MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY

PUBLIC’S PARTICIPATION:
Children’s playground: one member of the public is concerned about the rubbish, glass within the grounds, there is no gate. In the past week maintenance has been carried out, but already the gate was opened with force, breaking the ledge. Bins and signs are still being looked into. Cllr. Barrett hopes, that when the application for the Lottery Grant is successful money can be spent on new equipment along side new sports equipment. He thinks it is a Capital and Revenue grant, which means money can be set a side for maintenance. If not successful, there is still the Fireworks money. District Cllr. Wilkins suggested to get in touch with the Environmental Dept at NNDC about bins.
Vandalism: repairs at Queen Elizabeth Hall were undone soon after they were carried out, which is the same for the playground. Hopefully, once the Youth Shelter is up, that problem will get less.
Affordable Housing: Mark Ashcroft was asked to take over, because he had been involved in the Open Day, organised by NNDC, on the same day as the meeting. Affordable Housing was one of the subjects emphasised in the survey carried out by the Steering Group of the Parish Plan end of last year, the Cow Parlour being favourite site for the dwellings. There are 23 applications for Worstead. Flagship has been successful in their bid to finance the building of 9 dwellings for Affordable Housing. The houses will be managed by North Norfolk Housing Trust. Flagship had put in two designs on a larger plot, 27 dwellings on 1ha, but Government rules say it must have maximum density of 30 per ha., with 2 car parking spaces per dwelling. He thought the day had been quite successful with about 40 – 45 people coming in. giving their opinions and suggestions about e.g. car parking (not enough per dwelling), ideas about safety when unloading a car etc.

CO-OPTION OF NEW MEMBER:
The Council needs a minimum of 5 members to be able to proceed. Therefore Lesley Lattimer, from Withergate, a mother with two young children at Worstead School was invited to join the team. Cllr. Barrett proposed to coopt Mrs. Lattimer, seconded by Cllr. Paterson.
Because the Council seeks Quality Status, it was decided to go for another Election, now about 6 people have come forward. Unfortunately, there is a cost involved.
Cllr. Barrett agreed to become a signatory, as had Cllr. West, before the meeting. Governor for Worstead School will be decided when there is a full Council. |

FINANCES:
Proposed Budget Statement for the year: this was agreed to, no payments were made in April, therefore no monthly Budget Statement
Invoices: Paul Millbank: Youth shelter £2,638.30 + VAT £ 461.70 North Norfolk District Council: dog bins £ 244.40 + VAT £ 42.77 Norfolk Youth Services: 5 CRB checks £ 37.50 Society of Local Council Clerks: membership £ 42.50 were all accepted for payment.
Remittance Advices: North Norfolk District Council: 1/2 Precept £ 4,375.00 Recycling £ 278.03 Norfolk County Council: Rent recycling site £ 3,500.00.
Notice Boards: Worstead Lodge, a centre for people with learning disabilities has agreed to make the notice boards. The young people will be supervised, the job may take up to six weeks, but they only charge for material.

SUBCOMMITTEES:
Planning. Ref. .20070808: Erection of garage, Brentony 5, Meeting Hill: it was resolved to have no objections or comment
Leisure and Recreation:. YOUTH SHELTER: It was agreed that the Clerk will organise a meeting with Worstead Farms Ltd, Worstead Festival Committee, Queen Elizabeth Hall and councillors available to look at a temporary place for the shelter.
SAFE RISK PLAY ZONE: It was agreed to ask Simon Rix, a consultant with playground equipment and young people experience to move things forward quickly, as the final details need to be submitted by 22 August 2007. When the bid is successful, he will manage the project, but for the time being, he will consult with the young people and toddlers and find out about their ideas. There will be a charge.
CHILDRENS PLAYGROUND: it was agreed to ask T. Swann to spray the weeds and cut the grass near the little slide
SUBCOMMITTEES:
Highways: Lyngate and Pond near School: No quotes were received, another one to go out locally. Anglian Water, who were approached for funding to clear the ponds, did respond by informing the Council that it has been passed to the relevant Department who will get in touch soon.
Green at the School: no response from Highways about the maintenance of the green. T. Swann to be asked until decision has been made.
Queen Elizabeth Hall: The AGM. was held on 11 May, only Cllr. Paterson had been able to attend. He reported that the Hall is doing well financially |

A: AFFORDABLE HOUSING: Flagship Housing and NNDC will be invited to the next meeting 25 June 2007.
B: DOG CONTROL ORDER CONSULTATION: No comments were made.
C: STREETNAMES MEETING HILL: The residents of Meeting House Hill (the actual name of the hamlet) and part of Meeting Hill Road will be asked whether they want to change the name, which would mean that 2/3 of the residents have to agree to a change and of the value of their houses should be 2/3 of the value of the street as well.
D: THANK YOU FOR RETIRED COUNCILLORS: The retired Councillors Parker (24yrs), Charman (20yrs), Uglow (10yrs), Tilley and Rose (both 4yrs) will be invited to attend a little celebration after July’s meeting with family members, if they so wish. Clerk to investigate suitable presents and Clerk and Chairman to sort out food and drink.

DISTRICT / COUNTY COUNCILLOR:
District Cllr. Wilkins asked to have it minuted that she would like to thank the people of Worstead for re-electing her as District Councillor.
She informed the Council that Simon Rix (see Safe Risk Play Zone) had been in touch with Sonja Shuter and Paul Ingham, Countryside Officer. She also told the Council about Meeting Hill (see 047C) and that the name “The Loke” was not being contested.
Chairman Henderson congratulated her on her re-election.
