27 MARCH 2007 AT THE QUEEN ELIZABETH HALL, WORSTEAD

Cllr. Barrett was unanimously elected to chair the meeting of 27.03.2007, proposed by Cllr. Paterson, seconded by Cllr. Parker.

PUBLIC’S PARTICIPATION

 

Mr. P. Brice officially handed over the Design Statement as a document belonging to the Parish Council, the Council being elected, the members of the Worstead Aminity Society being self-elected. Mr. Brice is happy to continue helping, he has the history at hand, but will not be available for the next 6 weeks. Thank you to Mr. Brice for the time and hard work he has put in.

 

PCSO Wibberley told the people present 4 telephone calls were made to the Police, 1 of them a crime: theft from a car. Message from the PCSO: lock your car! PCSO Wibberley was unaware that Worstead is much bigger than the area around the square and Station Road. He will investigate whether the “gates” are under his supervision as well.

The telephone box on Station Road has been repaired, but the one in Briggate has been vandalised now.

Influx of lorries through the village: it was agreed to write to the companies on Station Road, asking them to ask the lorry drivers making deliveries to avoid the village.

Budget Statement: Nothing had changed, the budget was accepted as a true record.

- Salary Clerk: £457.26 + £7.94 tax (rest paid for by online bonus) were all accepted for payment.

It was resolved to transfer around £200.00 from the Business Tracker to the Community Account.

SUBCOMMITTEES:

 

Planning: Cllrs. Barrett, Henderson, Parker, Paterson, West.

Ref.: 20070503: Conversion of barns to four dwellings, Manor Farm Buildings, School Road: the Subcommittee recommended to support the application, but only if they are were for residential use. NNDC will be asked to an Exception Rule if need be. The Council resolved to accept the Subcommittee’s recommendation.

 

Leisure and Recreation: Cllrs. West, Charman, Henderson, Barrett & Rose.

YOUTH SHELTER:

Cllr. West informed the Council that the shelter chosen by the young people can not take seats, another one has been suggested (at the same price!). An email will be sent to the Clerk, who will present it to the children.

 

JUNIOR PLAYGROUND:

Cllr. Henderson had taken photographs of the things that need to be repaired. This will be put out to tender and discussed at the next meeting

 

YOUTH CLUB:

The sessions are going well with 20 / 24 children attending, the Clubroom is just a bit too small for that amount of children, but the evenings are lighter now, so they can go outside.

 

FUNDING:

The first hurdle has been passed. Cllr. Paterson thought with hindside that the children’s playground was made at a time when the man in charge had young children himself and suggested that the Cllrs. go and look around at Stalham and maybe Aylsham, to see what is what. He thought as well that if the children’s playground was moved that that part could be part of the car parking (which is now too small). Cllr. Barrett said nothing would interfere with existing sports activities. Cllrs. West and Barrett agreed to make a plan to scale and show it at the next meeting. The application has to be in by 22 August 2007.

Cllr. Tilley commented that you never can please everybody!

 

Highways: Cllrs. Paterson and Parker

Pond near School: Cllr. Paterson told the Council that the pond is starting to fill in and that the bottom of the pond should be scrapped gently and somebody from Highways should come out to investigate why there is a pole stuck in the middle of the ditch, the ditch being used for drainage. Mr. Mortimer form Highways is aware of this  but it was agreed to invite Highways for them to investigate and take action.

Highways:

B1150 near Captain’s Pond: this road is built on the causeway between two ponds and was repaired about 20 years ago. The road is in a bad condition, but Highways is disputing ownership: they say they own the top but not what is underneath the surface. The impact of the road collapsing would mean traffic being diverted through the village, but roads and junctions are unsuitable for the big lorries. It was resolved to send a strong letter to Highways with copies going to County Cllr. Moore, District Cllr. Wilkins and C. Alston,  Highways engineer.

 

Village Green: the work to put a footpath on the village green will start on 02.04.06

 

Street names Meeting Hill: A survey was carried out with 39 of the 40 questionnaires being returned, a great response! It will be send to NNDC.

WORSTEAD AMENITIES TRUST

 

3 Parishioners were invited to join the Trust, two had to turn it down for various reasons. Mr. Cole had accepted the invitation and was given a short resume of the history of the Trust: it was set up away from the Worstead Festival, first used for the restoration of the Church, then the Queen Elizabeth Hall, has been lying dormened for some time now. Committee members are Cllr. Parker, Uglow, Paterson and West (the last 3 being Trustees as well). It was agreed that it should come under the Parish Council. Grants would go to causes that benefit the village.

Cllr. West nominated Mr. Cole as a new Committee member, seconded by Cllr. Barrett. Mr. Cole accepted to join the Committee.

COUNTY / DISTRICT COUNCILLOR:

 

District Cllr. Wilkins informed the Council that an appraisal (should have been done last year) for the Conservation Area will be carried out in due course and the Design Statement might be benifial to that.

She is very worried about Captain’s Pond and would like to be kept informed about any progress.

 

 

 

 

 

 

 

 

 

ELECTION:

 

Nomination papers have to be at NNDC by 12.00 noon 04.04.2007. The Annual  Meeting of the Parish Council after the election should be within 14 days after the election i.e. before 17.05.2007!

The Clerk suggested Tuesday 15.05.2007 at 6.00pm to elect Chairman, Vice Chairman and subcommittees and keep to “normal” meeting as per agenda.
