PUBLIC’S HALF HOUR OF PARTICIPATION:
Three parishioners voiced their concerns about a further extension at Summerbreeze, which will invade their privacy even further and will have a great impact on the antiquated and inadequate sewage system. The authorities are aware of problems with the sewage system, but have done nothing about it. The Chairman thanked the parishioners for bringing their concerns to the Council’s attention. One parishioner told the Council that they had problems with another neighbour, who has 4 caravans in their yard, one of which was occupied for a time. Cllr. PARKING AT SCHOOL:
Cllr. Gray was not present, but the latest newsletter of the school carried an article on this subject after receiving a complaint from local residents about parking on the triangle. The school has such a good reputation, that many children come from outside the catchment area, which means that parents have to drive to school. The school and LEA are looking into this problem and ask parents to stagger arrivals, park further up the road to the village, park in the village or drop off older pupils as an alternative. Suggestions were made to cordon part of it off or use netting. Cllr. J. Parker will find out what procedure Blickling Hall used to avoid the damage being done by parking on the triangle. HOMEWATCH, BRIGGATE:
After recent burglaries: parishioners in Briggate met with Mr. T. Gill from North Walsham Police Station and are setting up their own Homewatch They ask the Worstead Parish Council for financial support to buy the signs which cost approximately £25.00 each. (Provisions for this under the Local Government and Rating Act 1997 schedule 31). The chairman suggested inviting Mrs. Shirley Lloyd (secretary) and Mr. Gill to the January meeting, other councillors agreed.
ONE ANGLIA:
Cllr. Henderson requested in his note to the Clerk to write to “One Anglia” to express the council’s concerns about the reductions of trains stopping at Worstead as per the new timetable. This will increase considerable transport difficulties and problems for parishioners using these trains. “One Anglia” should consult local organisations and authorities before making any changes. The Chairman agreed to sign a strong worded letter to One Anglia. Cllr. Wilkins informed the council that One Anglia is part of the Bittern Railway Partnership and NNDC are looking into withdrawing funding if the changes are not withdrawn. |

FINANCES:
The budget statement was accepted as a true record. Cllr. Paterson queried the items under the heading “other”. Having looked at this item after the meeting, the clerk can inform the council that £250.00 was for the registration fee for the Hall and £1,433.20 for the Fireworks. Two items should have been allocated to the Surveyors Allotment. The balance stand now at £1,683.20 (apologies for the mistake). A separate account for the fireworks account for 2002 was presented as well.
- Salary Clerk: £532.80 less tax £117.22 was accepted for payment.
- £ 160.00 for Public Entertainment Licensing: the license is applied to “the Parish of Worstead”(not to include New Inn and the Queen Elizabeth Hall). Worstead Parish Council will sanction any event taking place in the village, which need a Public Entertainment License. Cllr. Parker proposed to accept the costs, seconded by Cllr. Tilley. |

PLANNING:
A - Ref.: 20041530 Land at Front Street: erection of detached two-storey dwelling: Cllr. Charman proposed to make no objection or comment, which was seconded by Cllr. Parker. All agreed.
B – Ref. 20042060 Summer Breeze, Station Road: erection of rear extension and dormer window to provide accommodation in roof space: Cllr. Charman proposed to object to this application because enlargement of the property will only increase the existing sewage problems, this was seconded by Cllr. Parker. All agreed.
C – Ref. 20042100 Land adjacent The Grange, Yarmouth Road, North Walsham: Two Councillors considered the applicant’s health problems a good reason to accept, although the application falls outside the current planning area. After a discussion votes were taken to object to the application: two were against objecting, four were for objection with the wording: “This Council believes this applicant has a great need for special consideration, but this application falls PLANNING: (cont) C – Ref. 20042100 Land adjacent The Grange, Yarmouth Road, North Walsham: outside the current planning policy, therefore the Council cannot support this application
D – Ref. 20042092 Laburnum Cottage, Back Street: conversion of barn to dwelling and erection of two dwellings: Cllr. Henderson asked if this application could be diverted until later in the week, but Councillors present preferred to discuss the planning at the meeting. The overall opinion was that there was no reason to object against the two dwellings, but the barn conversion (extension is bigger than the barn itself) would be setting a precedent to the surrounding premises if is to go ahead.

SUBCOMMITTEE:
Leisure & Recreation: no recommendation was made yet, as the Council is still awaiting a response from NNDC about whether they will maintain the churchyard and what this maintenance consists of. A letter will be sent to the two tenders informing them about the current situation.
Queen Elizabeth Hall: the Committee had received quotes for drainage work to be carried it, but this could not be discussed, because this was not an agenda item. |

QUEEN ELIZABETH HALL:
In response to our letter about the latest newsletter, the Chair thanked the Council for the £375.00 donation from the Fireworks display. She was under the impression that the Fireworks Committee had authority to made decisions on behalf of the Council and she apologises for this misunderstanding. She was eager to praise the event as soon as possible, which led to this over rapid publication. She notes the comments about the reporting in the Newsletter and will pass them on tot her informants. £60.00 invoice to Worstead Wolves: The Chair informed the Council that this was sent at their request, which was confirmed by the clerk (treasurer for Worstead Wolves) She (the clerk) felt too many people who have nothing to do with the Club were allowed to get involved. However, the Chairman pointed out that it was more important that club could be self-sufficient and not rely on WFC or WPC. The Chair of the Hall wrote she is quite happy to get signed agreement from the chairman or the Clerk to items for inclusion, which concerns the Council. |

DISTRICT/COUNTY COUNCILLOR:
- Streetnames for Meeting Hill: Mrs. Wilkins is looking into this, but this will be difficult, because, at present the streets in Meeting Hill have no name, but she will investigate further. - Worstead Daycare Centre: the meeting on 29.11.2004 was well attended. A presentation was held and the parishioners were informed there may be 27 people from Hellesdon Hospital using the facilities at the Old Schoolmaster’s house. It has now been established that arrangement would be unsuitable and Hellesdon Hospital are looking elsewhere. DISTRICT/COUNTY COUNCILLOR: - Briggate Mill: the Environmental Officer is currently finding out more about the current situation. A response is expected in the New year.
- St. Andrews Church: an archeological survey will be carried out in Worstead within the next 18 – 24 months. Mrs. Wilkins provided copies from the which will be copied for all Councillors for the next meeting. |
