REPORT OF THE PUBLIC PARTICIPATION AT MEETING OF WORSTEAD PARISH COUNCIL HELD ON 27 NOVEMBER 2007 IN THE QUEEN ELIZABETH HALL

PCSO WIBBERLEY:
He reported 1 bike theft (stolen and recovered),1 domestic, noise in the shelter, 1 case of egg throwing, road blading , rubbish being put on cars and “mooning”.
The analysis of the speed check will be sent, 2 speed checks were carried out on Station Road, where 2 people were cautioned. It was mentioned to him that the monitoring system is installed on the wrong side of the factory. He will inform the Area Traffic Manager.
He informed everybody present that a group called Youth Initiative, who hold workshops in street Art, will be in North Walsham soon and he will see if they can come out here, funding for this is available.
ADULT EDUCATION:
Mrs. Tracey Alston works for Adult Education in North Walsham and would like to find out the needs, educational or leisure, in our community. Leisure courses could be anything from yoga to swimming, these courses are not subsidised, educational courses may lead to qualifications and are subsidised by the Government. For people on benefits, most courses are ½ price She and her colleague will try and find this information and when people are able to attend these courses by way of questionnaires, talking to people etc. Free taster days may be held where anybody can turn up and see if they like. It may be that these courses are run during the day, using the Q.E. Hall Mrs. Alston is seeking the support of the Parish Council for those who are not on benefits but who may find it financially difficult to find the funds. The Clerk is still awaiting the response from NCAP&TC.
HEINZ:
Various members of the public had hoped to ask a representative of Heinz some questions, but he was unable to attend due to a previous engagement. Environmental Health is looking at the noise level. One person had asked Norfolk County Council for a footpath, but the Parish Council has to put in request for this. One member of the public wondered why Heinz could not create a one way system thus reducing the inconvenience of having lorries going past their house twice, certainly now they seem to arrive all hours of the day and night. A request for reducing the speed limit to 20m was asked for as well. It was agreed to invite a Heinz representative for the February meeting. PLANNING:
3 Members of the public had objections to the planning application at 30 –32 Windy Ridge: infill, not in keeping as it is 7.1. high, block the light in gardens and surrounding properties and reduce access to the garden, it is in the Conservation Area, no access for emergency vehicles. The applicant informed everybody present that behind Windy Ridge are sheds and a bungalow, which will be replaced by the house, which would be within the Development Area. More car parking spaces would be created for nos 30 and 32. 32 Honing Row already has permission for a bigger kitchen with a bathroom and bedroom above it.
FOOTBALL CLUB:
They had received a letter about the permanent lining of football pitches on the Playing Field, which looked to have been done by using some sort of pesticides. As the tenant of the field they were informed that it was illegal to use pesticides in public places.
The Council was told that they had used harmless material after seeking advice from NNDC.
However, the coach complained about the state of areas on the playing field after the Fireworks: grass was not removed, a stake was left in the ground, causing a child to trip over and the burger bar had left a mess. Again, dogs faeces were mentioned again and the question was asked why the Council could not close the field to dogs and their owners. This is not possible because there is a public right of way at the bottom of the field.
YOUTH SHELTER:
The young people are pleased it is there, but it is still very open, one bench had to be removed, because it was not bolted in properly. The Clerk pointed out that bolts were sticking out. It was agreed the young people were to meet at the shelter with Cllrs. Barrett and West.

DISTRICT / COUNTY COUNCILLOR
Cllr. Wilkins informed the Council that the Surveyors Allotment historically was common land but were used for Highways purposes to raise money. Documents at the Records Office will indicate the usage of the allotment, the arrangements may be very old. Whether the Scheme of Regulations (for the Parish Council to own the allotment) can be applied depends on this document.
Unitary Status for Norwich: this has cost NNDC £20,000.00.
