PUBLIC’S HALF HOUR OF PARTICIPATION:
3 Parishioners voiced their concerns about a new application for Summerbreeze, Station Road. The first application was accepted (only 1 neighbour objected, the other was wrongly informed), a clause was added by NNDC that windows on the second floor should only have opaque glass, the owners would like to see this clause removed. The second application (Dec. ’04) was withdrawn after District informed the agents for Summerbreeze, that the application would be rejected. The third application seems to turn a bungalow into a 5 bedroomed 2 storey property, with the roof height being above the already approved plans, dormers to the front and back of the property and more windows on the side overlooking the properties of both neighbours. The owners of Summerbreeze have informed NNDC that they are looking into the sewage problem, but previous specialist opinion could not guarantee that even installation of drainage pins would be of benefit, it certainly would cost a lot. Many occupiers of Station Road have invested time and money to improve the drainage system but to no avail. The Chairman informed the parishioners that their comments would be taken on board when discussing the application.
Two parishioners thanked the Council for the £10.00 Christmas gift and one requested to be removed from the list, so another parishioner could benefit.
One parishioner queried plans for a memorial for Mrs. I. Watts. He was not in favour of a tree, but did not have other ideas. Something to do with the weaving industry was suggested, but it will be put to the villagers to come forward with ideas via the Parish Magazine. |

Cllr. Rose informed the Council that North Norfolk District Council has a Home Buy Scheme, whereby a person on the waiting list to be housed, can buy a house on the market and North Norfolk District Council will give an interest free loan of 25% to be paid back when possible.

The budget statement was accepted as a true record.

Gardner: refund of public notice re. Public Entertainment License in North Norfolk News £63.34 were all accepted for payment.
- Worstead Festival Committee will refund £2,459.00 for the lawn mower for the Cricket Club after 05.03.2005.

PLANNING:
A1: Ref.: 20042092: Laburnum Cottage, Back Street: conversion of the barn to dwelling and erection of two dwellings (decision was made on drawing 2069-08g, after a conversation with Mr. Young at NNDC): - Cllr. Charman proposed to make no objections to the two dwellings, but to point out the size of the extension of the barn is larger than the size of the barn, seconded by Cllr. Paterson. All agreed to accept this proposal as a final decision.
A2: Ref.: 20050191: Summerbreeze, Station Road: erection of rear extension and new roof with front dormer: after a discussion, it was decided that the visual aspect was out of keeping with the surrounding area, existing sewage and drainage problems would only increase and lack of privacy for the neighbours.
REFUSAL: Ref.: 2042100: Land adjacent the Grange, Yarmouth Road, Worstead: erection of single storey dwelling.
NORFOLK COUNTY COUNCIL: Acknowledgement of receipt of acceptance re. extension at Worstead C of E School.
NORMAN LAMB MP: A meeting has been arranged between Parish Councils and Head of Planning NNDC at Cromer WI Hall, Garden Street from 6.00 – 8.00 pm. The Chair suggested to ask Cllr. Henderson. If unavailable, Cllr. Charman will go in his place. Clerk to ask Cllr. Henderson. Leisure & Recreation:
B1: Revised quotes for grass cutting were received: T. Swann: £1,685.47 for 31 weeks (previously £3,258.72) L & M Gardening Services: £2,650.00 (previously £3950.00) Cllr. Parker proposed to accept T. Swann’s quote, which was seconded by Cllr. Gray. The Parochial Church Council has been informed to give the Parish Council notice ref. the closed churchyard. Repairs to the walls will cost approx. £4,000.00 and maintenance of the inside of the church is budgeted for £60,000.00. English Heritage has been approached for funding. District Cllr. Wilkins offered her help for District Council to adopt the closed churchyard. She was thanked by the Chairman, who would like all parties to meet to ensure the good work will be continued.
B2: Disability Discrimination Act: the subcommittee will report back.
B3: Green at the school: the matting cost £235.00 per roll (50m x 2m), pins £57.50 / 100 (100 per roll), delivery £10.00. Cllr. Charman produced a rough estimate for the whole green, which would cost £4,930.00. As a governor, he will speak to the school first to outline the parishes’ plans and get some commitment from the school to improve the situation.
Queen Elizabeth HallAn application for a grant re. the quote from M. Williams Digger Hire (£1,950.00) for improvement to the drainage in front of the hall has been submitted to the Worstead Festival Committee. They will meet 05.03.05.

LETTER N. LAMB MP.:
BT has proposed to reduce public telephone boxes around the UK. A significant number in Norfolk were proposed for closure last year. Under existing arrangements the Parish Council can object to these closures or at least postpone the proposed closure. Mr. Lamb proposed in his letter to send our views to Ofcom before 21.03.2005 The Council resolved to send a letter informing Ofcom that the telephone boxes are still a live line to some parishioners and two of the parishes boxes are listed: Front Street and Briggate.

QUEEN ELIZABETH HALL:
A letter was received informing the Council that the Caravan Club will be occupying the Hall and the Field from 14.07 until 18.07.05. The Clerk will inform the Cricket Club.
SALT DUMP:
Despite a request for a progress report nothing has been received. Clerk to try again.
WORKING WITH YOUR COUNCIL:
The Clerk informed the Council she has passed the course and asked permission to order the booklet: Standing Orders and Chairmanship for £6.00 to set up the standing orders, permission was given. Old planning applications: it was agreed to keep the applications for the last 10 years. The drawings will go to the school for scrap paper, if they are interested, any information to be removed by the Clerk and other information will be securely shredded.
Date for the Annual Parish Meeting: 17.05.2005 in the Club Room, not 10.05.2005 as decided at the meeting (AGM Queen Elizabeth Hall). Clerk to publish this in Parish Magazine and inform Norfolk Rural Community Council and T. Gill, Home Watch

DISTRICT / COUNTY COUNCILLOR:
Briggate Mill: North Norfolk District Council now knows who and where the owner is.
Crosses: To mark the Peasant Revolt, 3 crosses were put in this area, 1 at Westwick, 1 at North Walsham and 1 in our village, but no one knows where. The clerk will mention this in the Parish magazine, maybe somebody knows.
St. Andrews Church: Evidence was found in Mrs. Watts’ garden about St. Andrews Church. To enable the Council to protect the area better and to maintain its heritage, it would be a good idea to turn the area into an ancient monument.

ANY OTHER BUSINESS: (for information only)
Footpath at the back of Woodview: a parishioner asked who was responsible for the upkeep of this path. The clerk had been in touch with Norfolk County Council (not theirs) and had passed it to NNDC, no answer yet. The conclusion was that this path is not a public footpath. Message to be passed to parishioner.
Tsunami Appeal: the committee set up to organize a special fund raising event for this appeal is looking at various possibilities. The idea is to adopt a village in Sri Lanka, with a weaving background like Worstead. Information from NATPC made it absolutely clear that NO public money can made available for this appeal (no public money is allowed to go abroad). Cllr. Parker volunteered to go to their next meeting on 07.03.2005. The clerk to inform R. Hazlett and send a copy of the leaflet from NATPC.
Litter picking: Cllr. Gray wondered if it was possible to have a litter picking day around June time. This will be looked into at the next meeting. Cllr. Rose made the council aware that it might be possible to hire a free skip for a week, where people can leave their bigger rubbish. Clerk to find out more from Mrs. Rose. |
