MATTERS ARISING.

 

Lichgate at the church (with bench?): a member of the public expressed his disappointment at the turning down of a lichgate at the church, which would make an attractive entrance. The Chairman explained that this matter is not of the agenda, but that it would have to go to the Diocese to get their full backing and get their architect involved. It would help if the application for planning came from the Diocese, instead of Worstead Parish Council.

 

Burial Ground: the clerk informed the council that, if the burial ground belonged to the Diocese, some financial support could be forthcoming.

Father Anthony will be approached to get in touch with the Community Service re. grass cutting of the burial ground and the churchyard, but we will need a guarantee from the Service that their work will be up to standard and will continue to be that way.

 

Swings: Mr. S. Dale had carried out his survey and the idea was to remove the swings and replace them with a skating park. For this, the Council will have to look at the insurance, get the national Playing Field Ass. involved? Miss S Willis came back with the answer that the people she had asked, preferred to keep the swings. Mr. K. Uglow proposed to remove the swings for safety reasons, all present agreed. They could be replaced by benches with sides and a canopy to be protected from the elements.

With the progress of the school in its infancy we have to look at the wider picture and wait what is going to happen in the future.

 

Recycling Scheme:  Norfolk County Council has given approval for the recycling of metal and paper (on waiting list with M. White) by Worstead Parish Council. Payment will be made by NCC after deduction of their costs.

 

North Walsham Area Partnership:  a suggestion was made to see if they could encourage tourisme in our village. An invitation will be sent to make a presentation at our Public Meeting in April.

FINANCE MATTERS:

 

- Budget Statement: was agreed.

 

- Salary clerk was accepted for payment

 

- Playing Field Maintenance contract (signed for 3 years) increase as per 01.04.04 by £33.27 to £830.78

 

- Thank you from: Queen Elizabeth Hall for donation of £200.00 for Christmas Party; North Walsham Area Community Transport Association for the donation of £1,000.00, they included their budget for 2003 / 2004, as requested; a verbal thank you from Mrs. A. Henderson on behalf of the pensioners who enjoyed a lovely Christmas Lunch at the New Inn on 08.12.03 (up to £150.00 will be paid for by WPC, see minutes 18.11.03)

PLANNING MATTERS:

 

Mr. J. Tilley felt uneasy about the fact that there is no prior notification about what is going to be discussed during the Council Meetings. The Chairman explained that normally the Chairman and the Councillor nearest to the address who apply for planning will be invited to discuss the matter when this can not be done during the meeting (21 days deadline). Another disadvantage is that our District Councillor leaves the room (a voluntary rule by NNDC) when planning is discussed, therefore answers cannot be given and comments will not be passed on. Mr. G. Paterson informed Mr. Tilley that the parish councils only play a small part when it comes to planning.

It was agreed that the Clerk will inform Mr. Tilley when planning requests re. Meeting Hill will be on the next agenda.

 

White House, Lyngate: erection of single storey rear extension: Mr. T. Rose proposed to support which was seconded by Mr. G. Paterson, all were in favour.

SALT DUMP:

 

North Norfolk District Council has finally been in touch with Mr. Hird of G.A. Key: - the proposed tenant to be checked re. solvency or Norfolk County Council should act as a guarantor;  - the form of lease is similar to that of the sub-lease to NCC other than in respect of rent and user; - District Council’s consent to proposed partial surrender and re-letting to be recorded by deed and Worstead Parish Council meets District Council’s reasonable legal costs in respect of the same.

A letter was received from Mr. J. Care from Hansells Solicitors if there was any more news re. Lease.

A letter will be sent to Mr. Hird to proceed and inform him that Mr. J. Care will be asked to deal with the legal proceedings.

Mr. Care will be asked to deal with the legal matters and to get in touch with Mr. Hird about potential tenants. Letter from  NNDC to be attached.

- Allianz Cornhill: confirmation that PTA should seek adequate insurance for the pond.

- Worstead Wolves: B.I.T.E.S, their newsletter.

- Society of Local Council Clerks: AQA (Assessment and Qualification Alliance Certificate

                                                        in Local Council Administration) certificate for clerks. The clerk informed the Council she was interested in doing this course (£130.00 and £55.00 registration fee). The Council agreed to pay for this and the clerk will return this money if she is to leave the job within 2 years.

ANY OTHER BUSINESS:

 

Following the meeting about Worstead School, the Chairman suggested that he will write a letter to Mr. J. Clayton to emphasis that Worstead Parish Council and the Management Committee of the Hall are against the school taking over the Hall and convert rooms into classrooms.

The LEA should look at various options and seek means to built purpose built-classrooms at the back of the Hall and use the Hall for when it is needed i.e assembly, lunchtime etc., as there is no money available for newly built big halls or gymnasiums at schools.

It will leave the Hall available during the day and the weekend and classrooms could be used for Adult Education during the evening.

Mr. G. Paterson agreed with the set up of the letter.

It was suggested that Worstead Parish Council should lead any discussion.

 

The clerk has set up a letter to be sent to parishes around RAF Coltishall about what was discussed at the public meeting in August and asked the parishes to respond as soon as possible, so that a petition can be handed to Mr. Norman Lamb MP.
