FINANCES:

 

BUDGET STATEMENT:

Cllr. Parker proposed to accept these as a true record, seconded by Cllr. West.

 

INVOICES:

- Worstead Daycare Centre: £40.00 for hire of the Centre for the Parish Plan Meeting

  16.09.2006 (from Parish Plan grant)

- T. Swann: £532.00 for grass cutting and maintenance of graveyard

were both accepted for payment.

 

Thank you letter from Worstead Wolves Youth Football Club was read (£500.00 was given towards floodlights.

 

Norfolk County Services: increase of £27.74 for the maintenance of the playing field to £952.40.Cllr. West passed on another name: Mr. Footer in Scottow who does similar work. Clerk to contact him and check out of the contract with NCS.

 

FIREWORKS ACCOUNTS:

The Fireworks profits were down by £100.32 to just over £1,500.00, but the comments about the display and organisation were very positive.

Glowsticks were over ordered, but will do in 2007.

 

 

FINANCES:

 

CHRISTMAS LUNCH:

A request was made by Chairman Henderson for a grant of up to £150.00 for the Senior Citizens’ Christmas Lunch on 13 December 2006, all agreed to honour this.

 

WEBSITE HOSTING:

Currently, Cllr. Rose hosts the website on his own account and recharge what it costs him. He will be moving the worstead.co.uk hosting to a provider in North Walsham, Beauchamp Partnership. Cost is £40+vat a year. The council will now have its own hosting in its own name so, not relaying on Cllr. Rose. He will carry on maintaining the website as he does now, but not charge for it. NOTIFICATION OF PROPERTY ADDRESS:

Leisure and Recreation: Cllrs. West,. Charman, Henderson, Barrett & Rose

YOUTH SHELTER:

Cllr. West received very detailed plans of the shelter the Council looked at in the previous meeting and had a rough quote from a local engineering company for approx. £2,500.00, but it still would have to be powdercoated, (expensive). The shelter is not vandalproof.

The supplier of the shelter has offered the shelter in kit form for £4,700.00.

Two suggestions were made: to put RSJ’s in concrete and attach a cantalever (?) roof, or buy a galvanised sheet that can be made to measure. In both cases some sort of seating would have to be attached. Cllr. West will get quotes for the various stages and supervise the installation of the shelter.

For the insurance it makes no difference who manufactures or installs it.

 

FUNDING:

Funding is probably not necessary for the shelter, but improving and possible resiting of the playground, plus an all weather surface for games will need extra funds.

Cllr. Barrett will dig further and send off applications to see if the Council qualifies.

 

YOUTH CLUB:

Cllr. West was approached by four people who are interested in setting up a Youth Club in the Hall. It was agreed to press ahead and the Leisure and Recreation Committee will call a meeting with interested parties to take this further and carry out a risk assessment in the Club Room of the hall.

SUBCOMMITTEES:

 

Highways: Cllrs. Paterson and Parker

Cllr. Tilley reported that the dike on Glaven Keys is badly damaged. Clerk to inform Highways.

 

Queen Elizabeth Hall: Cllr. Henderson: representative, in his absence Cllr. West.

ACCOUNTS:

The Management Committee sent a letter with income and expenditure but no detailed Accounts information. Cllr. Tilley was unhappy with the presentation of the Accounts, because it does not tell the Council anything. This was agreed by Cllr. West. The Council will let them know that a monthly spreadsheet will be very much appreciated.

 

MOTORBIKE CLUB:

They would like to use the Hall and playing field from 13 – 15.07.2007. There were no objections, but the Management Committee should ask the Cricket Club about their games and in wet conditions precautions should be made for the trailer they intend to use.

 

GRANT:

The treasurer made a request to have the grant carried forward to the next financial year, if not needed this year.

Cllr. Rose will set up a letter pointing out that the grant was a safety net to help them out and that with the predicted expenditure of the Council it could be channelled to other causes like the youth shelter / club (reduction of vandalism to the Hall?)

WORSTEAD AMINITIES TRUST:

 

Cllr. Paterson was not available to sort this out. The Charity Accounts need to be submitted by 31.07.2007 and the Bank account details need to be changed, but this can not be done because the Trustees (Cllrs. Paterson, West and Mrs. Gardner) are not officially appointed yet.

PARISH PLAN:

 

The Parish Plan meetings were held as a stepping stone towards the questionnaire. The meeting in Meeting Hill was better attended than the one in the Queen Elizabeth Hall.

One item was very prominent: the various hamlets do see themselves a separate from the “village”.

Chairman Henderson proposed to take this to the next meeting, allowing the Councillors more time to read the Plan and come back with constructive discussion points, in the meantime thank Mark Ashcroft and his team. All Councillors agreed.

DISTRICT / COUNTY COUNCILLOR:

 

Design Statement: Cllr. Wilkins thought this to be a positive addition to the Parish Plan, Morston being the latest Council to have submitted one to North Norfolk District Council for them to adopt it.

 

LDF: 19 recorded responses were received from Worstead. No response was submitted by Worstead Farms Ltd. with regards to their plans as seen in June. DISTRICT / COUNTY COUNCILLOR:

Overall over 4,000 responses were received, which is a very good response rate. Submission of the Papers will go ahead, but Government seems to be backtracking.

Affordable Housing: the building of these houses will be made more difficult, because builders are not interested in small estates of 12 / 15 houses, 40% needs to be for affordable housing.

 

Vandalism: Cllr. Wilkins had been in contact with the Housing Trust, who have not received complaints from residents. They will have to have names before anything can be done, and then only to people who are housed by the Housing Trust. Equally, the Police is reluctant to do anything, because the youngsters are in a public place.

 

Grants: A Grant Active Communities has been set up and can be applied for by more than one establishment in the parish.
