MINUTES OF THE ANNUAL PARISH MEETING HELD ON 24 APRIL 2007 HELD IN THE QUEEN ELIZABETH HALL

CHAIRMAN’S REPORT

 

The Chairman welcomed everybody and conveyed his thanks to his fellow Councillors some of whom will not come back and will be sadly missed, for their support and hard work,. The Clerk was thanked for her hard work. The public was thanked for coming to the meetings and putting forward their comments.

 

SUMMARY:

  • FIREWORKS AND CHRISTMAS MARKET: both are very successful and self funding, they will go ahead this year
  • HIGHWAYS: a footpath has been created on the village green and will be extended soon through the village.
  • LEISURE & RECREATION: everything has been a bit slow, but the Youth Shelter is now on its way and funding for the Safe Risk Play Zone has “provisional” approved by the Lottery Fund.
  • VANDALISM: the young children’s play area had to be closed, because of broken glass in the play area.
  • QUEEN ELIZABETH HALL: is working within its budget and self sufficient and the newly redecorated hall looks great.

 

The Council has a challenging time ahead, with only four members being nominated, it may not be possible to apply for Quality Status as 80% of the Councillors have to be elected.

District Cllr. Wilkins informed the Council that this criteria may become of lesser importance and certainly not mandatory, because so many Councils  have the same problem.

 

Cllr. Paterson thanked the Chairman for all his hard work, all agreed and Cllr. Parker thanked Cllr. Barrett for stepping in and getting stuck in.

SUMMARY INCOME AND EXPENDITURE 2006 / 2007:

 

A balance sheet of the Income and Expenditure was presented and viewed.

PARISH PLAN:

 

The Parish Plan hit a high note when contentious planning applications were submitted, but at present is almost non-existence. It will need to start up again, if anybody is interested, please get stuck.

The Design Statement will be incorporated into the Plan.

 

Norfolk Rural Community Council held a meeting in the beginning of this month where various Parish Plan Committees told about their ups and downs to get the Plan in place.

Chairman Henderson told of a Parish Plan in the area, where the Council did not give their support, but the Committee is still continuing with the Action Plan.

SUGGESTIONS / IDEAS:

 

One member of the Public asked what was happening about the idea of having blue plaques on buildings. It would be interesting to visitors, who visit our village. Cllr. Barrett will investigate further and Father Anthony may be of help.
