MINUTES OF THE MEETING OF WORSTEAD COUNCIL HELD ON TUESDAY 19TH OCTOBER 1999

99/70 MINUTES OF THE MEETING
HELD 21ST SEPTEMBER 1999
It was proposed by J Parker and seconded by R Charman that the
minutes be signed as a correct record of the last meeting. All agreed.
99/71 MATTERS ARISING
Following the announcement at the last meeting that Mr & Mrs Shaw had stopped
running the Youth Club Mr Uglow had spoken to Mr Shaw about the equipment
that is kept in the Village Hall for use by the Youth Club. It was agreed that as
people are actively trying to re-start it Mr Uglow would contact the Youth Service KU
with a view to storing the equipment until a decision had been made about the
clubs’ future. The people who are trying to organise the new club were hoping
to have a proper constitution and rules. It is envisaged that participants would
asked to become members and have to agree to abide by the rules to use the
facilities. It was suggested that the Parish Council should act as a forum to
pull this together. All Agreed.
Mr Gray began by explaining how the organisation was funded. This is made up of
grants and donations from various bodies. He then went on to explain that the
Association uses minibuses, which would otherwise be idle, to operate a dial a ride
service. This is a service for people who are unable to use Public Transport or
live in areas that do not have Public Transport and do not have access to transport of
their own. There will be a charge for this service. It will be comparable to local bus
fares but no concessions will be available.
At present they have been promised the use of two vehicles and have two volunteer
drivers. They are hoping to start the service in early November and to expand the
service as and when further vehicles and drivers become available. The Chairman
thanked Mr Gray for his time and promised to discuss the possibility of a donation. Clerk
Members were supportive of the scheme but wanted to find out how many people in
Worstead were likely to use the service before making a donation. The Clerk agreed
to put an article in the Parish magazine, contact some local organisations and do an
information sheet to go on notice boards throughout the area.
The Council is still showing an underspend but the Clerk reminded Councillors that
This figure did not include donations as these could be made from the Surveyors
Allotment Fund if necessary.

Mr Nash & seconded by Mr Parker that these bills be paid. All agreed.

Installation of L .P. G. tank at The Gate House, Meeting Hill
No Objections All agreed.
Non – material amendment to proposal for a new private dwelling
Land at Sellicia, Lyngate, Worstead.
99/75 MILLENNIUM PROJECT
Some Historical articles had been added to the site. Several people
were showing interest in writing articles for the site and also in putting
together articles for a publication at a latter date. It was felt that it
would be a good idea to try to get these people together to discuss the
possibilities which were opening up. This matter will be pursued.
It was suggested that Toby should be contacted and asked if there was a
format in which it was best to present items to him to make his job simpler. clerk
99/76 SCHOOL FOOTWAY
The Chairman had written to the Director of Planning and Transportation
regarding the problems with this project. He had had a reply saying that
his letter had been passed to Mr Longhurst to investigate.
99/77 HIGHWAY MATTERS
A reply had been received regarding the no HGV sign for Vicarage Road.
This is to be put up. It was suggested that some of the village signposts be
taken down in an effort to discourage traffic from the village centre but the
Council did not think this was a good idea. The Clerk was asked to reply clerk
expressing this view and also pointing out the error on the letter stating the
road had parking places rather than passing places.
The County Council had offered a site meeting regarding the poor quality of
road repairs but the Council felt that this could detract from their case with
the school footway and therefore decided to decline at present.
A reply had also been received about the Bus Services but this did not really
say anything which we did not already know.
The clerk was asked to write to the District Council stating that we would be
pleased to take over the upkeep of the land at Woodview. It would discuss at the clerk
next meeting possible uses for the land.
The Chairman had been unable to contact Mr Kettel to arrange for delivery clerk/KU
of the gates. Mr Uglow &the clerk will both pursue this.
It was agreed that Mr Parker should arrange to purchase a horse chestnut tree
and a lime tree which could be planted in memory of above. The clerk should
arrange for plaques to be made. The planting ceremony was arranged for 2pm
on Sunday November 21st. The clerk should contact Mrs Amies and the vicar clerk
to arrange this.
The possibility of also planting a tree in Max Carter Close was brought up.
If it is possible this will take place at the same time.
Mr Paterson kindly offered the use of a digger to prepare the ground.
Mr Nash informed the Council that he had given the clerk as the new contact
Point for the C A B as he is no longer able to attend meetings.
Mr Parker stated that the problems with Briggate Road had been resolved.
