MATTERS ARISING.
Speed limits: A member of the public confirmed that Norfolk County Council had been in touch with reference to the speed limits at Woodview and this will be looked at in the next accounts year (April 2004).
Affordable housing: a short discussion in which personal opinions were expressed, ensued. The councillors and members of the public were informed that new housing would not be built by North Norfolk District Council, but by an association
Playing Field: Mr. S. Henderson visited the site with local gardening services contractor, Mario Marques. An extensive report was handed out and Mrs.L. Gray proposed to go ahead with most of the repairs*, this was seconded by Mr. R. Charman. *It was decided to have a little survey done by our two members of Youth Connection to replace the swings (costs are very high to get them up to safety standard) in the playing field with benches (the swings seem to be used as a gathering point for our youngsters). The springy toy, which was removed, only needs a new spring.
Mr. William Nash: a brochure from Michael Virden was handed round for the councillors to have a look at. It was decided that the clerk would go and order something with the engraving: William Nash, Parish Councillor 1977 – 2003, in gratitude for services to the Community and if they can do it the Worstead sign

FINANCE MATTERS:Budget Statement was accepted. Clerk will ring previous clerk re. insurance, which as not been received yet
- Barclays charges by Direct Debit £71.77 for being overdrawn for 3 days.
- Norfolk County Services: £455.72 for half yearly grass cutting was accepted
-R. J. Charman Mr. Charman declared an interest and left the room) £635.21 for installing bench at Woodview was accepted for payment.
- Selwood, Great Yarmouth: £760.95 repairs at Village Hall, will be paid if approved by one of the Management Committee members. A copy to go to P. Hitchins of Worstead Festival Committee to claim £647.62
- Worstead Wolves FC: £440.00 for goals was accepted for payment.
- Salary clerk: April, May, June £325.82 and tax £91.90 was accepted
- Invoice Original Works Norwich to be queried
- Papers from Audit Commission have arrived, Mr. D. Street, Groom’s Cottage has agreed to do the internal Audit for £100.00. This was accepted. Insurance policy will have to be looked at for the asset register.
- Clerk to set up account for Fireworks, this was requested by the Worstead Festival Committee.

PLANNING MATTERS
-- Plot 1 House Sloley Road and Plot 2 and 3 Bungalows Sloley Road have been withdrawn
- The Bungalow, White Horse Lane, Briggate: side extension, front porch and rear conservatory. Mrs. L. Gray proposed to support the application, this was seconded by Mr. T. Rose.
NOTICE OF DECISION - Rosebank, Withergate: erection of bay window extension to facilitate conversion of garage to living accommodation was accepted
- White House, Lyngate: erection of two storey and single storey and first floor extentions was rejected.
- Development Control Committee East 30.06.2003: conversion of agricultural outbuilding to dwelling adjacent Rose Cottage, Honing Row

QUEEN ELIZABETH HALL
Mr. S. Henderson asked for the history behind the village hall and this was told. In the Conveyance of 1984 it clearly states that the land was given to Worstead Parish Council, therefore the building is owned by the Council. The building will be registered with the Landregistery, if this has not happened yet. |

SURVEYORS ALLOTMENT
An email from Mr. S. Bowles of North Norfolk District Council was received by the clerk that the Legal Department had finally checked the papers sent by Mr. A. Hird of G.A. Key. They have now been sent to him |

WORSTEAD STATION:
Mr. F. Ashton has taken photographs of the Station to back up the case to have the building listed, although he has been informed that there is not much hope. The building is in a good condition and the canopy has nice wrought ironworks.
Mr. T. Rose has been in touch with Mr. I. Dinmore, but he informed Mr. Rose there is no money in Network Rail or Edda. The Council can apply for a Transport Grant up to £10,000, but his needs to be match funded. Anglia Railways are looking for someone to Adopt the Station. |

ANY OTHER BUSINESS:
-Clerk to get information about can banks and paper recycling.
- Complaints were received about excessive flying on Wednesday and Thursday before the meeting. Letter to be sent to Ed Bulpitt.
- Concern was expressed about youngsters using the playground as a racing track, going via the pub at dangerous speed. The gate at the entrance of the field is too worn to be moved. Letter to go to Police.
- Rumours were heard that the Dial a Ride would be scrapped. Clerk to get in touch with Paul Gray of North Walsham Transport Association to find out more.
- A suggestion was made to place a Victorian map of Worstead alongside the existing one. This will be looked into.
- Another suggestion was made to set up a quarterly Parish Newsletter. Again, this will be looked into: volunteers etc.
- Queries were received via the web about the “Duchess of Worstead”. To get more information question will go into Parish Magazine.
- David Cooper of Westwick Road suggested a web page “Worstead as it used to be. He will do the scanning etc. This will be mentioned in the Parish Magazine. |
