MATTERS ARISING FROM THE MINUTES (for information only):
Roadworks A149, Smallburgh: a letter from Planning & Transportation was read. These works are drainage, carriageway and junction improvements, lasting 32 weeks. HGV width restriction between 08.10 and 12.11., full road closure between 12 – 18.11.2005 and 20 – 24.02.2006. The diversion route will not be directed through our village, therefore no increase of traffic is anticipated.
Cubitt’s Yard: the developers have decided to accept this name for their development off Sloley Road.
Sewage problem Withergate Road: although NNDC had been out and allocated the problem, the smell has returned. Cllr. Parker asked whether the clerk would get in touch again to sort this out.
Poster new playground, vandalism: Cllr.Rose reported that the poster was ready for copying, to be carried out by Cllr. Uglow

FINANCES:
BUDGET STATEMENT: for July was accepted as a true record
- Invoice K. Yaxley: painting of interior Queen Elizabeth Hall (as per estimate) £1,490.00 was accepted for payment. WPC had agreed to carry forward the outstanding balance of last year’s grant for this purpose (Surveyors Allotment). FINANCES:
Letter Norfolk Accident Rescue Service: asking for a donation for their good work. As the Council are receiving more and more of these letters, the Councillors thought it better to wait until the end of this Accounts year to see what is left and then decide whether to make a donation. Clerk to inform the Rescue Service.
£40.00 was received from the sale of “Worstead Woven” during the Festival.

SUBCOMMITTEES:
Planning: Ref.: 20051212: Erection of rear conservatory, Highfield House, Westwick Road: the subcommittee recommended: no objections or comment which was accepted by the full Council.
Ref.: 20051237: Conversion of redundant historic stable/farm building to 25 bedroomed hotel, Site at Worstead Park: standing orders were suspended for 15 minutes to allow the public to speak. The hotel will be built around the present stable block. Access will be past St. Andrews Close on Dilham Road, this was the original access to the Park. The developer prefers access further down Dilham Road and keep the present access for pedestrians. Any improvements to Dilham road and the junction with theA149 will have to be paid for by the developer. Influx of traffic for supplying the hotel from the B1150 is a major concern. Drainage and sewage was discussed, the architect informed the council that the hotel will have its own sewage treatment plant. - The council resolved to support this outline application, but state as major reservations the influx of traffic from the B1150, access to the site and drainage and sewage.
Ref.: 20051316: extension and conversion of barn to dwelling and erection of two two-storey dwellings, Land adjacent Laburnum Cottage: the chairman informed the council that the new owners had consulted the neighbours and the Amenity Society before submitting the new plans. Although the Amenity Society had not officially met and discussed these plans, consulted members were in favour of the new plans. The subcommittee recommended to accept the new plans, which was supported by the present councillor. Cllr. Barrett abstained.
PermissionRef.: 20050964: Conversion of barns to three units of holiday accommodation: Bunns Farm, Withergate Road.
Ref. 20051178: Erection of single-storey side extension: The Grange, Yarmouth Road.
Withdrawn: Ref.: 20050978: Conversion of barn to dwelling and erection of two two-storey dwellings: Land adjacent Laburnum Cottage.
Letter NNDC re. planning training town and parish councils: only 13 councils had responded to the invitation of training. This letter was a second chance to

respond. Cllrs. Barrett, Paterson and possibly Cllr. Henderson are interested. Clerk to inform NNDC Planning.
Leisure and Recreation: Children’s Playground: the clerk reported that Mr. Marquees had been unable to provide a quote as he had been on holiday and he is very busy. He will provide the Council with a quote, if the council wants that, but he will be unable to get materials. Cllrs. Barrett and Charman will go around the playground to prioritise repairs and ask for a quote.
Kicking Wall: Cllr. Barrett volunteered to go to Millfield School to look at their kicking wall and report back at the next meeting. Cllr. Rose reported that grants for up to £10,000.00 for playgrounds are available.
Queen Elizabeth HallProgress Report drainage system: Cllr. Charman had been away, but he suggested to approach the supplier of the cheapest quote and ask him to submit a quote for the additional work. The Council resolved to accept this suggestion.
HighwaysRoad Closure U19140 Meeting Hill House and U19020 Farm Road Worstead: installation of new storm water drainage system for 5 weeks costs £31,950.00.
Proposed extension of 20mph limit: 30mph to be replaced by 20mph, removing the buffer zone. Cllr. Paterson felt the speed limit was not working and suggested to ask Planning & Transportation to look for alternatives like speed humps (Spixworth)or flashing speed limit signs. The clerk suggested a police survey like the one that was carried out the school about 3 months ago. The Council resolved to agree to 20mph and to include the suggestion of speed humps and flashing speed limit signs on the form that has to be returned.

ANY OTHER BUSINESS (for information only):
Green at the School: Clerk to ask Highways about ownership and whether they give approval for work to be carried out. Cllr. Paterson thinks 2/3 belongs to Highways.
Pond at Lyngate: is in desperate need of cleaning, the road is flooded every time after heavy rainfall, because the bottom is full of rubbish, therefore not draining away excess water. Highways to be asked about this.
ANY OTHER BUSINESS (for information only):
Hedges Withergate Road: from behind Mr. Bates’s house onwards to the Old Vicarage the hedges are severally overgrown. Highways to be asked about cutting them back.
Charities: the date for the distribution is set for 10 December 2005. If councillors are unable to do this in that weekend they are to ask help from fellow councillors to avoid last year’s hick up.
