PUBLIC’S PARTICIPATION:

 

The Council agreed to bring planning forward to allow a parishioner from Sloley to have his say and await the Council’s decision.

 

PLANNING: Mrs. C. Wilkins declared an interest and left the room.

Standing orders were suspended for 10 minutes: a parishioner of Sloley made his objections against planning of a two storey dwelling on a paddock next to his house. The paddock is outside the development line and a greenfield site (borders with Worstead).

 

Ref.: 20051883: Erection of two-storey dwelling with integral garage, Lacey Farm, Low Street, Sloley: Cllr. Uglow proposed to object, because it is against Planning Policy, outside the development line and on a greenfield site. A site visit before decision making was recommended. All agreed.

 

Ref.: 20051864: Erection of first floor rear extension, Woodside Cottage, Broad Road: changes to these premises do not interfere with neighbours and are at the back of the dwelling. Cllr. Uglow proposed to support the application. All agreed

 

REFUSAL:

Ref.: 20051635: Damson Cottage, Lyngate: to allow holiday unit to be occupied as a separate residential dwelling (location outside any defined settlement).

 

From Norfolk County Council: PERMISSION

C. Bird, Land at Carlton Farm, Old Yarmouth Road, North Walsham: erection of building to handle Cat 2a type wastes and establish the site as a permanent recycling facility.

Planning applications were discussed under item 05/111A

 

OPERA COMMUNITY RESEARCH:

 

The Clerk had distributed the background information, but not the actual questionnaire, but the form was completed with few, very brief discussions..

 

Leisure and Recreation:

KICKING WALL:

 

A meeting will take place Saturday 17.12.2005, 11.00 am in the playing field to discuss the positioning of the kicking wall. Clerk to invite Worstead Festival Committee, Village Hall Committee and young people.

 

QUOTE MAINTENANCE PLAYING FIELD:

 

Leisure & Recreation will have to get more quotes for January’s meeting

 

Highways

GREEN AT SCHOOL:

 

Worstead School has set up its own Travel Plan which was looked at and discussed by a parent, an engineer from Highways, an Education officer from County Council and the Headteacher. The outcome was unknown at the time of the Council meeting.

Mr. Clayton, the headteacher, Mr. G. Smith, governor and PCO Perretta will attend the Council meeting In January. Mr. C. Dawdry is unable to attend in the evening, but is available in the afternoon. Headteacher has asked for another day, as he is away that day. Clerk to rearrange with Mr. Dawdry.

 

FOOTPATH NORTHVIEW:

 

C. Dawdry from Planning & Transportation Aylsham sent a map on which the Council should highlight the positioning of the footpath. He would like to see a two hour slot for the assessment to be carried out. Waiting time: 3 yrs and more.

PUBLIC MEETING 28.01.2006 11.00AM – 1.00PM:

 

With the help of Carolyn Heydon the Clerk was able to create the invitation and the poster. Cllr. Uglow felt that the poster should emphasis the need for help more prominently. He volunteered to re-design it .

The posters and letters will go out after Christmas with an A5 flyer for each household in the middle of January. Clerk to find out about newsletter in January so they could go together.

DISTRICT / COUNTY COUNCILLOR:

Ø      Mrs. Wilkins had given some information about the precept to the clerk. Somebody living in a band D house contributes £25.90 a year to the precept.

Ø      Planning Training may happen in January, there was not enough interest for the Autumn period.

Ø      Mrs. Wilkins would like to be kept informed about the (non) emptying of the bin at the bottom of Church Plain.

Ø      On speeding through the village she informed the council that you can ask for removable flash units from Norfolk County Council

 

COUNTY COUNCILLOR:

 

County Councillor P. Moore introduced himself and told the Council he was a spokesperson for Planning & Transportation, involved in the Fire and Safety Review Committee and various other committees.

Ø      Traffic Management is looking into speed limit at Bengate and central hatching.

Ø      About speeding through the village Mr. Moore informed the Council to get in touch with Accident Prevention Unit

Ø      Cllr. Paterson informed Mr. Moore that there is no central hatching on A149 when turning into Dilham Street.

CASUAL VACANCY:

 

The Returning Officer at District Council informed the Council that nobody had come forward.

Mr. Steve West, 6 St Andrews Close, Worstead had sent a letter informing the Council of his interest to become a member. Cllr. Uglow proposed to co-opt him, seconded by Cllr. Paterson, all agreed. Clerk to inform him that he has been co-opted

Worstead Amenities Trust: Cllr. Paterson gave the paperwork to the Chairman so he can have a look at it. Mr. W. Nash has resigned as secretary. One or two more Trustees are needed. This  will be discussed further in the January meeting

North Walsham Area Partnership: requested an article about Worstead for the Griffon newsletter to be in by 13.01.2006. Clerk to write, Chairman to check.

 

North Norfolk District Council: Area Forum asked for somebody to be put forward as a representative. The Clerk was volunteered.
