PUBLIC PARTICIPATION:

 

1 Member of the public told the Council about dog fouling in Barnards Road. He has been in touch with Environmetal Dept. at NNDC (they will present at the next meeting) who informed him that, because there is no speed limit on his stretch of road, they can not act. The only option at present is to take photographs when it happens, which is difficult in their case, because their living room is in the back.

Mrs. Wilkins said that per 01.04.2006 the law about speed limits will change and dog fouling will be an offence everywhere.

Clerk will put something in May’s parish magazine about the dog fouling.

SUBCOMMITTEES:

 

Planning:

Ref.: 20060351: Erection of single-storey rear extension and first floor side extension, 3 Wayside, Station Road: the subcommittee recommended to support this application. All Councillors agreed.

 

Ref.: 20060376: Conversion of outbuilding to living accommodation and erection of link extension: Blyth Cottage, Withergate Road: the subcommittee commented how well this extension was in keeping with the rest. They proposed to support this application, this proposal was accepted by all Councillors.

CHILDRENS’ PLAYGROUND

The subcommittee had decided that all outstanding maintenance from last year should be carried out as soon as possible. All councillors agreed. Cllr. Barrett will liase with Mr. Marques to set a date. As many hands as possible are required to ease the workload. Clerk to get in touch with Mr. Baker at NNDC about their “playground” bin.

 

GRASS CUTTING:

Two quotes had been requested and received. Mr. Swann’s quote had gone up by 25% to £2,356.00 and L & M Gardening was £2,995.00. The subcommittee felt that both were too high to be carried on the precept. They recommended that the PCC should be approached to serve notice on the Parish Council and then NNDC has to take over. Mr. Swann should be asked for a new tender for just the graveyard and the area around the village sign, explaining that the cutting of the Churchyard has been put on hold. It was resolved to accept the subcommittee’s recommendation. Clerk to write to PCC and Mr. Swann.

 

KICKING WALL:

It was resolved to accept Cllr. Charman price of £80.00 to cover the back of the kicking wall.

 

Highways:

GREEN AT THE SCHOOL:

One quote had been received, still awaiting two more.

 

FOOTPATH NORTHVIEW:

The subcommittee recommended to go for a footpath running from the end of the school playing field to the first house on Honing Road. It was felt that to ask for less may speed up the process. All councillors agreed to this. Clerk to inform Highways.

 

QUESTIONS BY PASSENGER TRANSPORT UNIT:

It was agreed that the Clerk should ask the PTU for forms which can be distributed at random, thus saving the Council the extra costs of printing etc.

 

 

Queen Elizabeth Hall:

Cllr. Tilley asked why accounts were not presented by the Management Committee. The accounts are in final stages of being send to the Accountant for auditing according to the Treasurer of the Management Committee.

The Clerk had been approached by the Treasurer and Chair from the Man. Commt about next year’s grant about which there was some confusion. The Clerk was able to present minutes from the extraordinary meeting held on 18.05.2004 (which were not presented at the time, apologies!) They clearly state that Cllr. Henderson proposed to give £2,500.00 for the next three year from the Surveyors Allotment and this was agreed to.

PARISH PLAN:

 

Nobody was available to make a presentation. It was agreed to invite the Chair of the Steering Group to the next meeting to discuss where the Parish Council fits in the Parish Plan and to get an update.

FORMER SALT STORE:

 

J. Care had been contacted about the slow progress to rent the area out. Draft leases had been agreed to in June 2005. Mr. Care informed the Council that asbestos and waste tyres had been dumped in that area and Mr. Browne, the potential leaseholder, is not prepared to accept it like that.

 

A letter was set up by the Clerk to be sent to the solicitor at Norfolk County Council, requesting a quick clean up of the offending matters so the Parish Council can proceed. This letter had been put before Mr. Care and thought it acceptable. The Councillors agreed to the content. Clerk to send.

EASTER LUNCH FOR SENIOR CITIZENS:

Had been withdrawn

 

ADVERTSING ON THE WEB:

An email asking about advertising B & B in Swanton Abbott on the Worstead website was read. This issue has been put to Leisure & Recreation to look at possibilities like links and integrating B&Bs in the village.

 

NORFOLK YOUTH AND COMMUNITY SERVICES:

The Clerk has emailed J. Hudson to find out whether it is possible for their mobile unit to visit the village in the May half term. No answer has been received yet. Clerk to follow up.

 

IDA WATTS AWARD:

It was agreed by all councillors that about £75.00 could be spend on a shield for 20 names and a small shield for the “winner”. Clerk will approach Mr. R. Watts, Ms. Watts’ cousin who would like to make a contribution.

DISTRICT / COUNTY COUNCILLOR:

 

Cllr. Wilkins informed the Council that an enforcement order will be placed on Mr. Davison’s yard next to the station, reason being burning of tyres and plastics. Clerk to write a polite letter asking to remove old materials from 2 sites.

DISTRICT / COUNTY COUNCILLOR:

 

BARNS INTO HOLIDAY ACCOMMODATION: A meeting was held between various parties about lifting restrictions on barn conversions turned into holiday accommodation. District Cllr. Wilkins was asked to find out whether a transcript of the meeting was available.

Cllr. Parker informed the Council that sewage problems on Withergate Road have been dealt with by Highways. He volunteered to write a letter of thanks.

 

Cllr. West has information about the People’s Award. He will investigate further how it can be used for improvements at the school. Unfortenately,It runs out in the middle of May, therefore quick action is needed.
