MINUTES OF THE ANNUAL PARISH MEETING HELD ON 16 MAY 2006 HELD IN THE QUEEN ELIZABETH HALL

CHAIRMAN’S REPORT

 

The Chairman welcomed everybody and conveyed his thanks to Cllr. Uglow for his 8 years of Chairmanship,  his fellow Councillors for their support and the Clerk for the hard work.

 

He went on to summarise on

Finance:

  • The grass cutting has had a great impact on the precept and the Council has had to look for other alternatives to make necessary savings.

Highways:

  • The parking at the school has been discussed with Highways. The local flooding from the pond has now been resolved

Planning:

  • The Chairman praised the Councillors for their professionalism, especially when applications are present and tough decisions have to be made.

Leisure:

  • The kicking wall is being used very well. The Council is looking for funding to do more for the young people.

He thanked the Councillors and members of the public, who gave up their Sunday morning to tidy up the children’s playground to see, very unfortunately, all this good work undone by vandals who took off the gate.

Unfortunately this vandalism is a big burden and the cost of it great, which may result in the playground having to be closed, much to the expense of the young children for whom this area is meant.

Affordable Housing:

  • We have been informed that permission has been granted for 9 dwellings, negotiations etc. are still ongoing. These houses will help our young people to stay in the village

Village Hall:

  • Again this year, financial support has been given. The Hall has been very well refurbished and the Chairman applauded the Management Committee for their hard work to make the Hall a valued asset to the village.

SUMMARY INCOME AND EXPENDITURE 2005 / 2006:

 

This was self explanatory.

 

Worstead Woven: The sale to Libraries, Tourist Information, Wroxham Barns had not been successful, although a few people still have to respond. There are still some alternatives to be looked at.

PARISH PLAN:

 

This Plan has been set up to find out how parishioners would like to see their parish in 5 – 10 years. A questionnaire will be send to each dwelling. This should result, with the help of an outside Agency who will compile this information, in an Action Plan. This will include a Design Statement for the parish. All planning will has to adhere to this Design Statement, it gives the Parish more power.

Areas in the parish are not represented at present: Lyngate, Bengate and Meeting Hill, more volunteers are needed!

SUGGESTIONS / IDEAS:

 

Vandalism is a great problem again, despite leaflets telling parishioners of the costs of this unnecessary evil.

The cost of CCTV is very high, a few years ago, a price of £5,000.00 was quoted.

A suggestion was made to ask Environmental Department for their covert cameras in a period when they are not busy. Another suggestion was to make it clear that the cost of vandalism could result in increasing the precept, thus increasing the council tax.

At present we can only report to the Police when you see vandalism being carried out.

 

A “Get Together” of “old Worstead” people was held in the Hall and a book will be written.

 

Cllr. Barrett asked about plaques on various houses to give tourists information about who lived in them or what they were 100 years ago. This will be considered by L + R Heritage.

 

Mrs. R. Rix thanked the Council for their continued financial support and felt it was spent very well. Without the support the refurbishment would not have been possible.
