DISABILITY DISCRIMINATION ACT 1995:

 

Cllr. Henderson apologised for not being able to make a presentation, due to lack of time.

Clerk will try and copy the brochure from Wicksteed Leisure for the next meeting.

 

PUBLIC TOILETS:

 

Cllr. Paterson suggested that, if the village wanted to encourage tourism, public toilets were a necessity. This item had been discussed a few years ago, but a suitable place to build the toilets was rejected by Planning.

The suggestion was made and accepted to contact North Norfolk District Council to ask them to carry out a feasibility study.

 

CHRISTMAS LIGHTING:

 

Cllr. Paterson agreed to donate a tree this year, lights and electricity will be supplied by private persons. The cost of electricity will be refunded

Cllr. Henderson suggested making earlier and better preparations next year: looking into the supply of electricity and the lights themselves.

Cllr. Paterson informed the Council that he is not sure whether he can donate a tree next year, because of new planting.

 

 

FIREWORKS:

 

Cllr. Rose had set up a budget, but was not present, therefore no information was available. He asked the council for a grant, which will be matchfunded by the Worstead Festival Charity Committee.

Cllr. Gray proposed to give a grant for up to £500.00, Cllr. Parker seconded this, all were in favour.

A request was made to have a set off accounts at the end of the day.

The Clerk was asked to write to Worstead Farms. Cllr. Henderson to get in touch about this.

 

ELECTION UPDATE:

 

Notices have been put up in main notice board, Meeting Hill notice board and the Post Office for the vacancy of Councillor. The notice will also be in October’s Parish Magazine. Applicants have 14 working days from 27.09.2004 to get in touch with District Council to put their name forward.

 

CHRISTMAS DINNER: (Cllr. Gray took over as Chair for this item.)

 

Last year the Council agreed to put up to £150.00 towards Christmas Dinner for our senior citizens. Cllr. Parker proposed to do the same this year, which was seconded by Cllr. Henderson, everybody agreed.

 

SPEEDLIMIT MEETING HILL:

 

A notice was received from Norfolk County Council to introduce the requested 30 mph speed limit. Notice in Meeting Hill notice board. Objection and representation should be in writing before 19.10.2004.

 

PUBLIC ENTERTAINMENTS LICENCE:

 

This licence should cover all areas where entertainment takes place and will be looked at at next month’s meeting.

FINANCES:

 

- Budget statement was accepted.

 

- Clerk wages: £337.19 and £95.11 tax (July – September) was accepted for payment.

 

- Annual return: letter from our internal auditor, which will be send with the return to the Audit Commission, was read:

-          Queen Elizabeth Hall: now ownership has been established it will have to be added to the Assets Register.

-          Salt Dump: because we receive annual rent from this, although we do not own it, Mr. Street believes we should add to the Assets Register. The precise value will be difficult to establish.

 

North Walsham and District Citizen Advice Bureau: informed the Council that 112 parishioners had asked their advice. Cllr. Parker proposed to increase the donation from £100.00 to £150.00, seconded by Cllr. Henderson, all were in favour.

SUBCOMMITTEES:

 

Planning:

A: The Old Mill, Meeting Hill: erection of studio (revised scheme): the subcommittee recommended: no objection or comment, which was accepted by the whole Council.

 

B: 18 Honing Row: erection of two two storey dwellings: this is an amended proposal: the subcommittee felt they should support the application which was accepted by the Council.

 

C: Land at Front Street: erection of detached two storey dwelling: this application was support by the Council.

 

A site visit to Laburnum Cottage by the Development Control Committee (East) has been arranged for Thursday 07.10.2004 at approx.15.15.

 

 

Queen Elizabeth Hall:

 

The Hall’s finance report was scrutinized and accepted, with the request to have it on spreadsheet. 2 Invoices were presented to be paid from the grant.

 

A letter from the chair was read about the superglueing of the lock on the chain attached to the gate and the consequent cutting of the chain to enable the caretaker to allow cars onto the field.

At present the council will not take any action, but the clerk will start to look for vandal proof locks etc.

 

The letter from Mr. Street, internal auditor, with regards to the consequences of the registration of the Hall by the Council, was read and it was decided to invite Mr. Street and the Queen Elizabeth Hall Management Committee to November’s meeting at 7.00pm.

SALT DUMP:

 

An offer of £3,800.00 per annum was received by G.A. Key and accepted by the Council. In the lease should be stated that there will be a three – yearly review of the rent.

It was suggested to ask the Agent whether it was possible to make provisions for a telephone mast on the same site.

 

On the matter of tipping it was agreed that the clerk should write to Norfolk County Council and get clarification about this.

Equally, a letter will be sent to NEWS informing them about the numerous complaints that have been received about the attitude of their employees at the Waste site

DISTRICT /COUNTY COUNCILLOR:

 

Mrs. Wilkins informed the Council that there is a map dated 1781 at the Norfolk Records Office, which itemises the properties, including Laburnum Cottage (this being the reason she went there). Although no copies could be taken she has managed to get some photographs. This could be interesting for our Web site.
