24 APRIL 2007 AT THE QUEEN ELIZABETH HALL, WORSTEAD

PUBLIC’S PARTICIPATION:
This was brought forward to the beginning of the meeting: One member of the public informed the Council that the flood lights have been replaced and will belong to the Council, certainly in case the Football Club would fold. PCSO Wibberley: 3 crimes reported: anti social behaviour late evening, 1 burglary and children playing football on industrial premises. A personal Traffic Officer will be appointed soon and will come and check the speed limit if and when with PCSO Wibberley. The area he has to cover is large. Chairman Henderson thanked him for his continued presence in the village and at the meetings on behalf of the current Council. All present agreed.

Planning: Cllrs. Barrett, Henderson, Parker, Paterson, West. No Planning Applications were submitted.
PERMISSIONRef.: 20070259: Erection of single storey rear extension, 2 the Alms Houses, Meeting Hill. SUBCOMMITTEES
Leisure and Recreation: Cllrs. West, Charman, Henderson, Barrett & Rose. YOUTH SHELTER: The shelter is on its way, it can be stored at the Cow Parlour for a short time. A meeting will have to be conveyed between Worstead Farms, Worstead Festival Committee and Parish Council about the location of the shelter.
JUNIOR PLAYGROUND: Three requests for quotes to carry out remedial work in the playground were sent out, only one was received: SLK Home & Building maintenance, Worstead: £340.00 which was accepted The rocking equipment has been repaired and can be installed again. Cllr. Charman will deliver it to the playground when needed.
SAFE RISK PLAY ZONE: Cllr. Barrett had measured the area and gave 2 options where to place the intended equipment: 1: A new children’s play area would be about the size of a basketball area and stay where it is now and the multi surface all weather pitch next to it behind the Hall: this area is registered to Worstead Parish Council. Problem: close to Max Carter Close, which is likely to be used as a short cut, with doing so increase of noise through the close. It does not look like the intended green for the Bowls Club is needed (not enough members and expenses would be very high). 2: Along Ruin Road (not Parish Council area): there is enough space for both play zones. Problem: this area was intended for extended car parking,
The multi surface play area can be used for football practice and occasional games.
It was agreed to call a meeting with the Festival and Queen Elizabeth Hall committees, once the new Council is in situ. The Clerk will find out whether Planning Permission for the high fencing is needed. The grant application has to be submitted before 22.08.2007.
Highways: Cllrs. Paterson and Parker Lyngate and Pond near School: The Clerk met with Mr. Dixon from Planning & Transportation and had a look whether to pole was situated in the ditch. It appears not to be in the ditch, although Cllr. Paterson disagreed. Mr. Dixon agreed to clear the ditch grips and the pipe which runs into the pond. The pond has to be cleared by the Parish Council, this will be carried at the same time as the Lyngate Pond. Cllr. Charman will try to approach Mr. Bird again. It was agreed to find out if Anglian Water and maybe Shell have grants available for this kind of work.
Queen Elizabeth Hall: Cllr. Henderson, in his absence Cllr. West. Chairman Henderson was present at the last Management Committee meeting: · They had received advice about anti vandalism paint from NNDC’s Environmental dept. It can be applied above 2.5m and will be used shortly. · Lighting in the car park: complaints about insufficient light were received. This will being looked into, suggested was high pole lighting, lighting mounted on the building itself may be kicked of by football playing children.
SUBCOMMITTEES: Queen Elizabeth Hall
· Golf practice in the playing field: danger of broken windows and tiles when played close to the Hall, please warn children if you see them close to the Hall with a golf set. · Internet Café in the Hall: this is a possible new venture being investigated. This would be a new source of income. · Finance: Income £26,804.00 (includes grant Worstead Festival Committee), expenditure £24,882.00, doing very well. They are looking for new Committee members.

ANNUAL PARISH COUNCIL MEETING:
In an election year this meeting has to be held within 14 days after the election. The date for this meeting is set for 15 May 2007 at 6.00pm in the Club Room.

DISTRICT / COUNTY COUNCILLOR:
District Cllr. Wilkins informed the Council that there will be update of the Conservation area soon. North Norfolk District Council had hoped for more election, but there are less than 4 years ago, 3 parishes have no candidates at all. On behalf of the Council Chairman Henderson thanked Cllr. Wilkins for her hard work and support and wished her luck in the elections.

MATTER FOR DISCUSSION:
Notice boards: Cllr. Henderson wondered if there was a disability workshop in the area which may make Worstead’s notice boards as work experience. There is one in North Walsham. An alternative will be Wayland Prison in Watton. Clerk to investigate. Worstead Events: a meeting is set for Thursday 04.05.2007 at the Laurels to look at ideas how to spend the last money in the kitty, probably on Bank Holiday Monday in August. Woodview: another request was received for a sign. This has been passed to the relevant dept at NNDC. School Governor: now Cllr. Charman is standing down, another school governor has be chosen.
