MATTERS ARISING FROM THE MINUTES (for information only):
Cones for church: Cllr. Tilley spoke to 2 funeral directors, who informed him that parking problems at churches before and during funerals was their problem. They supply the cones, NOT the church. They thought that wedding parties would have to sort that problem themselves as well. Clerk to send email with this message to Mrs. Ellis (PCC) and find out whether any purchases have taken place.
Affordable Housing: email from Mike Cramp NRCC was read: he will get in touch with NNDC and Flagship Housing Group to inform them that Worstead Parish Council would like to proceed with the development. Flagship Housing Ass. will put in a bid, a decision re. funding could be expected Feb. / March, but this may change. He will keep the Council informed. |

FINANCES:
PRECEPT: the Forecast Budget was scrutinised and approved, which increases the precept by £500.00, making it £8,500.00 to allow for some new playing equipment to be purchased
BUDGET STATEMENT: for September was accepted as a true record
Invoices: - Fireworks International Ltd £812.75 + VAT £142.23 from Surveyors Allotment (£1,200.00 in this account), - T. Swann: £869.92 for grass cutting 16.07 / 31.10.2005, - Record Playground Equiment: £84.00 + VAT £14.70 for two seats for swing - Norfolk County Services: £436.16+ VAT £76.33 grass cutting playing field were all accepted for payment. FINANCES:
Remittance advice from NNDC: 2nd Instalment precept. £6.00 cheque was received for Worstead Woven. Clerk to send.
Letter CAB about payment of last year’s contribution was briefly discussed. Cheque was sent, acknowledged by CAB trustee and cleared in bank. |

SUBCOMMITTEES:
Planning: Ref.: 20051635: Damson Cottage, Lyngate: Removeal of condition 2 of 20030322 to allow holiday unit to be occupied as a separate residential dwelling: Votes were taken as some councillors preferred to support the application, some to have no objection: 2 to support, 2 to have no objection, the Chairman’s casting vote was to make no objection. It was resolved to make no objection or comment to this application.
Ref.: 20051655: Stable Block, Worstead Park: extension and alteration to form hotel: No alterations were made to the previous plans. This is a new submisson, because it has now been confirmed that the Stable Block is a listed building. It was resolved to support this application with the same reservations: access, influx of construction and later supply traffic through the village from B1150 and drainage and sewage.
Permission: Ref. 20051316: Land adjacent Laburnum Cottage, Back Street: extension and conversion of barn to dwelling, erection of two two-storey dwellings: OUTLINE PERMISSION
Leisure and Recreation: Children’s Playground: - Maintenance: the clerk had a walk around with Mr. Marques, who offered to spray the weeds on a dry, sunny schoolday free of charge. He felt the preserving of the wood could be done by himself, with the help of some councillors and parents. It was agreed to do this on Sunday 13.11.2005, time to be agreed. Clerk to get in touch with Mr. Marques.
- Cllr. Charman was not available to let the Council know about the costs of the fill in and bar for the slide. Clerk to ask a friend in the engineering world.
- Replacement bin: this was looked at, but they all seemed too feeble. The clerk will get some more quotes for the ones concreted in and ask NNDC whether they supply and empty a bin in the playground.
- Clerk will investigate about funding for the shelter. Information about the shelters has been received
Kicking Wall: Cllr. Charman had provided a quote for wood for the kicking wall 8’ by 8’ to be prepared on one side £160.00, both sides £220.00. It was agreed to go ahead with the wood prepared on one side £160.00. Clerk to ask Cllr. Charman to proceed. Local Democracy Week: Involving Young People: Norfolk County Council is prepared to come and advice on “Youth Involvement / Activities for Teenagersand inform about grants / resources/ support. Clerk to get in touch. Queen Elizabeth Hall - Drainage system: work will start 08.11.05 latest
Letter from Museum of the Broads: they would like to organise a Garden & Leisure Show weekend 29/30.04.06. Once final permission has been obtained “Worstead Events” will support the event. They would like to hire the Hall and playing fields, use fields for car parking, use the Festival’s ticket selling stalls and advertising boards. Cllr. Rose had obtained a bit more information and he felt the people would like to run it like the Festival with the Festival’s people on board. The clerk to writ a letter asking for in dept plans, how they think to police and manage it and have they enough volunteers to run it.
HighwaysGreen at School: no information received. Clerk to follow up.
Notice of speed limit change: 30mph signs to be replaced by 20mph.

FIREWORKS & CHRISTMAS MARKET UPDATE:
- Fireworks: all under control.
- Christmas Market.: Norfolk County Council has given their formal approval for the Market. Everything runs smoothly.

ANY OTHER BUSINESS (for information only):
- Hedges Withergate Road: clerk will write to the owner of Church View House and ask him to remove the overhanging brambles, branches etc. which make walking and cycling unpleasant.
- Worstead Fabric Trust: normally it is the Chairman of the Parish Council who sits in on this committee, but Cllr. Henderson is happy for Cllr. Uglow to continue as representative of WPC. Cllr. Paterson told the Council that a new architect has been appointed and things are moving a bit faster. Work on the tower and floor to be carried out and hopefully finish in the summer 2006 will cost in the region of £60,000.00 for which they are trying to get grants. After this money will be spent to beautify the church. The Worstead Festival Committee has put money aside for the church. Maybe next year the Parish Council would consider getting involved.
- Letter Cllr. Gray: Cllr. Gray informed the Council by letter that she is standing down as Councillor due to lack of time. She has been involved with the Council since May 1995 and the Clerk will invite her for a little get together after next month’s meeting. Clerk to find something in the region 0f £25.00 / £30.00 at M. Virden. From Surveyors Allotment.
