REPORT OF THE PUBLIC PARTICIPATION AT MEETING OF WORSTEAD PARISH COUNCIL HELD ON 24 JUNE 2008 IN THE QUEEN ELIZABETH HALL

PCSO WIBBERLEY:
PCSO Wibberley’s police report consisted of: 1 domestic incident, 1 hitting a wall, 1 violence against another person, 1 caravan theft (on CCTV) and 1 canabis factory. No calls with regards to unsocial behaviour.
SALT DUMP: Mr. Manley, the only applicant to lease the former salt dump had been invited to explain the difficulties with his planning application. Mr. Manley told the everybody present, that, when he visited the site with Norfolk County Council’s planning officer, he was told the application would be passed. It has not been refused yet, but will be refused because of Highways concerns. The road should not be used by lorries, which will be turning right onto a narrow road, interfering with the flow of traffic. Mr. Manley has now appointed somebody to deal with all the problems, he will still have to gat an operators licence, but he will only get that if planning permission has been granted. He also hopes to employ a few local people. He asked whether the Council would consider putting a clause in the lease, stating the lease will be signed subject to planning permission. He was thanked for coming to the meeting to explain the problems. This was further discussed under minute item.
BRIGGATE MILL: Still awaiting reponses re. village green and Land Registry. A request was made for the telephone box not to be removed by BT.
ECO-TOWN: One member of the public asked whether the Council was going to respond to the DCLG about the pending plans of the ECO-town at the RAF Base. Chairman Henderson read out the draft response, set up by Cllr. Barrett, who had attended various meetings with other parish councils, opposing the plans. The member was happy with the response. See minute item for an outline of this draft response.

DISTRICT/ COUNTY COUNCILLOR:
ECO TOWN: Mrs. Wilkins had now seen two presentations of the proposed ECO town at RAF Coltishall. She felt the meeting on Monday with Caroline Flint, Housing Minister, was a farce. It was well attended DISTRICT/ COUNTY COUNCILLOR:
by the surrounding parish councils, who all opppose the scheme. At that meeting the developers presented their new town, after which NNDC and NCC made a presentation, clearly indicating why this plan is not feasible. Some members were given time to speak, but some questions remained unanswered. Broadland District Council is opposing the scheme, but leaves the work to NNDC, because the biggest part is in our area. Mrs. Wilkins felt Government has a hidden agenda on this issue.
LDF: there is been no reply from the Inspectorate yet, the final date now is 27 June.
AREA PARTNERSHIP: Re-organisations are afoot, as some councils seem to have unhappy relations with them..
