DISABILITY DISCRIMINATION ACT 1995:

 

Copies of the Wicksteed brochure re. The Disability Discrimination Act were handed out with the minutes and more information is available from the “The Playing Field” magazine. The Leisure and Recreation Committee with Cllr. S. Henderson will meet before the next meeting (23.11) to assess the situation and make recommendations.

 

PUBLIC TOILETS:

 

In the past plans were drawn up with the Cricket Club to have a proper storage building with public toilets to be placed at the top of the field with help of S. Ketteringham at NNDC. The suggestion was made to get the church involved, because various events take place in the church. Clerk to write to the PCC and S. Oxenham at NNDC to request a feasibility study.

 

The Clerk stood down and expressed her concerns that these toilets seemed to take over the need to do something for our youngsters. She has offered (with some more parents maybe) to speak to the young people in the village to find out what they really would like and report back to the Council.

 

PUBLIC ENTERTAINMENTS LICENCE:

 

The Chairman, who will ask the help of Mr. R. Abel, will complete the Public Entertainments Licence for the whole Parish in the name of by Worstead Parish Council.

 

 

CALENDAR FOR SUB COMMITTEES:

 

Planning: before every Parish Council meeting to start at 6.30, depending on workload,

                  in the Committee Room.

 

Leisure and Recreation: every second Wednesday of the month, ring Clerk for location.

 

Highways: every second Wednesday of the month, ring Clerk for location.

 

Queen Elizabeth Hall: immediately following the Management meeting of the Queen Elizabeth Hall. Cllr. Charman to find out the dates for these meetings, Committee Room.

FINANCES:

 

Precept:

Copies of budget statements for the last and the current year were handed out with a forecast for the year April 2005 / March 2006. Grasscutting was the cause of some concern as it currently consumes approximately 1/3 of the Council’s budget. In line with competitive tendering, three quotes, including the current contractor, will be obtained in an effort to reduce costs.

Cllr. Gray proposed to keep the precept at £8,000.00, this was seconded by Cllr. Charman, all Councillors agreed.

 

- Budget statement was accepted.

 

- Fireworks International: £753.20 + VAT £131.81 accepted for payment as part of the up to 

                                         £500.00 grant.

The grant of £500.00 from Worstead Festival Committee has been received and paid in.

 

- Norfolk County Services: £415.39 + VAT £72.69 for half yearly grounds charges was

                                            accepted for payment.

 

- Friends of Worstead School made a request for PE equipment: mats at the cost of £67.00

  each. The school would need ten to be most beneficial to all pupils. Cllr. Charman

  proposed to donate the full amount of £670.00, which was seconded by Cllr. Gray. This will

  come from the Surveyors Allotment.

 

North Walsham and District Citizen Advice Bureau: thank you letter for £150.00 donation.

 

North Norfolk District Council: remittance advice for 2nd installment of precept £4,000.00

SUBCOMMITTEES:

 

Planning:

A: Agricultural building at Worstead Park: conversion to 25 bedroomed hotel, ref. 20041691:

- Subcommittee recommended to: object to the application.

Grounds: - The application is for conversion of existing redundant stables, which are probably worthy of retention. The demolition of the “modern” agricultural building to form approximately 60% of the development is not consistent with conversion.

Prior to any consent being granted we would like to see a study carried out to investigate the impact of both traffic movements and general impact on the quality of life for the residents of surrounding villages.

The recommendation of the Subcommittee was accepted by the Council

 

B: Bunn’s Farm, Withergate Road: conversion of  agricultural buildings into holiday accommodation, ref. 20041692:

- Subcommittee recommended to support the application, but with accompanying letter detailing PC’s objection to the trend of converting buildings for holiday accommodation whilst a housing need for local people has been identified.

The recommendation of the Subcommittee was accepted by the Council

 

C: South Cottage, Briggate: change of use of land from agricultural to garden and erection of garden shed. ref: 20041746:

- Subcommittee recommended to support the application, which was accepted by the Council.

 

NOTICE OF DECISION:

 

18 Honing Row: ref. 20041395: erection of two two storey dwellings: no work can start until an archeological work has been carried out to be instigated by the applicant

 

Olland Barn, Swanns Yard: ref. 20041416 erection of conservatory.

 

DEVELOPMENT CONTROL COMMITTEE (EAST) 21.10.2004

 

Laburnum Cottage: ref. 20041344: archeological work is being carried out, because of possible remains of a market, which was held in Front and Back Street and the back part of the garden may have been part of the old Churchyard.

 

The Chairman expressed his gratitude to District Cllr. Wilkins for the amount of work she did put in to this application, this on behalf of the Council.

The Clerk had received a request to remove a metal frame from the Salt Dump. She is to inform the person to get in touch with Highways, who were the last users of the site.

Cllr. Wilkins informed the Council that there is a meeting next week covering the Planning workshops, which were held in June.  Cllr. Henderson and Mr. Ashton attended the one in North Walsham.
