MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY

24 JANAURY 2006 AT THE QUEEN ELIZABETH HALL, WORSTEAD

Cllr. Paterson was voted on as Chairman, because Chairman Henderson and Vice-Chairman Uglow were unable to attend this meeting. Cllr. Paterson welcomed everybodyand asked them to introduce themselves and in what capacity they were attending the meeting.

 

GREEN AT SCHOOL AND TRAFFIC PLAN:

Mr. Clayton was invited to explain about the Traffic plan. He informed the Council that the School is full to capacity, 94 pupils at present, of which 52% are not from the village, therefore the immens increase in cars before and after school.

The level of Staff stands at 18, (13 on average) with no Staff car parking. If Staff could park at the back of the School and the marshey area near the pond (does not belong to the school) was made hardstanding for Staff parking, 50% of the problem would be solved.

2 Years ago the Green was very attractive, but has now been destroyed because of all the cars driving and parking on it.

PCO Perretta was asked to attend one afternoon, after a complaint from an anonimous person. He has looked around the village (no parking available) and seen for himself the problem the School has: areas need to remain free of cars for ambulance, fire engine etc. People can get a ticket for driving on to the green!

Herring bone parking is too dangerous with so many children about.

The Travel Plan talks about car sharing, which seems very difficult, then there is the option of park and stride: park the car (village hall)and walk to School, but crossing the junction and walking along School Road (first part) is not very safe.

Options: improving  and widening the verges, creating a walking route on the green. Parking towards the Dairy is possible, but, again, crossing School Road is very hazardous.

As the pond and the marshey area do not belong to the School: the School budget can NOT be used for making improvements there. Would Worstead Parish Council consider funding that?

 

A meeting with Carl Dawdry from Planning and Transportation (Aylsham) has to be rescheduled. Date to be set after 17.02.2005  with Councillor(s) present.

FINANCES:

 

BUDGET STATEMENT: for December was accepted as a true record

                                           

- Invoices: all relate to costs for the Christmas Market (see item)Kings Lynn Waites (refunded to Cllr. Rose) £180.00, photcopying and Bakers £17.40 refunded to R. Hazlett, £50.00 to Cllr. Henderson.

The Rock & Roll Rascals did not want to be paid, but asked for a donation towards East Anglian Air Ambulance. A donation of £50.00 was agreed by all.

 

- Subscription Norfolk Rural Community Council: £25.00 was accepted for payment.

 

- Annual Return for 2005 has been approved. Notice to be put in Notice Board

SUBCOMMITTEES:

 

Planning:

Development Control Committee East: Extension and alteration to form hotel: Stable Block, Worstead Park (20051655), conversion of redundant historic stable.farm building to hotel: Chairman Paterson explained that, now the building was listed, the plans are back on the drawing board, because the man in charge of historic buildings, does not agree with the plans (NNDC did agree!).

He explained that historic buildings should not be immitated and blend in with the rest, but stand out.

 

REFUSAL:

Ref.: 20051883: Erection of two storey dwelling with intergral farm at Lacey Farm, Low Street, Sloley.

 

Planning training for Town and Parish Council: 23.02.2006 at the Saddlers shop North Walsham: 3 definites and 2 possibles. Clerk to inform NNDC

 

Leisure and Recreation:

KICKING WALL:

 

Cllr. Paterson has given his approval to place the kicking wall on the Playing Field. The parts are at Cllr. Charman and it was agreed, as no volunteers came forward, that he would erect the wall and charge the Council.

 

SUBCOMMITTEES:

 

QUOTE MAINTENANCE PLAYING FIELD:

The subcommittee recommended to accept the quote, the ficture list for the Cricket team has been passed to Norfolk County Services and they will accommodate as much as possible. The Council agreed to accept the Quote.

FOOTPATH NORTHVIEW:

PUBLIC MEETING 28.01.2006 11.00AM – 1.00PM:

 

Everything is in place, the meeting will be chaired by Cllr. Barrett in the absence of Chairman Henderson. Approx. 20 parishioners will attend, possibily 7 more.

It was agreed to ask The New Inn to provide sandwiches and sausage rolls, refreshments will be sorted by the Clerk.

WORSTEAD AMENITY TRUST:

 

This Trust was set with money from the Festival and there is still money available for for instance the kicking wall. They meet very rarely and Cllr. West and Mrs. J. Gardner have volunteered to be Trustees.

CHRISTMAS MARKET:

 

A financial report was handed out which showed a loss of £72.40. Priasewas given by Cllr. Parker, who thought it was a lovely event and well organised. Cllr. Paterson had been unable to attend, but had only heard positive things about it.

The only down site could have been that ther wa no contingency plan in case of wet weather.

The Church had been asked to participate, but had declined. Hopefully next year they will come on board. As a Community Event it had achieved its objectives very well, but more help and support is needed for it to go ahead next year.

The Council thanked the organisers and volunteers for their input and help.

DISTRICT / COUNTY COUNCILLOR:

 

DISTRICT COUNCILLOR:

Ø      The Local Development Framework has been accepted and the District has permission to build 400 houses a year until 2021. There will be no extra money for infrastructure, schools, GPs, building will take place in the towns. This will not affect affordable housing

 

COUNTY COUNCILLOR:

Ø      County Cllr. More informed the Council about the cutbacks that have to happen emphasising on public transport, especially for young people who go to College. If they can not afford the fares, another 30 bus services will have to be cut. The bus going from Swanton Abbott to North Walsham to Broadland High School, which was succesfully re-instated last year, may now disappear again.
