Cllr. Barrett proposed to accept this as a true record, seconded by Cllr. Harris. All agreed

Requests for donations received during the year were presented. It was agreed not to honour them, it may encourage others It was agreed to look into a Finance Plan to set out whose requests will be honoured.

 

END OF YEAR ACCOUNTS:

Deferred to May meeting, awaiting an interest statement from Barclays Bank.

 

RENEWAL OF INSURANCE:

It was agreed to see if Allianz will match Norwich Union’s quote like for like.

 

RENT SURVEYORS ALLOTMENT:

It was resolved to accept the proposal to have the rent paid into the Worstead Village Amenities Trust.

Planning:

Planning applications received and discussed before the meeting: Cllr. West declared an interest for planning discussed before the meeting and did not comment.

Ref. 20080458: Conversion and extension of stables to provide two units of holiday accommodation, Church View: it was resolved to object to this application because there are too enough holiday let in the village.

 

Ref. 20080459: Conversion and extensions to the forge to provide a residential dwelling, Forge Cottage: it was resolved to object: over extension of original footprint, loss of history, dangerous exit into narrow road.

 

Ref. 20080460: Erection of two-storey extension and subdivision to provide two separate dwellings: cottage has already been extended, further extions detracts from the cottage’s original design, extension takes away garden, dangerous exit into narrow road.

 

Planning applications received and discussed at the meeting: from NNDC

Ref. 20080525: Use of land for electricity compound, H.J. Heinz and Co. Ltd, Station Road: it was resolved to accept the subcommittee’s recommendation to object: too close to the boundaries of domestic properties.

 

Ref. 20080543: Erection of single-storey side and rear extensions, Chatwyns, White Horse Lane, Briggate: it was resolved to accept the subcommittee’s recommendation: no objections.

 

Ref. 20080605: Construction of dormer windows, The Ollands, Swanns Yard: the subcommittee’s recommendation was accepted: no objections

 

From Norfolk County Council:

Ref.: SP/C/!/2007/1012: Skip storage area, adjacent to Worstead Recycling Centre, Off Old Yarmouth Road: it was resolved not to accept the subcommittee’s recommendation of no objection, but to declare an interest, because of the possible financial gain.

 

REFUSAL:

Ref. 20080029: Erection of two- storey dwelling: land rear 30-32 Honing Row

 

Leisure and Recreation:

Youth Club: help with funding was agreed at the last meeting

 

Youth shelter: see subcommittee’s minutes for details. It was resolved to dismantle and store the youth shelter for the time being and get quotes to replace the polycarbonated sides and for a brick shelter. S. O’Hara will be asked to dismantle the shelter

 

Leisure and Recreation:

Kicking wall: see subcommittee’s minutes for details. The Council resolved not accept the sub committee’s recommendation, but to accept the quote, because the grass needs to be repaired.

 

Funding: see subcommittee’s minutes for details. It was resolved to accept the subcommittee’s recommendation: Cllr. Barrett to get in touch with S. Schute to get the funding moving again.

The second recommendation: to ask the Festival Committee to make a commitment and seek funding from other institutions was accepted as well, although Cllr. Paterson had to point out that after the death of various members of the Festival the promised support had not been forthcoming. The Festival needs more people, otherwise they are unable to continue.

 

Highways:

It was resolved to write to Highways and compliment them on a job well done re. the pavement.

 

Queen Elizabeth Hall:

DRAINAGE AT WITHERGATE:

The result of the survey to establish whether all residents wanted to be connected to the main drainage system: only 2 were against and 1 abstained. The Clerk will complete the application form

 

BRIGGATE MILL: (progress report):

FORMER SALT DUMP: (progress report)

A letter from the solicitor informed the Council that the interested party is awaiting the outcome of the planning application before proceeding further.

 

PROBATION SERVICE: (progress report)

Chairman Henderson informed the Council this will start next month with clearing the field and Ruin Road. It was suggested that they could build the shelter and paint the village sign. Chairman Henderson to investigate.

 

ALLOTMENTS:

The Clerk had not been able to look into this.

 

NOTICE BOARD BRIGGATE:

Cllr. Carlos’ dad has offered to make a new one against cost. This offer was accepted.

 

ROBIN HAZLETT AWARD:

This award will be available to 2 young people between 13 and 19 who will receive £250.00 each. These two will have to be an asset to the village or to somebody and can be nominated by anybody living in the village. The applications will be adjudicated by the Festival Commt., the Parish Council, the Church and the Baptist Church. The awards will be handed out during the Festival. An announcement about this award will be made during the next Festival and the first one will be handed out next year.

It was resolved to match fund the £2,000.00 of the Festival Commt.

MATTERS FOR DISCUSSION: (for information only)

Cllrs. Cole and Harris had attended a meeting about the proposed Eco Village at RAF Coltishall and had found it interesting. The developer wants to create an artificial broad (the size of Ranworth)alongside the runaway and build 3,500 to 5,000 houses, with a possible 2,500 on the other side of the broad.

He is one of the 15 applications to be considered soon. He intends to start in October 2008

 

Cllr. O’Hara, as governor, had asked about the changing of the position of the light above the front door of the school. They are not happy to change it, because it covers part of the new footpath.

The school would like to be considered for an allotment which the children can tend to during school hours with possibly some residents who then may be asked to help during holidays

The sign: searches on “Fairstead” have not come up with anything that could be used as a sign. It was agreed to keep it simple to depict the history of the village and acts as a welcome.
