Lyngate Pond: the pond does not belong to Planning & Transportation.

FINANCES:

 

BUDGET STATEMENT: for August was accepted as a true record

                                           

- Rent for the playing field has not been paid since 1996: it was therefore agreed to pay for the period 1997 / 2006 £10.00.

The official date of agreement is 11 Oct. To avoid forgetting this rent setting up of a standing order would be the best way.

 

- Salary Clerk July / Sept 2005: £465.60 less tax £102.43: £363.17 was accepted for payment.

Development Control Committee (East): Ref. 20051237 conversion of redundant historic stable/farm building to 25 bedroomed hotel, Worstead Park: met on 22.09.2005 and will visit the site on 06.10.2005 2.00pm approx. Cllr. Henderson to be asked to be present, (Cllr. Barrett unavailable.)

 

Planning Training NNDC:

Training event may take place in the Autumn, we will be kept informed.

 

Leisure and Recreation:

Children’s Playground:

Cllrs. Barrett and Charman highlighted 3 items for immediate repairs and replacements:

1)      The spring of the Frog needs to be fastened. Cllr Parker to be asked to do this, otherwise Cllr. Uglow will have equipment available to repair it.

2)      One of the seats of the  bigger swings is split: it was agreed that the Clerk should order a replacement.

3)      Bar at the top of the slide to be replaced (again) and the gaps either side need filling in. Cllr. Charman to get a quote for a complete structure.

 

The clerk will get a quote for a seat suitable for disabled children and for a replacement bin.

 

The other items were not considered urgent, but is general maintenance to be carried out before or around spring time. Clerk to get a quote from Mr. Marquess

 

Kicking Wall:

Cllr. Barrett visited Millfield School and showed photographs of the kicking walls in situ there. They measure 3 x 1.8m, which did not seem big enough. The idea is to put up a timber wall which can be moved (plugged into concrete). Cllr. Charman will get figures together for materials and suggested to involve the children when the wall is put up.

It was felt that the best place to put the wall would be near the trees to allow for netting to hang from the trees.

 

Christmas Market:

Cllr. Rose informed the Council that this will be held on 18.12.2005 from 2.00 until 5.00pm in the square, maybe going into Ruin Road with nice market stalls, lights, crafts, Christmas food, Carol singing by Worstead School and the Wassailers. A stage will be set up for the King’s Lynn Minstrels, who may also sing in the church at  night.

Finances: this should be covered by the Fireworks, Worstead Festival Committee and Worstead Events.

Cllr. Rose asked whether the Council would adopt this event. Cllr. Paterson

Christmas Market:

 

thought it a good idea to say: organised by Worstead Parish and sponsored by Worstead Parish Council. All agreed.

 

Queen Elizabeth Hall

Progress Report drainage system: Cllr. Charman had requested an additional quote for the extra work to be carried out. A small variations on the existing quote was accepted by the Councillors. His contact can start in the middle of next month. Cllr. Charman to inform him to go ahead.

 

Highways

Letter Parochial Church Council: they asked if anything could be done about the cars parked in Church Plain and often obstructing the entrance to the church. It was resolved not to get Highways involved, but offer them to pay for black cones for funerals and the normal ones for weddings, christenings etc.

 

Green at School: awaiting information re. ownership from Planning & Transportation.

AFFORDABLE HOUSING, PARISH PLANS:

 

Affordable housing: M. Cramp from Norfolk Rural Community Council asked whether Worstead Parish Council was still interested in going ahead with the proposed scheme. Cllr. Rose proposed to go ahead with it, which was seconded by Cllr. Barrett, all agreed.

 

Parish plans: this involves a lot of work and commitment and it was suggested to set up a sub committee with Cllrs. Barrett and Henderson and invite P. Bryce from Worstead Aminities Trust to get involved . Clerk to sort out.

STANDING ORDERS, FREEDOM OF INFORMATION ACT:

 

The Clerk informed the council that these have been accepted in full by Cllrs. Gray, Barrett and Henderson. A booklet will be produced in due course.

APPRAISAL AND PAY INCREASE CLERK:

 

It was agreed by the councillors present that an appraisal was not necessary (maybe for bigger council, but not here). If something is wrong it should be addressed immediately by the clerk and/or councillors! It was agreed to put the pay increase on March’s agenda as per standing order.

DISTRICT / COUNTY COUNCILLOR:

 

The District Councillor was unable to attend, but had informed the Clerk that she had various complaints about dog fouling (again) and the bin at the bottom Church Plain is not being emptied. She is dealing with Contracts to sort that out.

Invitation Worstead School: the new classroom will be officially opened on Wednesday 05.10.2005 at 5.00pm. Cllr. Rose and Mrs. Paterson will attend this event. Clerk to inform the school.
