PUBLIC’S HALF HOUR OF PARTICIPATION:
A parishioner from Northview wondered whether the Parish Council would support her quest for a footpath from Northview to Worstead School. She prefers to walk, but the amount of traffic (large agricultural machines, lorries, motorbikes) makes it dangerous, especially with areas without verges to go on to (would be impossible for her with a pushchair). She feels people from Northview do not walk to the school or the village because of these dangers. She had emailed Norman lamb directly, who got in touch with Norfolk County Council, Planning & Transportation. The letter from NCC emphasised that demand for footways far exceeds the funding and an assessment would have to be carried out. This will take into account: vehicle and pedestrian flow, accident history, percentage of elderly, infirm and child pedestrians, escape areas.

MATTERS ARISING FROM THE MINUTES (for information only):
Cones at Church: Mrs. Ellis informed the Council that at one stage a car was parked for 5 days in front of the gate. The issue remains unsolved, there is nothing the Council can do.
Precept: Comments were received about the increase, which was for extra expenditure on the playground. It was suggested the parishioners come to the Annual Parish Meeting in May, when they can see how the money is being spent.
Museum of the Broads Garden and Leisure Show: The Festival has been postponed to 2007. No in-depth plan has been set up by the Trust. The Councillors present felt that the plan is crucial before the Council gives its approval. Cllr. Paterson thought the car parking at that time of year would be difficult, as the fields are being used for grazing.

Casual Vacancy: Notices have gone up in the main notice board, Meeting Hill and Lyngate, a note will be put in North Norfolk News Thursday 24.11 and the Parish Magazine will have something on it in the December issue.

FINANCES:
BUDGET STATEMENT: for September was accepted as a true record
INVOICES: - P. East: £950.00 for work at Queen Elizabeth Hall (part of grant). - North Norfolk District Council: emptying dog bins £208.00 (+VAT £36.40) - Fireworks Display: Queen Elizabeth Hall: £241.50, Express Printing £235.00, Glowsticks Direct £205.88 - From Surveyors Allotment: M. Virden £23.34 (+VAT £4.09) were all accepted for payment.
- £3,043.70 was paid in from the Fireworks Display.
NORTH WALSHAM AND DISTRICT CAB: Letter asking for donation: 103 parishioners used their services in 2004 / 2005. Cllr. Rose proposed to donate as last year, seconded by Cllr. Barrett. All agreed to donate £150.00.
QUOTE NORFOLK COUNTY SERVICES: For maintenance of the playing field £924.66 for 3 or 5 years. Decision was postponed until the next meeting to get some more quotes and information.

SUBCOMMITTEES:
Planning: OPERA COMMUNITY RESEARCH: Chairman Henderson will copy the information and questionnaire for everybody to read to enable quick discussion and completion at the next meeting.
AFFORDABLE HOUSING: Meeting organised by North Norfolk District Council about Affordable Housing in North Walsham Community Centre 30.11.05 7.00pm: Cllr. Henderson to attend with Cllr. Tilley as a possible.
Leisure and Recreation: REPLACEMENT BIN: North Norfolk District Council are looking in to safe and vandal proof ways to install bins in playgrounds. Decision will be around Spring time: Costs £250.00 per bin and £4.00 per week for emptying. Glasdon: £589.86 On agenda in Spring time
KICKING WALL: Cllr. Charman had passed the message on that the timber is ready for collection. A get together has to be arranged with the Queen Elizabeth Hall, Mr. Paterson, the Worstead Festival Committee and the youngster where to install this wall. Leisure and RecreationSHELTER:The North Walsham branch of Norfolk County Council Youth Services are looking into this for the Clerk. Awards for All does not seem to apply for this sort of thing HighwaysGREEN AT SCHOOL: Mr. Maile from Planning and Transportation had received information stating that the Green is part of Public Highways. He will be invited to attend the January meeting to discuss ideas what to do with the green, so people do not use it as a car park. Mr. Clayton, head of Worstead C.o.E. School will also be invited. PCO Perretta from North Walsham Police Station visited the school last week to look at the problem. They had acted on information received from what they thought the Headteacher, who was totally unaware of any request. PCO Perretta felt it was a difficult situation because parking spaces in Church Plain are full these days and to tell people to park behind the church and walk would be very difficult.
LETTER N. LAMB RE. FOOTPATH NORTHVIEW: This was discussed in the Public Meeting. A letter will be sent to Norfolk County Council asking for an assessment with Councillors and parishioners present. |

FIREWORKS UPDATE: 1700 to 1800 people attended this successful event. Little problems wee encountered and will be remedied next year. The biggest problem seemed to be the car park, as it had to be moved to drier fields. All in all a very successful night, both financially and in the way of entertainment. Chairman Henderson suggested a thank you letter to all volunteers. All agreed.
CHRISTMAS DINNER SENIOR CITIZENS: It was agreed to allocate £150.00 for this worthwhile event.
PARISH PLAN: Chairman Henderson and the Clerk had met with Carolyn Heydon from Norfolk Rural Community Council who informed them that a public meeting has to be set up first. From that meeting a steering group should be set up and questionnaires “designed” to find out what is already available, what is needed etc. etc. The School, Heinz and the other industrial units on Station Road will be invited to this meeting set for SATURDAY 28.01.2006 11.00AM – 1.00PM

SUBCOMMITTEES:
Chairman Henderson felt it would be more beneficial for the Parish council meeting, if the sub committees would meet on a regular basis. It was agreed to have bi-monthly subcommittee meetings the day before the Council meeting. This may be reviewed after 6 months. An agenda will be set up for next year.

DISTRICT / COUNTY COUNCILLOR:
DISTRICT: Mrs. Wilkins told the Council that, as part of the Local Development Framework, the Conservation Statement for Worstead will be revamped and hopefully give a better picture of the Village.
She was informed that the bin at the bottom of Church Plain is still not being emptied.
COUNTY COUNCILLOR: A letter from Mr. Peter Moore asked the Council about their opinion about the intended new set up of the Police Force. After a brief discussion it was agreed to go for the option of the 2 forces: Norfolk, Suffolk and Cambridgeshire and Bedford, Hertfordshire and Essex. This opinion will be passed on to the Police Authority as well.

ANY OTHER BUSINESS (for information only):
Cllr. Paterson told the Councillors present that from the Festival Committee the Fabric Trust was set to look after the “maintenance” of the Church. From that Committee came the Aminity Society who will give money to local causes. He suggested, as there are only a treasurer and w members, that the Council would take over the account. This will be discussed further in the January meeting
