MATTERS ARISING.
Planning matter at Yarmouth Road: Mr. J. Tilley voiced his disagreement with the objection of the WPC, as the person who applied for planning permission was a Japanese POW and a disabled person. The Chairman pointed out that the councillors present at the previous meeting were unaware of the situation and, although he respected the service the applicant had done for his country, this could never be a reason to grant permission as there are planning guidelines to adhere to and preferred to be consistent with these guidelines.
Fireworks: Mr. J. Tilley complained about the noise of the fire works, smoke and embers flying over the Village Hall. He was at that time at the Hall, he pointed out that cars had to be removed from the car park because of the bonfire. The Chairman informed the Council that about 400 people had enjoyed a well organised Bonfire- and Fireworks evening which lasted just under one hour. Because of a few complaints, there will not be another Bonfire night at the New Inn. Another venue is being sought in consultation with NNDC.
School Pond: the clerk received information from the NCAPTC, that WPC cannot insure the pond, because the Council do not own it. They can, however, give a grant for insurance. The Council’s insurance company informed the clerk, that, if the Friends of Worstead School would like to carry out any work to the pond, they would have to insurance. As there are new plans for the school, it was decided to leave it for the time being.
Swings: no answer was received, because the clerk had requested this by 25.11.2003. She will get in touch with S. Willis and S. Dale before the next meeting.
Milestones: these were removed or covered during the war, The one for Worstead is in the ditch near the Village Hall. It would be a volunteer to dig it up and put it back in place. FINANCE MATTERS:
- Budget Statement: was agreed.
- Invoice Norfolk County Services £455.72 9VAT £67.55) for maintenance of playground was accepted for payment.
- Request from Queen Elizabeth Hall for donation towards Christmas Party: Mr. F. Ashton proposed £200.00 which was seconded by Mrs. L. Gray, all agreed. From Surveyors Allotment
- North Walsham Area Community Transport Association: request for donation. Having looked at how often Dial-A-Ride(9% of all rides), Medie-rides (6% of all rides) and the Hospital Bus (1 trip) were used by the parishioners from Sept 02 until Sept 03 it was decided to make a donation. Mr. J. Tilley proposed £500.00, seconded by Mr. J. Parker, Mr. F. Ashton proposed £1,000.00, which was seconded by Mrs. L. Gray. Voting took place: £500.00:3 for, 1 against, 3 abstained, £1,000.00: 5 for, 3 abstained. This would be a one off and a request for the latest financial report will be requested. - Hours T. Swann: Mrs. L. Gray expressed her concern about the amount being spent on grass cutting, 11 hours spent on graveyard and churchyard. The Chairman informed the council that Mr. Swann using his own equipment, diesel etc. and that the hourly rate is not high. Comments on the old churchyard are very complimentary. A decision was made to write a letter to Mr. Swann for an assessment for next season. Equally, the clerk will find out about funding by the Church and get information to use the Community Service.
- Mr. K. Uglow declared an interest and left the room, Mrs. L Gray to over as Chairperson. Christmas Lunch for pensioners in the New Inn: cost £6.00 per person for a 3 course meal. Mr. F. Ashton proposed up to £150.00, seconded by Mr. G. Paterson, all agreed. From Surveyors Allotment.
- Audit Commission requested additional information about the big difference in income and expenditure between year 01 / 02 and 02 / 03 (Village Hall).and a print out of the bank reconciliation. Clerk has sent necessary information.

PLANNING MATTERS:
11 The Cottages, Barnards Road: erection of attached carport: Mrs. L. Gray proposed to support the application, this was seconded by Mr. S. Henderson, all agreed.
Worstead Day Care Centre Old School Room, Meeting Hill: erection of conservatory extension: Mr. J. Tilley informed the council that this was a conservation area; therefore no extensions should be built. Mr. F. Ashton proposed to go for no objection, seconded by Mrs. L. Gray. “ The conservation officer should look with care at this application” was entered as a comment.
NOTICE OF DECISION:
Mr. G. Paterson declared an interest: - Site at Sloley Road: erection of 1 detached two-storey dwelling and 2 detached single-storey dwelling: permission was granted.

SALT DUMP:
Mr. T. Hird informed the Council by letter that no information had been sent to him by NNDC. He attached a copy of a letter sent by him to NNDC requesting yet again the necessary paperwork. |

QUEEN ELIZABETH HALL:
Mr. Bowers sent a letter to the Chairman informing the Council about preliminary talks about the School moving into the Village Hall. The LEA and the School itself have shown considerable interest and apparently it is Government policy to make use of existing community buildings instead of spending precious resources. This proposal has a minimum effect on the functioning of the Hall as a community centre. Consultation with the Charity Commission will have to take place as well, but Mr. Bowers does not foresee any major problems. A Village meeting will be held on Tuesday 25.11.2003 at 7.00pm to enable the parishioners to ask questions etc. |

ANY OTHER BUSINESS:
With reference to the email from New Zealand Mr. G. Paterson thought that at one time there was a Shalders Yard in Worstead, maybe the present Watsons Yard, clerk to look into this. Mr. Paterson informed the Council he had visited North Walsham’s new swimming pool and was very impressed with the floor, which can be raised or lowered. He also would like to find out where the missing pictures of the Riffle Club and the previous Parish Council are, nobody he has asked knows where they are. Clerk to put this in Parish Magazine
On request of a parishioner mr. T. Rose raised the question about a Christmas Tree in the Churchyard. Two years ago the lights were stolen from the Christmas tree, last year there was no tree because the Parochial Council did not seem to be interested. Mr. G. Paterson offered to donate a tree, if there was an interest. Mr. T. Rose and Mr. S. Henderson would sort out the lights. |
