PCSO WIBBERLEY:

His report: 1 road traffic crash, 1 missing person, 1 left briefcase, 1 stolen bike (returned to rightful owner).

He received lots of complaints of young people congregating at the memorial bench at Woodview, being abusive and anti social.

Brian Hardingham, the anti-social behaviour officer has been informed by the PCSO. He wondered if the Council would meet with the parents to look at a positive way forward. Maybe a mediation team could be invited.

District Cllr. Wilkins promised to get in touch with Mr. Hardingham about the problems.

WOODVIEW:

Two inhabitants of Woodview voiced their worries and frustration with the anti social behaviour on their street, garden items being taken and smashed in the road, rubbish left. Elderly people are being pestered and too afraid to refuse or ring the police.

They asked the Parish Council to remove the memorial bench (see item 08/011C2 of the minutes).

WITHERGATE:

One inhabitant, on behalf of Withergate, asked the Council’s support and ask Anglian Water whether they could be connected to the mains drainage and sewerage system. The smell in Withergate is unbearable at times. (see item 08-012F)

BRIGGATE MILL:

One parishioner voiced his concerns about the high piles of wood, created after the clearing of the Mill site, being set alight by vandals. Who is allowed to enter the site?

Norman Lamb’s Office has not received any response to his letters to the owner’s solicitor and the Land Registry apart from acknowledgements.

With reference to the Planning Application (item 08/011A1A of the minutes), District Cllr. Wilkins could report that the previous owner never included the mill or part of it as his, passing over of land should have been sworn in and no notice was served on the present owner. The previous owner would claim possession of the site himself.

Other objections for the application: this is not a domestic garden, the site is now dangerous, invalid application, because the polytunnel is not on land belonging to Millbeck, change of use of land should be considered.

DISTRICT / COUNTY COUNCILLOR

District Cllr. Wilkins had visited the Open Days at RAF Coltishall with the plans to create a category C prison, which may be established very soon, encouraging the use of public transport from Norwich from where a mini bus may bring the visitors to the prison.

Chairman Henderson informed the Council that the plans include using local people for the jobs, using local companies to provide outsourced services..

District Cllr. Wilkins promised to chase up the Public Entertainment Licence issued in 2005 which was believed to last forever, but seems to have expired.

Public participation finished at 20.10 with 14 members of the public and PCSO Wibberley leaving.
