MATTERS ARISING.
Wheelie bins: Mrs. L. Gray asked on behalf of a parishioner who is seeking exemption from using wheelie bins, whether the Council would write to NNDC about her problems with these bins She has to go through her house with the bins or leave them at her front door (vandalism, people passing, using it as a rubbish bin). Mrs. C. Wilkins informed the Council that the same parishioner has been in touch with her. There are different sizes bins and they are chipped. She told the Council that, when the tender for rubbish collection was put out, no one tendered for collection of bin bags. She was unable to tell us whether more parishioners had asked for exemption. Various councillors wondered about wheelie bins for our senior citizens, Max Carter Close, Swans Yard, Watsons Yard, some houses on Honing Row, and on the narrow roads, certainly in Meeting Hill. Would their bins have to go through their houses to the front on collection day, equally do all bins have to be moved to the front of properties to be emptied? Worstead is a conservation area and the Council would like to keep it that way. A suggestion was made to write a letter to Mr. Mark Birch at NNDC and ask these questions?
Dog bin: the clerk is to order the bin to be mounted onto a square post.
Speed limit Meeting Hill: confirmation was received from Mr. P. Reilly that the proposal would be sent before the end of the month. They were received and looked at. All Councillors agreed to ask for metal posts instead of timber posts (narrow roads!)
Sewage problem: the Council has received a letter from a concerned parishioner about the capacity of the present sewage system in the village. He is concerned that with the new properties being built in Woodview and the possible development in the centre of the village this system will not be sufficient as several gardens in Woodview already endure bouts of overflowing. The clerk will send a copy of this letter to Anglian Water and ask them what they will do about this.
MATTERS ARISING.
Fireworks: as the field at the New Inn is not big enough for the fireworks and the bonfire, suggestions were made to have it on the Playing Field. Drawings were made by Mr. R. Abel, who took into account wind, the position of the Hall and playing field etc.. These drawings were discussed and all agreed that drawing n° 1 was the favourite: this would place the event near the old swings. The whole event would be for the family, with entertainment in the Hall after the fireworks. The Management Committee has already agreed to this event and Worstead Events has underwritten any losses. Mr. K. Uglow told the Council that Mr. T. Gent of NNDC is very supportive of continuation of the Fireworks, and that he, as landlord of the New Inn, would put the event on the pub’s insurance and public entertainment licence. Mr. F. Ashton wondered who should take control of this event. It was agreed that Leisure and Recreation should look into this. Mr. T. Rose volunteered to be involved on behalf of Worstead Events. Mr. G. Paterson suggested that everybody (to include the church) would work together to avoid events being organised on the same day.

FINANCE MATTERS
- Budget Statement: none was presented, no payments in April
- Annual Return: for year ending 31.03.2004 was approved. All necessary paperwork will be handed to Mr. D. Street who will carry out the internal audit.
- Allianz Cornhill: the premium was revised from £390.37 to £373.44. This was accepted for payment.
- Hansells: £250.00 Registration fee for the Hall with the Landregistry. Questions were raised whether the whole area donated for the Hall was registered. Clerk to query.
- Jarrolds: Local Government Administration 2002 £50.00 for the clerk’s course: Working with your Council. Accepted for payment.
- Remittance advices: Worstead Woven: Jarrolds, 5 books, £19.63, Worstead Festival Committee £8.00, 2 books. NNDC: first instalment precept £4,000.00. Norfolk County Council: £3,500.00 rent Surveyors Allotment. |

SUBCOMMITTEES: PLANNING:
Proposal:
Hill Farm, Yarmouth Road: change of use of land and disused reservoir to fishing lake: application was supported with a comment from the Planning subcommittee to involve the Health and Safety Executive because of the sharp fall of the bank at the waters edge.
30 Woodview: erection of front extension and attached garage: it was commented that the front aspect of the building line would be broken by the extension at the front. Mr. K. Uglow proposed to support the application but express concern about the front extension; Mr. G. Paterson seconded the proposal. Mr. F. Ashton objected to this proposal: votes were taken: 1 against, 7 for.
SUBCOMMITTEES: PLANNING:
South Cottage, Briggate: erection of two-storey rear extension: Mr. F. Ashton proposed to support the application, seconded by Mr. G. Paterson. All agreed.

LEISURE AND RECREATION:
Mr. F. Ashton reported that graffiti was found on the signs in the children’s playground. He managed to distort the offending graffiti with white spirit. A window in the bar of the Hall was broken. Both incidents have been reported to the Crime Officer. An officer will come and have a word with whoever is present at the time.
Bench at Woodview: Mr. F. Ashton the varnish was peeling and he wondered what was used to preserve the bench. Nettles, brambles and weeds can easily removed with secateurs.
QUEEN ELIZABETH HALL:
Re.: water in the Hall. Mr. R. Chapman had received quotes from one supplier: 1st quote for drain across the gateway into the manhole, the tarmac to be made good: £1,950.00 +VAT. 2nd: 5m gully across the Hall to be connected to drain: £1,000.00 +VAT. Mr. K. Uglow asked for two more quotes to be obtained.
13 Car Boot Sales in August and September: Mr. G. Paterson has agreed to open his field for car parking. Stewards will be in place to direct the traffic. The Subcommittee recommends going ahead with the Car Boot Sales. Mr. K. Uglow wondered if a contingency plan was in place after days of heavy rain for the Boot Sales to be held in the Hall. Mr. T. Rose proposed to accept the Subcommittee’s recommendations, seconded by Mrs. L. Gray. All agreed.
The field was damaged after an event in the Hall. This was not made good by the offenders, no apology was received. Mr. F. Ashton and Mr. K. Uglow agreed to put right. Mr. G. Paterson suggested having somebody permanently looking after the playing field; he recommended to manure and spraying the field to improve it. Mr. K. Uglow would ask for assistance to have a look at the field re. the spraying. Mr. F. Ashton suggested for the Queen Elizabeth Hall to take this on, the Council felt that Leisure and Recreation was the better option.

SALT DUMP:
A copy of the letter from Norfolk Property Services to Mr. A. Hird at Keys was read: Technical Staff at Norfolk County Council’s Waste Management have confirmed that the site was originally tipped and was completed in the early 1970’s. There is also additional salt contamination from the salt store. Under current legislation, County Council is liable for the existing contamination. The Council feels that undertaking a contamination survey would be of little benefit, as it is liable, even once the site was handed back.

The Council agreed to become a member of the Partnership at the cost of £5.00 a year to over costs, charges etc. |

DISTRICT/COUNTY COUNCILLOR’S 2 MINUTES:
Mrs. C. Wilkins asked the Council how they would feel about having the 02 telephone mast, now located on North Walsham’s police station despite numerous complaints, to go to the Salt Dump. Nobody made any objections as long as the price is right. NNDC to contact Mr. A. Hird when necessary.

ANY OTHER BUSINESS:
The gates for the playing field will be installed on Thursday 04.06.04 at 6.30pm. Mr. K. Uglow and Mr. T. Rose to assist.
Mr. G. Paterson asked whether weeds on the churchwalls could be sprayed and removed. Mr. T. Swann to be asked.
Mr. G. Paterson invited the Councillors to have a look at the holiday cottages at Holly Grove once they are completed. The Councillors accepted and Mr. G. Paterson was thanked for his invitation.
