REPORT OF THE PUBLIC PARTICIPATION AT THE MEETING HELD ON
24 MARCH 2009 IN THE QUEEN ELIZABETH HALL

PCSO KNIGHTS:
PCSO Knights informed the Council that 12 telephone calls were made: 6 about noise nuisance, 3 crimes; theft of eggs and fuel, 1 burglary. At present the Safer Neighbourhood team is advising residents how to secure their oil tanks to prevent the theft of oil. He may be holding a surgery at Meeting Hill from an unmarked car as funding for the van is being withdrawn from April.
He was asked about a fight that took place a few weeks ago: 2 arrests were made and one of them will probably receive an ASBO and will not be allowed in the village, apart from visiting relatives.
PCSO Knights was thanked for his presence and contribution.

SKATE PARK:
A young resident, 16, asked the Council to consider creating a Skate Park, the best position being at the top of the field near Ruin Road. He is very aware about the effect it may have on the Worstead Festival. Presently he travels to North Walsham and Stalham Skate Park to practice, but he is sure that enough young people (friends and young people from surrounding village) will use it. He submitted a plan and emphasised the importance of a fence around the park.(scan attached) He will find out about costs, funding and sizes from North Walsham and Stalham and the number of people who may use it. Cllr. Cole thought this was a good idea, but start with less equipment. The resident was asked to come back with the information and prizes.

A response re. Village Green has been sent to Norfolk County Council, a report will go to the Senior Solicitor who will then make a decision.

SHELTER IN SQUARE AND SPEEDING:
One resident wondered whether it was possible to have a shelter over the bench in the square. Attempts for a shelter have been made in the past, but have always been rejected because it would be in a conservation area.
She asked about the temporary speed limit sign which was installed in Coltishall. This equipment was lent to the village as a result from the efforts of the Community Speedwatch team. The Clerk will contact the PCSO and Speed Awareness Message to carry out some speed checks again. |

HANDYMAN:
Mr Chapman has identified various jobs: 1: The church wall near Church Cottage has gone and on Westwick Road the top of the wall is coming loose. At present it is unsure whether this is NNDC’s responsibility. 2: Fence on the field: to avoid getting onto the field and damaging it. He had drawn up a plan. 3: Drains on Ruin Road: there always is a big pool in front of the village hall and he wondered whether the drains are blocked. 4: Car park at the Village Hall: he will meet with Carl Bird to discuss improvement to the car park. 5: Hedges: who cuts them around the playing field? Up to now this has been done by the Farm. 6: Village sign: the pole seems to be rotting away. Cllr. West said that if it was oak, it would still last for years. The Unpaid Voluntary Unit has been booked to paint it. 7: Spraying around the field: Cllr. Lowe offered to do this. 8: Bonfire area: grass has been sewn, but has not taken. Mr. Chapman will try again. 9: Seat and fence at Woodview: both should be returned to their original place by the Unpaid Community Service. 10: Community Service: it was agreed that they should be here a few weeks before the Festival for general tidying and maintenance 1oShelter: children are using it as a slide, but there is not much the Council can do about this. 12: Litter Day: a date should be set soon, so a skip can be hired. It will be promoted at the Quiz Night.

DISTRICT / COUNTY COUNCILLOR:
North Norfolk District Council: has been declared the cleanest county in the country.
Boundary Committee: it now looks that Lowestoft will not be included and if the Conservatives come into power it will be thrown out altogether.
