MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY

 25  JULY 2006 AT THE QUEEN ELIZABETH HALL, WORSTEAD

PUBLIC PARTICIPATION:

 

* Miss C. Middleton and Miss L. Miller handed over a petition to the Council with over 100 names of parishioners of all ages to emphasise the need to do something for the 11+ in the village. Most boys preferred a skatepark or something similar, but between them all the youngsters agreed on a shelter first where they can hang out without parents. They would like to see some benches and swings for their age, because they are not allowed to use the children’s’ playground and there is nowhere for them to sit.

* They are very pleased with the kicking wall, but the position of the wall is not good, because it is too close to the ditch and often the ball goes that way, would the Council consider moving it near the hill in the corner of the field. They asked whether they could paint a goal on the wall. This was agreed to, as long as the painting are not rude and offensive.

* The youngsters think that having a shelter will keep them out or trouble, out of the park and stop some of the vandalism. They were asked to report anything they see, so the Council can report it to the police. Jane Mitchell, Anti Social Behaviour Officer, at NNDC can install a mini camera anywhere to monitor the going ons. The girls said, that, sometimes, after a party is being held in the Hall, there is a lot of  broken glass etc.

* Dog fouling was another issue they raised, this remains a problem, and, unless we get the culprits, nothing can be done. It was even worse after the dog show that was held on the playing field! Maybe involve NNDC Environmental Team.

* The 11-15 yrs “Youth Club”: in the letter  they are saying that they think that most youngster would prefer to have the money spent on something permanent.

They said they had comments about younger children not being able to join in. The Clerk had to point out that this was due to the lack of parental support. The younger the children, the more guiders are needed. This was confirmed by R. Gowler.

* They would like to try and raise funds themselves, unfortunately it is too late for them do to something during the Festival, but a sponsored walk is one of the ideas. R. Gowler informed the Council that there will be a new fund available in the next few months: Youth Opportunity Fund”, which is run by a committee of young people and applications have to be submitted by young people, 10 – 11 up to 19 yrs. No match funding is necessary.

C.Middleton, L. Miller, Mr. T.Middleton and R. Gowler were thanked and informed that the shelter was an agenda item later on in the meeting, when a decision could be made.

MATTERS ARISING from these minutes (for information only);

 

Salt Dump: Cllr. Parker was informed by a worker at the site that the salt dump is now clear, apart from a metal frame, which can be scrapped. The Clerk will get in touch with M. Cooper at Norfolk Property Services and then instruct the Solicitors again.

 

Community Policing: Chairman Henderson informed the Council that PCOs Perretta and Bond are dealing with the vandalism and believed some youngsters had been talked to.

BUDGET STATEMENT: was accepted as a true record.

-Norfolk Council for Voluntary Youth Services: 8 CRB checks (Youthclub fund) £60.00

- MBS Group: Shield for Ida Watts Award ( £80.00 donation from cousin) £103.17 VAT £18.05

- Norfolk County Services: 6monthly charge Grounds maintenance: £462.33 + VAT £80.91

- T. Swann: grasscutting churchyard, graveyard, village sign May/ July £988.00

- Transfer for £3,500.00 from Community Acc. to Business Tracker Acc.

All were accepted for payment

 

Remittance advice: Norfolk County Council:£26.79 for waste paper.

This is the last payment for waste paper as White recyclers have not replaced the recycling bin. It was not being used enough. The Clerk has spoken to M. Barwick at Norfolk County Council about this to be told that White unfortunately can withdraw bins at their peril.

Planning:

 

Ref. 20051316 Laburnum Cottage: response Mr. Williams at NNDC: He is sorry about the lack of communications re. Minor design changes as agreed by Development Control Commt.East. Worstead Parish Council had asked for retrospective plans to be submitted, District Council considered and approved these minor revisions as an amendment to the approved planning permission.

He informed the Council that it is not normal practice to consult parish or town councils on proposals which are considered to be minor amendments.

- It was agreed to ask at the next area forum meeting who decides what is a minor amendment.

 

Ref. 20061163: Demolition of outbuilding and erection of covered way and first floor extension, Windy Ridge, 32 Honing Row: Cllr. Parker proposed to support the application, seconded by Cllr. Barrett all agreed.

 

Site visits on 27.07.2006:

Ref. 20060807: Heinz, Station Road: erection of 3 extensions (PC no objections)

Ref. 20060967: 15 Woodview: erection of two-storey dwelling and detached garage (PC objected).

Ref. 20060968: 15 Woodview: erection of two-storey rear extension, attached garage and formation of new access (PC no objections)

Chairman Henderson will do his best to attend.

 

Letter: new requirements for pre-planning applications community involvement on major planning proposals and letter Worstead Aminity Society will be copied for the next meeting for discussion if necessary.

 

Leisure and Recreation:

 

Bench Woodview: Cllrs Barrett and West have volunteered to sand the bench and panels and treat them with wood preservative. They were both thanked.

 

Youth Shelter: the youngsters will be asked over the next few for the best location for this. Cllr. Charman pointed out that years ago the Cricket Club asked about a shed and toilet. To be put back on the cards? It was agreed to plan it correctly and ask the Norfolk Playing Field Association whether they have information about successful and not so successful installations of shelters etc.

 

Highways

 

It was agreed that if residents have concerns about the road they live in, they should inform Highways.

 

Work at the school: this will start after the Festival, but certainly before children go back to school. A thank you letter had been received from the school. The flooding at the school was discussed, remedial work has been carried out by Highways, but some Cllrs. think this will not help. The road ditch, into which excess water use to flood has not been cleared for years and a wooden post has been placed in it.

 

Lyngate pond: Cllr. Charman asked about clearing this pond again, this is desperately needed. It was agreed to sort this at the next meeting.

 

 

Highways

 

The hedge on Withergate Road is in desperate of cutting, it was resolved to invite Highways as soon as possible to look at the problem. Cllrs Parker, Paterson and Henderson will try to be present.

 

Queen Elizabeth Hall

 

Playing field: the administration of this is carried out by the Hall Committee but it not clear whether outside organisers are being charged for the use. The maintenance of the field takes up approx. £1,000.00 a year of the precept, donations from outside organisers would be helpful. Chairman Henderson to attend their next meeting.

NORFOLK CONSTABULARY

 

Questionnaire: Worstead Parish Council would like to see them make contact before every meeting, would like to see crime reports, advice notes, changes to policies and that cameras are used more.

Also, they would like to see more police presence.

“YOUTHCLUB” ,SCHOOL

 

Youth Club: the Clerk gave an update of what has been organised: three Fridays there will be events  for youngsters between 11 – 15 yrs. R. Gowler, Youth Services, will be present at 2 sessions. Poster have gone up in surrounding villages and flyers have been produced for the teenagers to hand to their friends.

 

School: Cllr. Charman’s term as Governor comes to an end, but he has agreed to stand for another term. Cllr. Barrett proposed to agree to this, seconded by Cllr. Parker, all agreed. Clerk to inform the school.

DISTRICT / COUNTY COUNCILLOR: (this was brought forward because of another engagement)

 

Ø      Worstead was visited by the LDF team, who were very much taken aback by the developments in Back Street. Worstead is not a service village yet (a service village having a shop, post office, pub, school).All these developments are open to public consultations soon.

Ø      Complaints about disruptive parishioners: the Anti Social Behaviour Officer is Brian Hardingham, he should be made aware of problems. He can be reached on 01692 400342. He has powers to deal with these people, even re house them if things get too bad.

Ø      War graves: Cllr. Wilkins still unable to find them, but will use the honour to get some clues.

Ø      Siting of gypsies: not a problem here, but District has to found stopping places for 10 vans in the Cromer / Sheringham area. Gypsies can stay there for 2 months, but if they go anywhere else police has no power to move then on.

v      Public toilets: from Cllr. Paterson: The architect who is currently carrying out work for the church has agreed to do a plan to incorporate two public toilets in the grounds of the church. He asked whether District would maintain them but there was no clear answer, they will certainly not give money towards the toilets or their installation.
