MATTERS ARISING.

 

Footpath to Station Road: a member of the public asked whether something could be done about the surface before the bad weather sets in to prevent accidents like slipping and getting hold of the barbed wire. the chairman pointed out that the fence was installed in cooperation with the footpath officer and according to NNDC regulations. A letter was sent to the Footpath Officer of NNDC and NCC after the last meeting to find out whose responsibility this is, no reply has been received yet.

 

Dog fouling: now the field has been closed off, dogs are fouling the footpath and owners are not tidying up after them. New signs should be put up again and possible a dog bin on Station Road. Clerk to investigate.

 

Bin in square: the council bin has been moved from the stairs at the back of the church to the top of the square, but Service Team seems not to see it. The clerk rang Service Team on 17.09 requesting that it would be emptied. Nothing has happened, therefore a letter has been sent on 22.09 to NNDC informing of the move and requesting that it will be emptied weekly.

 

Christmas Bonus: an article will go into the Parish Magazine in November informing over 60’s (ladies) and 65’s (men) to come forward if they would like to receive the £10.00 per family, equally posters will be designed for notice boards, Post Office, Village Hall and Pub. Clerk will bring an up to date list to the next meeting, so that councillors can check and find out about new applicants in their allocated area.

Signature has to be changed in passbook, as Bill Nash was the signatory.

 

Date of next meeting: clerk requested to change the date of the next meeting from 28.10.03 (half term) to 21.10.2003. This was accepted.

FINANCE MATTERS:
 
Budget Statement was accepted..

 

- Allianz Cornhill: £64.38 to be paid as remainder of annual premium. This was accepted.

 

- Michael Virden and Sainsbury expenses £72.00 (VAT 6.72) for Mr. W. Nash’s presentation to be refunded to Clerk from Surveyors Allotment.

 

- Salary Clerk: £325.82 and £91.90 Tax was accepted for payment.

 

- PLG Farm Supplies Ltd; £253.81 (VAT £37.81) for gates and posts for Village Hall was accepted for payment.

 

- NCAP &TC: Initial Training for Clerks and Councillors: Mr. T. Rose, Mr. F. Ashton and Mr. S. Henderson will attend £45.00, this was agreed.

W H Davidson Ltd Westwick Road: erection of 15 mtr. telecommunications monopole, six panel antennae, 2 dishes, 2 equipment cabins for Vodafone: applications was supported, request to make it esthetical pleasing was noted on return form.

QUEEN ELIZABETH HALL

 

Letters from Mr. D. Bowers were read talking about a shortfall by March 2004. (It is not only the Queen Elizabeth Hall, which is not doing well).

The Worstead Festival Committee can only give for capital costs, NOT for running costs.

Mr. S. Henderson proposed to organise an urgent meeting to look at a business plan, with the Management Committee of the Hall, this was seconded by Mrs. L. Gray. It was decided to have this meeting before 21.10.2003 when the precept will be discussed and to invite Mr. P. Hitchins from the Festival Committee.
