REPORT OF THE PUBLIC PARTICIPATION AT  MEETING OF WORSTEAD PARISH COUNCIL HELD ON 22 JULY 2008 IN THE QUEEN ELIZABETH HALL

PCSO WIBBERLEY:

 

PCSO Wibberley was unable to attend, but Chairman Henderson read out his report: 1 purse stolen, a lock tempered with, both at the Queen Elizabeth Hall, 1 cat shot at with an airgun. No anti social behaviour reported.

 

BRIGGATE MILL:

A letter from Norman Lamb indicates that there is a potential breakthrough: Case Law prevents local residents from applying to the Land Registry for a change to the register, but the registrar can “take steps to alter the register for the purposes of correcting a mistake”.

He advises for the residents to get as many signatures as possible with a statement and statutory declarations confirming that the land was not used as claimed, as it will be impossible to get consent from the proprietor. He will write a covering note.

Briggate Residents asked whether the Council would consider to support their actions. Decision in minute item:

 

County Cllr. Moore informed the Council and members that Cllr. Carlos had been in touch with Chris Brown, County’s Solicitor, to look into compulsary purchase.

 

BUSSTOP ON A149

A request for this ws passed on to the Passenger Transport Unit, but there has been no response from them. Clerk to get in touch with Tracy, Jessop, Head if Passenger Transport.

 

TELEPHONE BOX IN BRIGGATE:

Worstead Parish Council have objected to it being removed by BT. It has not been working for the last year, which explains the response from BT that no calls were made from that box. The box is not listed and not in a Conservation Area.

DISTRICT/ COUNTY COUNCILLOR: (agenda item no. 3)

 

County Cllr Moore:

Boundary Committee: there are three separate options, with option 3 being proposed for Norwich’s Unitary Status. Concerns are made about the fact that the numbers of elected members will be reduced from 58 (48 District and 10County Cllrs) to 10 or 15 and that Area Partnerships will take work on board, these are not elected bodies, therefore, not democratic. School Travel Plan: most schools, inc. independent school,s have signed up to a travel plan, which gave County a bonus of 1.6m

DISTRICT/ COUNTY COUNCILLOR

 

Road Safety: The Road Safety including all the meergency services have managed to reduce the numbers of casualties by 48%, their targes was a reduction of 40% by 2010.

 

Salt Dump: the planning application has been turned down on grounds of traffic and the fact that this will be the third waste site in this area.

 

Cllr. O’Hara asked whether traffic routes are agreed when considering planning applications. At present lorries have to go through a residential area in North Walsham and that traffic may increase with the planned move of Paston College to Station Road, North Walsham. Chances of Worstead being used as a rat run will increase.

Cllr. Moore said that traffic routes will be part of a planning application in the future.

 

District Cllr. Wilkins:

She feels all the proposed changes proposed by the Boundary Committee are unneccesary, and an Area Partnership who does show little interest.

 

LDF: this needs a minor change from barns 500m outside the development area to adjacent.

 

Ecotown: CETAG (name of parishes around RAF Coltishall against the EcoTown): although the location seems to have changed to closer to Norwich, the attention needs to stay on Coltishall as it may return on a later date. Broadland and Greater Norwich need to build 38,000 houses by 2011.

Natural England have assessed the site, and have declared it a “showstopper”.

The proposal to return the land to agriculture is favoured.
