PUBLIC PARTICIPATION:
(This was asked at item 10 and the member of the public apologised for not speaking at the “appropriate” time) A member of the public referred back to the Public Meeting in January when it was said that affordable houses were on the map for Worstead, subsequent funding for 9 dwellings has been granted, he wondered how it was possible that a vacated dwelling in Woodview was now occupied by people who have NO connections with Worstead whatsoever.
District Cllr. Wilkins pointed out that these houses are allocated by a Housing Association, which are not bound by the rules of Affordable Housing. Not even District has a say about who gets a house, but will certainly take complaints on board and deal with problems effectively if things get out of hand. She asked to be kept informed, if need be, the Council can contact N.Lamb MP.

Allianz Cornhill: a correction of the error on the schedule (2 climbing
frames, no swing) has been made by telephone. The premium remains the same The Clerk look into AON Insurance company for next year.

SUBCOMMITTEES:
Planning: Ref.: 20051316 Land adjacent Laburnum cottage, Back Street: a letter from Mr. J. Williams informed the Council that the Development control Committee (East) had resolved to agree the revisions as an amendment to the current planning permission The subcommittee discussed the lack of communications with WPC before and after they notified by District Cllr. Wilkins, the amended drawings were not presented to the Parish Council at all. The Councillors present resolved to send a letter their disappointment at the lack of communications.
Applications North Norfolk District Council: Ref. 20060763: Conversion and extension of garage to provide annexe, Swan Cottage,Bengate: the subcommittee recommended to have no objections or comments, this was accepted by the Councillors present.
Ref. 20060766: Erection of single storey-side extension: Woodcarvers Barn, Honing Row: the subcommittee recommended to have no objections or comments, the Councillors present agreed to this recommendation.
From Norfolk County Council: Boundary Pit: variation of C14 & 15 of PP C/1/05/1003 to allow for importation, segregation and export of green waste: Carl Bird Ltd: the subcommittee made no objections to this applications, the Council agreed to accept this recommendation.
Local Development Framework Workshop: 05.10.2006 in Huntingdon: no takers.
Leisure and Recreation: ADVERTISING ON THE WEB: The Subcommittee is not happy with the idea and wondered whether Swanton Abbott had their own website. Can the Council charge? The subcommittee recommended to discuss this with the whole Council, but Cllr. Rose, the specialist, was unable to attend.
BIN FOR THE PLAYGROUND: The trial with the wheelie bins in playgrounds has been put on hold, two options given by NNDC: buy a bin, cost between £300.00 and £500.00, plus emptying at £4.00 a time, or buy trade sacks £1.20 each to be put in normal dustbin. After the spade of vandalism in the playground it was felt to leave this for a while. Ideas are welcome
Highways: GREEN AT THE SCHOOL: One more quote has to come in. Highways
SPEEDLIMIT BARNARDS ROAD: The letter from Highways, Aylsham was read: the limited number of frontages precludes it from one of the governing parameters for reduced speedlimits. It being a single track road should tell drivers to drive accordingly. The speedlimit can not be introduced so that the Dog Fouling Act can be enforced!
The gullies at Withergate Road and the mud at Holly Grove will be inspected and any necessary work carried out.
Queen Elizabeth Hall: The Draft Accounts, which were approved by Sexty & Co. were sent to all Councillors: three comments were made: the salary for the caretaker had gone up quite considerably now they run the Bar as well; there was no plan in place to remedy this year’s loss; the Hall should look at bookings first, before putting on own events although this will be very, very difficult as everything as to be booked in advance, like the cinema. It was agreed to send a thank you letter for the yearly accounts and the appreciation to look after the good looking Hall and ask for quarterly accounts. |

CLOSED CHURCHYARD:
Miss P. Ubhi, assistant solicitor, from North Norfolk District Council, informed the Council that they should resolve to give notice to North Norfolk District Council, now the Parochial Council has served notice on the Parish Council. The service of the notice is 3 months, informal notice is normally given 12 months before to enable the local authority to consider financial implications.
The Councillors present resolved to serve notice on North Norfolk District Council per 01.06.06.
SPEEDING AND ENTRY INTO BACK STREET: This will be addressed by the Norfolk Constabulary. The Clerk could inform the Council that a police officer had posted himself in Ruin Road, where he had to stop several cars. The same police officer will write a report about his findings and send this to Planning & Transportation as well as tot the Council: he will suggest more 20m signs and gateway measures: reduction of the width of the entrance to the village and make the road like a chicane .

FORMER SALT STORE
After the last meeting, when Cllr. Parker volunteered to visit the site, he found that car tyres, sheeting and ropes, probably from a disused silage site, had been dumped recently on the “empty” part of the Waste site. He found there was no lock on the gate. This was passed to Mr. M. Cooper of Norfolk Property Services, who was under the impression there were only very old tyres there, left from when it was used as a salt store. He has promised that the site will be cleared soon and the lock will be replaced. Cllr. Charman suggested to write to them that the Council is not very happy with their lack of cooperation and that they are liable of the Council losing rent because of all the delays. The other Councillors agreed with this. |

DISTRICT / COUNTY COUNCILLOR:
Cllr. Wilkins informed the Council members of the District are unhappy about the incinerator installed at the Costessy Waste Disposal. They will voice their worries with County Council. With Development Control Committee she had made a trip to RAF Coltishall and is concerned about the fact that nothing is listed, lots of heritage may get lost: there are still signs from the 2nd World War, like the Air Traffic Control Tower, possible paintings (by for instance D. Bader) in the cellars under the Sergeant’s Mess, two Spitfire bays, maybe the last one in the country. This may be opened to the public, but they can not charge. A donation may be asked, which could go to local Charities. They are unsure what is going to happen to all the houses, quite a few of them belong to a Housing Association. Maybe it is an idea to ask the Community Liaison Officer if the council can visit.
Cllr. Paterson asked whether North Walsham Area Partnership played any roll in Planning. District Cllr. Wilkins told him they had no involvement in Planning, they are a Charity funded by North Norfolk Community Partnership.

Cllr. Paterson told the present Councillors that the last bit of construction of the Church is nearing its completion, the floor still needs to be levelled and the tower needs more maintenance.
