01/49                MINUTES OF THE MEETINGS HELD 28th August 2001               

                                The minutes were accepted as a true record of the meetings & signed

                                by the Chairman.

 

01/50                MATTERS ARISING

                                The size and wording of the plaque for Mr Wilkinson has been agreed.

01/51                FINANCE MATTERS

                                Finance Report

The finance report was studied and accepted. It showed a small overspend.

Bills for Payment.

Norfolk County Services ½ yearly grounds bill                                £329.59

Proposed by Mr Nash seconded by Mr Parker. All agreed.

Audit Report

The written report had been received. It was an unqualified audit with no

issues to report. A notice will be displayed and the completion letter sent.                clerk

Joan Jenkins retirement fund

A letter had been received stating that there was an issue about whether

donations to this could be properly included in the accounts. Mrs Jenkins

had generously offered to use this money to set up a training fund if we

wished our donation to be used in this way. All agreed. Clerk to write

and confirm this.                                                                                                                                clerk

Clerks salary

The clerk circulated details of the proposed payments from 1st April.                                clerk

Members were asked to consider this for the next meeting.

Precept

A precept of £6000 was suggested by the clerk but this was felt to be too low.

Am amount of £6500 was suggested by Mrs Fairhurst this was seconded by

Mr Nash All agreed.

 

01/52                       PLANNING MATTERS

                                Mrs Wilkins declared an interest and abstained from all voting.

                                New Applications

Change of use of former garage/workshop, including alteration

& extensions, to form residential unit at outbuildings adjacent to

Post Office, Back Street Worstead. Support proposed by

Mrs Fairhurst, seconded by Mr Nash all agreed.                                                                               

Notice of decision

                                Erection of detached garage at Gothic Lodge, Sloley Road, Worstead

                                Permit subject to conditions

01/53                       BUS SHELTERS

                                New Bus Shelter

                                Mr Charman is to meet with Mr Dawdry to try to agree a way forward.                                 RC

                                Old Bus Shelter

                                It was decided to leave this until the new one is in place. The clerk will

                                find out whether it will be possible for the school bus to pick up from the

new bus shelter when it is in place.                                                                                                      Clerk

 

01/54                                LAND AT WOODVIEW

                                Mr Lawford has started to clear the land and has found an area of

                                hard standing. He has requested a skip because of the large amount of

                                rubbish to clear. Mr Charman will get some details and arrange this.

                                The clerk will get details of the types of benches available and the cost

                                of these and some fence panels.

 

01/55                                PUBLIC TOILETS

                                The clerk had spoken to several people at North Norfolk District Council

                                about this. The Council did not appear to be able to assist with any funding

                                but gave details of some other areas to look into. The member of staff spoken

                                to from the planning department felt that only a brick structure set to the

                                side of the present building, out of sight would be acceptable but this was

                                not thought to be very practical. An old plan to build toilets between the

                                Church & the Pub was raised and this was felt to be the best option.

                                Mrs Rance agreed to make some enquiries about this.                                                                                                             CR

 

01/55                                TRANSPORT & TRAFFIC

The general feedback about the new timetables and flexibus was good

Although some of the timetables did not seem to be accurate.

A letter had been received from Norfolk County Council about improvements

on Sandhill Lane. They were enquiring who owned the land on either side

of the road. It was thought to owned by Mr R Aimes. The clerk will inform them.                clerk

 

01/56                                CORRESPONDENCE

Letter from D Prior asking for information about rural transport schemes.

Norfolk Police Authority notice of Consultation Forum on 18th October and

a copy of the Annual Report.

Consultation document Modernising the NHS – Shifting the balance of power

Norfolk Coast Area of Outstanding Natural Beauty community conference 30th October

RAF Coltishall letters about night flying

Letter from J Gardner re playground. Clerk to reply & order bark to improve area.                clerk

Norfolk minerals review. Mr Paterson will look at this & report back.                                                                GP

 

01/57                                ANY OTHER BUSINESS

                                The path at the top of  Sandy Hill needs cutting back. Clerk to inform NCC                                           clerk

                                Youth Club is making progress. A trial will take place the first week in November.

                                This will be for 11-15 year olds. Helpers are needed before this can become a

                                Regular event. Money will be made available once a proper account has been set up.

                                Clerk to write to last organiser re any remaining funds.
