decided to seek information from the Association and the Standards Board.
Bench for G O’Connor: Broadland Garden Furniture has gone into liquidation and the receivers had sold every sellable item including the bench for the village. KY has now bought one (£179.00) from Hanworth Timber to be collected 28.09. JP will get the sign from David King, Suffield, which will read “ In loving memory of Gareth O’Connor 1984 –2000.
D. Street, auditor: to be sent a letter of thanks for the work he has done and that the comments he has made are appreciated and will be acted upon.
Village sign: JP has been in touch with the prison. The delay happened because of inmates, working on the sign, have been moved around, but it should be ready within the next 14 days. JP to keep in touch.
Annual return: has been returned by Audit Commission. Clerk will try and solve the problem with D. Street. Of not possible, L Goddard will have to get involved.

PLANNING MATTERSMrs Wilkins declared an interest & left the room. New plansErection of conservatory at 11, St Andres Close The application was supported.
Notice of Decision Erection of single storey annexe, Westfield, Meeting Hill was approved.
Damson Cottage, Lyngate: Garage to be turned into annexe was approved

KU declared an interest, stood down as Chairman , LG took over.
A letter from S Cullingham re. Common Land and a letter from the Landregistry were read during the half hour to inform the members of the public present. - The letter from SC stated, there was NO Common Land in Worstead. - The letter from the Landregistry informed the PC that Ruin Road could NOT be part of the application of registration by Pubmasters Ltd, unless they had evidence to prove iRuin Road was theirs.
JP proposed to register Ruin Road with a right of way to all with the Landregistry as the Parish Council’s, this was seconded by VF. Equally, it was suggested to ask Pubmasters Ltd for a right of way past the New Inn. Letter is to be sent to the Landregistry (checked by J Care for loopholes).
A thank you letter will be sent to Arthur and Cynthia Clare and Arthur Watts for their involvement in this matter.

SALT DUMP – NORFOLK PROPERTY SERVICES
From the lease it became clear that the rent is due for renewal in 2003, J. Care to be asked to negotiate this, but first a commercial surveyor will have to be found to look at the value of the land. The Parish & Town Council Association will be approached whether they know of any commercial surveyors.
The NPS will be advised that there are no objections from WPC against the sublease, but that professional advice is being sought re. rent.

Everybody is to look into what we think WPC owns, the Village Hall will be registered with the Landregistry as the Parish Council’s (separate from Pubmasters Ltd). The Norwich Records Office in Anglia Square will be approached for any information.
Already known: Surveyors allotment, Poor’s Charity (Howes Brothers), King’s Charity (church?), Worstead Website.

ANY OTHER BUSINESS
Notice boards: they are all in a bad state. Ian (?) will be asked to give a quote for new, tanalised notice boards.
Children’s playground: is very overgrown and the bark is very low. JP to look into everything: state of repair, weeds etc. etc. The costs for repair and maintenance to be included in next year’s precept
Petty cash for clerk: £100.00, was proposed by CW, seconded by JP.
Senior citizens’ lunches: have started on 26.09, fortnightly £2.00 to WPC, monthly invoice raised by New Inn.
Bittern Line: £100.00 still outstanding. Ian Dunmore has confirmed that WPC is not paying the person who looks after the station. WPC is open to suggestion for extra funding. The station might be turned into a recording studio (they have to look after everything), with a new waiting area to be built.
Charities: Poor’s Charity: signatory: Mrs Yaxley, King’s Charity: Father A. Long, to be looked into and put on Assets Register.
Bottle Bank: GP was approached about this. The present Landlord of the New Inn has no objections to have them put alongside the wall. Clerk to look into this.
Accident on Mill Hill, Westwick Road: VF asked about widening the road. This was looked into years, but, because of objections (speed, rat run) from the villagers, never taken further and it did not seem a good idea to start this again.
