The clerk received a form by email, which has to be completed and she will speak to Mrs. Rix about a date when she and her team are able to deliver the Hal’s newsletter, which will include the questionnaire. This date will be passed to Mrs. Adcock at NRCC who will order and deliver the questionnaires, envelopes and letters to the village.

SUBCOMMITTEES:

 

Planning:

Laburnum Cottage, Back Street: previous application was withdrawn.

- New application: demolition of Laburnum Cottage, conversion and extension of barn to dwelling, erection of 4 terraced dwellings and two affordable dwellings. Again, various parishioners have written to NNDC and the Parish Council voicing their concerns regarding this development.

The subcommittee recommended to object to the application for almost the same reasons as before: overdevelopment, loss of open spaces, loss of character of Back Street and suitability of the barn conversion. The recommendation was supported by the whole Council.

 

Ollands Barn, Swanns Yard: erection of conservatory. The subcommittee recommended supporting the application, which was seconded by Mr. T. Rose, all agreed.

 

 

SUBCOMMITTEES:

 

Planning:

Land Rear of 18 Honing Row: previous application was withdrawn.

- New application: erection of two two-storey dwellings: major changes to the buildings were made and the inadequate parking problem was addressed. The subcommittee recommended supporting the application, which was agreed by all present.

 

A copy of a letter sent by M J Ashwell from NNDC to GA Key regarding Laburnum Cottage was included in the application:

-          Development within the Conservation area is permissible when it preserves or enhances the area.

-          Land in front of the cottage, although previously occupied by cottages, has been undeveloped for many years and any proposal here will be controversial. Mr. Ashwell’s opinion is that development is possible if the proposal looks at minimizing eaves heights, ridge heights and depths of any unit to ensure a genuine cottage.

-          He feels the same should apply to the land at the rear, which is within the development boundary of the village, shown as being in a residential and Conservation area. He is always nervous about the potential of development of “backland plots”, as they often diminish the amenity of those living nearby and future residents of the development.

Clerk to send a letter to the Chairman at NNDC to object about the distribution of this letter.

 

Highways: the Chairman proposed to ask Highways to cut away vegetation near the junction of Dilham Road and the A149, as visibility is extremely impaired. Clerk to send details.

Cllr. Parker asked whether Highways could be asked to empty gullies and pots in Withergate Road now the problems with the sand coming down the hill seemed to have stopped

 

QUEEN ELIZABETH HALL: the car boot sales on Wednesdays and Saturday have been cancelled due to the lack of carbooters.

Hansells Solicitors sent a map with a proposal for the registration of the Hall. The proposal was rejected because the area is too small. The Clerk has found a better map and will ask Cllr. SALT DUMP: (update)

 

A proposal from TCI has been received to install a Vodafone mast adjacent to the A149. Clerk to inform them about an alternative installation at the Salt Dump. Copy of letter to be sent to GA Key.

PUBLIC FIREWORKS DISPLAY:

 

Cllr. Rose informed the Council that plans have been agreed by NNDC. The event will be organized by Worstead Events and takes place in the main playing field (any damage will be made good) and afterwards there will be entertainment in the Hall. There will be a charge.

He asked the Parish Council to promote the event in aid of the Queen Elizabeth Hall. He and Cllr. Henderson will deal with the promotions.

Cllr. Paterson requested copies of any paperwork relating to the fireworks on the field.

Cllr. Rose proposed For the Parish Council to take on the promotion of this event, which ws seconded by Cllr. Parker.

A copy of a letter, sent to the Traffic Commissioner, Cambridge, from neighbours of Station Yard Commercials Ltd had been received. They oppose the application of a Goods Vehicle Operators Licence because of the location of the yard, and the already existing pollution and noise pollution day and night, 7 days a week, 24 hours a day.

 

The missing photographs in the Committee Room have returned. Nobody seems to know to who took them. Cllr. Parker has now taken one away so he can put the names of the persons in the picture on the back.
