MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY
27 JUNE 2006 AT THE QUEEN ELIZABETH HALL, WORSTEAD

COMMUNITY POLICING
PCO Allen and Perretta were welcomed by the Chair and introduced themselves. PCO Allen explained that by 2008 the Safer Neighbourhood Scheme should be in place: at present 4 PCOs look after 79 parishes, this should change to 1 Sergeant, 4 PCs and 6 PCOs for 22 parishes in the North Walsham area. Other areas will be Stalham and Cromer. They deal directly with Community Services, Housing etc. One parishioner complained about speeding through the village: he was asked to pass on the time of day and the street so this can be passed to the Traffic Police. “Sleeping policemen” are in use in various areas (Mundesley, North Walsham) which seem to work, the only disadvantage will be the noise from lorries when going over them. Antisocial behaviour: the ideal way to deal with disruptive people is to have witnesses when the disruption happens, so names and circumstances can be passed on to the Police, who can deal with the culprits and pass it to the relevant Services, like for instance Housing or Social Services. Drink driving: again, time of day should be passed to the Police, they will send out a patrol car to investigate. Any reporting can be done anonymously. The two PCOs were thanked for their information.

PUBLIC PARTICIPATION:
Church: the Churchwarden had to report that in the last fortnight a lot of damage has been done in the Church after the workmen had left. Books thrown about, lights left on, milk on the floor. She was advised by the Police to discuss CCTV. If this continued, the Church will have to be locked, which would be a terrible shame.

Chairman Henderson signed the declaration of office as Chairman, countersigned by the Clerk
A small amendment was made for the 1st instalment of the precept £4,2500 was corrected to £4,250.00 and initialled by the Chairman. The Councillors present agreed to accept the minutes of the Annual Council meeting and the normal meeting as a true record, proposed by Cllr. Charman and seconded by Cllr. FINANCES:
BUDGET STATEMENT: The Clerk informed the Council that North Norfolk District Council have taken over the maintenance of the closed churchyard. Cllr. Paterson proposed to accept this as a true record, seconded by Cllr.Barrett, all Councillors agreed.
END OF YEAR ACCOUNTS: all agreed to accept the Accounts, the explanation for the variations between 2005 and 2006, and the questions relating to risk assessment etc. were all completed.
INVOICES: North Norfolk District Council: dog bins £218.40 + VAT £38.22 New Inn: Christmas lunches, lunch public meeting: £362.50 + VAT £63.44, awaiting VAT number Clerk’s salary April / June £457.26 + Tax £128.97 - were all accepted for payment. - A payment of £102.43 (tax salary Clerk April) had been made om13.June 2006
INSURANCE: updated policy received, but kicking wall needs to be added.
REQUEST: a request by a student parishioner to assist with his studies was rejected by the Council, as it can open a floodgate of all sorts of requests.
Remittance advice: North Norfolk District Council £282.79 for recycling glass.

SUBCOMMITTEES: the re-election of the Sub committees was postponed until the next meeting due to the absence 3 Councillors
Planning: Ref. 20051316: Laburnum Cottage: amended and approved drawings a parishioner complained about the fact that North Norfolk District Council had not dealt with this very well. The changes may not have been a deviation for the Planners at NNDC, but it is very much for the surrounding area. The Parish Council has spent a lot of time on all the planning matters for that area to get it right, which seems to be brushed under the carpet by North Norfolk District Council. Cllr. Charman agreed to draft a strong letter. Part of this item was discussed under Public Participation.
Ref.: 20060807: Erection of three extensions: Heinz Frozen & Chilled Foods, Station Road: Cllr. Charman proposed to have no objections or comments, which was seconded by Cllr. Paterson, all agreed. Ref.: 20060909: Erection of first floor rear extension, The Paddocks, Yarmouth Road: the Council resolved to have no objections or comments. Ref.: 20060967: Erection of two-storey dwelling and detached garage, 15 Woodview: after a long discussion it was resolved to object to this application: not in keeping with other properties, which are all semi detached and Local Authority type houses. This application is a four bedroomed, detached house. Planning Committee will be invited to have a site visit before making a decision Planning:
Ref. 20060968: Erection of two-storey rear extension, attached garage and formation of new access, 15 Woodview: it was resolved to have no objections or comments.

PLANNING APPEAL: DISMISSAL: Ref.: 20051635: Removal of condition 2 of 20030322 to allow holiday unit to be occupied as a separate residential dwelling: Damson Cottage,Lyngate.
CONSULTATION ON NEW PLANNING DOCUMENTS: will take place in September which will outline the preferred approach to planning future development. 1: key issues like affordable housing, good quality jobs, improving town centres, protecting the environment, 2: to identify development sites. Events will be organised across the District to explain their thinking, and give advice. Although no final decision has been made Worstead is likely to be identified as on of the small scale residential development (approx. 15 dwellings, half to be affordable housing).
Leisure and Recreation: ADVERTISING ON THE WEB: It was resolved to keep the web site just for Worstead and its people.
SETTING UP OF YOUTH CLUB: Some parents had got together to set up a Youth Club during the Summer holidays int the name of Worstead Parish Council, so it could be insured by the Council (at no extra costs). Events like a BBQ, with various games, invite the Cricket Club for a training session and the lady who the Legs, Bums and Tums in the Hall for some more vigorous exercise, the last night will be a “proms” night when they can invite a friend. A spreadsheet with income and expenditure was produced, which shows a loss of about £220.00. The Worstead Festival will be asked for financial support as well. £800.00+ is sitting in the Business tracker rate account for youth purposes. Cllr. Charman proposed to give the go-ahead, seconded by Cllr. Paterson.
Youth Services: they came during the Half term and 6 young people visited their campervan. The youngsters passed on that they would like a shelter in the park for somewhere to hang out.
PUBLIC ENTERTAINMENT LICENCE: The New Inn, Front Street: variation to Premises application applying for various kinds of events, sale by retail of alcohol consumed on and of the premises Monday / Sunday 24hours a day. This application was supported by all Councillors.
Highways: QUOTES FOR SURFACING WORK NEXT TO THE POND: 3 Quotes were received: T. Farrow Construction Ltd, Bergh Apton £3,463.00, M. Williams Digger Hire, North Walsham £2,578.00, R. Charman, Worstead £1,071.81. It was proposed and accepted to give a grant of £500.00 towards the quote of R. Charman and approach the Worstead Festival Committee to see if they are prepared to match this amount.
Queen Elizabeth Hall: Official Financial Statements for the year ending 31.03.2006, audited by Sexty and Co. were received. The Treasurer pointed out that it was very difficult to organise events, which would attracted the people in the village. They will now only musical type functions 2 x a year, and have more informative events which may provide a service to the Community. On the Saturday of the Festival the bar will be open to exhibitors and organisers and the invite has been extended to the Parish Councillors. |

FORMER SALT STORE:
Mr. Matthew Cooper from Norfolk Property Services had informed the Clerk that the site was now clear to be verified by the Building Surveyor. However, Cllr. Parker had told Cllr. Charman that nothing had changed on the former salt dump.

DISTRICT / COUNTY COUNCILLOR: (this was brought forward because of another engagement)
Ø Affordable Housing: Cllr. Wilkins said she was surprised to see the housing development as shown on the map during the open meeting. The LDF visited the area Wednesday 28.06.2006. Ø Complaints: she would like to be kept informed about disruptive people in the village. She will look into it, whether this can be done anonymously Ø War graves: Cllr. Wilkins had visited the Graveyard at Scottow to find no war graves from after 1943 and nobody was able to give her an answer where they are. Cllr. Rose passed on a name and Cllr. Paterson would try and get another name

v Speeding: awaiting police report, speeding bumps seems to be the best alternative. As many people as possible should write to Planning and Transportation complaining about speeding. v Presentation: it was felt that it had been a good idea to bring everything out in the open. This will help people to discuss everything and hopefully put ideas forward. v Village Christmas Market: the meeting will start after the Worstead Festival. Anybody interested to help can go along.
