The apologies were accepted, no apology was received from Cllr. Harris.

STATEMENT OF ACCOUNT:

Cllr. O’Hara proposed to accept this as a true record, seconded by Cllr. West. All agreed

 

INVOICES TO BE APPROVED FOR PAYMENT:

- Renewal subscription Norfolk Playing Field Association  £ 20.00.

were all accepted for payment

 

TRANSFER AND TENDER GRAVEYARD:

It was agreed to transfer £       from Business Rate Tracker to the Community Account

to avoid an overdraft (via telephone/email, as it was not discussed at the meeting).

 

TENDER MAINTENANCE GRAVEYARD:

Mr. Swann’s tender for the maintenance of the graveyard,, 4 hours for31 weeks £10.00 was considered reasonable, considering the price increases and therefore accepted.

 

RECEIVED:

Thank you note Worstead Parish Magazine (£100.00).

Confirmation membership renewal Griffon Area Partnership (£5.00)

 

FINANCES:

 

REQUESTS:

The request from the Youth Club, made during the Public Participation, was considered and accepted less the outside storage box. This venture needs all the

support it can get, but it was suggested that they will be properly structured with Secretary, Treasurer etc. The Queen Elizabeth Hall will be asked to support the Youth Club to provide storage facilities (lockable cupboard, purchased by Youth Club).

The Clerk will take the comments with her when the Youth Club meets on 27.03.08.

 

APPPOINTMENT EXTERNAL AUDITOR:

Planning applications received before the meeting:

Development Control Committee (East): Ref. 20080029: Erection of two- storey dwelling: land rear 30-32 Honing Row on 6 March “008.

 

REFUSAL:

Leisure and Recreation:

Kicking wall and shelter:

It was agreed to ask Rod Charman to install another set of sockets higher up the field near the shelter, so the kicking wall can be moved around and grass gets a chance to recover.

 

The Youth shelter is missing two panels (in Clerk’s shed)

 

Highways:

The bridge in Briggate was damaged months ago, but apart from putting fences around the damage, nothing has happened and more and more pieces seem to go missing.

County Cllr. Moore promised to get in touch with S. White, Planning and Transportation to get it sorted

 

Queen Elizabeth Hall:

DRAINAGE AT WITHERGATE:

It was agreed to write to the residents of Withergate to make sure they all want to go onto mains drainage, because at present it is unsure who has been approached and who has not. The outcome will be discussed during the next meeting.

 

BRIGGATE MILL: (progress report):

A Tree Preservation Order has been put on the only tree left standing, an ash. County Cllr. Moore advised to remain vigilant as Bank Holiday weekends are ideal for gardening etc. District Cllr. Wilkins had copied a reply from the Land registry to the adverse possession, the statutory declaration were from residents who have only lived BRIGGATE MILL: (progress report):

there for 8 years. She also handed over paperwork in relation to Common Land and Village Greens.

Residents in Briggate have joined the Open Spaces Society and Mrs. Wilkins advised the Council to become a member, because they are able to help with legalities etc.

Both Mr. Moore and Mrs. Wilkins said that the Legal Department at County Council and District Council would be able to assist.

It was agreed that Cllr. Carlos would submit the minutes of Easter Sunday residents meeting to the Clerk. The Clerk will also advise Cllr. Henderson of this meeting.

Both County and District Councillors asked to be kept informed of any progress.

 

FORMER SALT DUMP: (progress report)

No further information has been received.

 

AFFORDABLE HOUSING:

Cllr. Paterson had asked for the Cllrs opinions. A survey carried out by Norfolk Rural Community Council had shown the need for 2 houses about 2 –3 years ago, now North Norfolk District Council wants to build 9 houses for people with strong links to Worstead, Tunstead, Dilham and Sloley through the Exceptions Policy.

After a discussion it was felt that Affordable Housing should be integrated within the existing dwellings (i.e. houses for sale to be bought up by NNDC), rather than building new houses in a new “estate”. Community spirit would not be helped, if people have to live in Worstead, but would rather be in any of the other villages.

The lack of amenities and public transport means all houses would need (two) cars and not enough spaces were allocated within the original plans.

Problems would increase at Worstead School, which is already oversubscribed with an influx of young families.

The overall feeling was to stick with the original survey. Chairman Paterson thanked everybody.

 

PROBATION SERVICE: (progress report)

Cllr. Henderson had sent an email stating he was awaiting a copy of the Public Liability Insurance and a Health & Safety Policy from the Village Hall Management Committee.

 

PUBLIC ENTERTAINMENTS LICENCE FOR THE VILLAGE:

The Public Entertainments Licence taken out in 2005 had expired, but would not have covered everything needed at present. The various committees are trying to sort out who should be named on the licence because this person needs to have another licence as well. The Clerk, as the Legal Officer, would normally be the named person. A cheque for £100.00 was issued to purchase the licence (signed by Cllrs. Henderson and West).

 

ALLOTMENTS:

The Clerk has received 3 or 4 requests from residents about allotments. At present no rent is being charged to parishioners who use the allotments behind Max Carter Close. It was agreed that the Clerk would investigate who is using the allotments.

MATTERS FOR DISCUSSION: (for information only)

Cllr. O’Hara is worried about big lorries coming through the village and hitting her house (10 times), certainly now the footpath is be constructed, reducing the width of the road. She wondered about width and/or weight restrictions through the village.

County Cllr. Moore advised to get in touch with S. White or N. Tupper at Planning & Transportation.
