REPORT OF THE PUBLIC PARTICIPATION AT MEETING OF WORSTEAD PARISH COUNCIL HELD ON 16 OCTOBER 2007 IN THE QUEEN ELIZABETH HALL

PUBLIC’S PARTICIPATION:
Chairman Henderson welcomed everybody and invited the public to speak.
A resident from Station Road complained about noise and the amount of lorries going to and from the Heinz factory at present, which seems to be 24 hours a day at present, in the past no lorries would arrive after 22.00. Smell is a nuisance as well. North Norfolk District Council is trying to persuade Heinz to create a one way system, lorries and cars entering the site left just over the railway crossing, which would ease the problem a bit. A suggestion was made to improve the quality of the road surface on Station Road to reduce the noise. - Steve White promised to look into the planning, whether lorries are allowed 24/7. - David Law promised to install the monitoring system in the near future on Station Road, which stays there for 8 days, monitoring time and speed.
Lorries through the village: Heinz will contact their suppliers when their lorries cut through the village, people just need to ring Heinz and pass on the registration number, so they can verify the lorry was on the site. Suggestions were made to have width restriction and put signs up “not suitable for HGV”, this may help, but some lorries will need access in the village. The over all feeling is that the village is used for short cuts for people working and delivering at the Heinz factory
Speeding was discussed again, with the suggestion of a mini roundabout at the church. A monitoring system will be installed in the bend near the school, again in the near future. Mr. D. Law pointed out that speeding is often deceptive, and often it is people from within the locality who speed, due to familiarity of the area. One suggestion to create a buffer zone from the Station Road t-junction towards Westwick Road will be looked into. Other suggestion were putting 20m signs on fencing like in Felbrigg or on big yellow background signs.
A meeting about smells from the factory was cancelled by Heinz, because NNDC had invited the complainants from Sloley and Westwick. PUBLIC’S PARTICIPATION
It was agreed to invite the Traffic Manager at Heinz for the November meeting to discuss the matters discussed above.
PCSO Wibberley reported that the coin box of the telephone box on Station Road was stolen and a young person was caught throwing eggs and later apples at a person’s gate. He / she was told off, but the parents will be spoken to as well.

Cllr. Wilkins informed the Council that Surveyors Allotment can be a permanent asset for the Parish Council under the Scheme of Regulations. She will find out more.
A visit to the village on Planning Day saw some chocked faces when going past the developments in Back and Front Street, apparently even N. Lamb MP was taken aback when he visited the village in September.
Affordable Housing: the local letting scheme sets out the criteria and now the Planning Committee wants to see evidence that the criteria are used and used correctly to allow these Affordable Housing schemes are necessary, which means passing on information about the need and not names. The issue remains why Parish council can not have the same information.
Conservation Area: people are going round or have been going round with cameras and clip boards. They will hopefully get in touch with Worstead Aminity Society to get more information.
