CO-OPTION:

There are now 3 parishioners interested in becoming a Councillor. It was agreed that the Clerk will investigate whether election are needed again, or there are other ways to select a Councillor. An extra meeting will be arranged in the New Year.

FINANCES:

 

BUDGET STATEMENT: Cllr. Barrett proposed to accept it as a true record, all agreed.

 

INVOICES:

- North Norfolk District Council: administration costs             £  86.72 and £45.39

  elections 03.05. and 27.09.2007.

- T. Swann: churchyard and school green                    £611.00

- Queen Elizabeth Hall: youth club                              £  96.00

- Archant: advertising Fireworks                                              £ 100.00 + £17.50 VAT

- SLK Maintenance: erection youth shelter                  £1.075.00

1: Request for £200.00 for Christmas Lunches for Senior Citizens. This was attended by 18 parishioners last year. Cllr. Barrett proposed to honour the request, seconded by Cllr. West, all agreed.

 

2: Request from Citizens Advice Bureau: 98 residents visited the CAB up to 31.03.2007. Cllr. O’Hara proposed a donation of £150.00 (as last year), seconded by Cllr. Cole.

 

Request for £200.00 petty cash ( £150.00 for Christmas Market) and transfer of £3,000.00 to the Business Rate Tracker Account were honoured.

 

Contract playing field Norfolk County Services £984.78 (was £952.40).

SUBCOMMITTEES:

 

Planning: Cllr. Paterson left the room before discussion and decision.

Ref. 20071755: Land at the rear of 30-32 Honing Row: erection of two storey dwelling: It was agreed to object to the application, reasons: loss of open spaces, infill, over development, size and density of the dwelling not in keeping with surrounding area, narrow loke unsuitable for access (to be looked at by Highways).

Ref.: 20071409: 15 Woodview: Erection of two two-storey semi detached dwellings.

       

Ref.: 20071567: Sunnyside, Station Road: Erection of rear and side conservatory.

 

Development Control Committee (East):

Ref.: 20071475: The Cowshed, Honing Row: Conversion of cowshed to residential

dwelling and erection of car shelter.

 

Leisure and Recreation:

Cllr. Barrett informed the Council that there was no news from the Lottery Grant, only that due to changes in personnel the application may be delayed.

The application is for a completely rebuilt toddler play area, an adventure play area and a multi surface (sports) area. The Council has three quotes, w of which are with a lesser input from the children.

Cllr. Barrett will call a separate meeting to discuss the quotes and make a recommendation to the Council.

 

Highways:

School pond: this has been cleared by Carl Bird free of charge. A card of thanks will be sent to Carl Bird.

Concerns were raised about the openness to the pond coming from Lyngate, but if people adhere to the 20m speed limit, there should not be a problem. In spring plants will grow back again.

Lyngate pond: this will be cleared at a later stage.

 

School green and sign: The Staff at the School have agreed to let the children design a village sign, but will need some more history.

 

Improving awareness of transport services: The Councillors thought the poster with the public services was complete. Clerk to order more posters.

 

Queen Elizabeth Hall:

Cllr. Lattimer and the Clerk will look at the Office in the New Year

PARISH PLAN:

No report or information was available

 

PROBATION SERVICE:

This was delayed because of changes within the service.

They had a look around the church and Ruin Road. They are allowed to cut edges up to 7’ high. The Probation Service will not carry out work, which take away jobs carried out by paid members of the public.

It will be looked into, whether they will be able to use toilets and the kitchen in the PROBATION SERVICE:

Queen Elizabeth Hall.

It was agreed to sign up to the contract with the following restrictions: no sex offenders, child abusers and violent people. They will not be able to work when the School uses the Hall or the playing field and during Parent & Toddlers.

 

FORMER SALT DUMP:

The Clerk had visited the site with an interested party from Horsford. This has now been put in a formal contract by G.A. Key.

The interested party asked whether the rent was negotiable and whether they had to pay rent when they are applying for planning permission.

The Council agreed that the first 3 months rent will be reduced by 50% in which they can apply for permission but not use the land. Clerk to inform the interested party.

A: MATTER FOR DISCUSSION:

Cllr. Harris suggested that the Council write to the owners of the New Inn about the bad state of repair of the garden wall. This was seen as a good idea.

 

Cllr. O’ Hara informed the Council that she will attend her first meeting as Governor at Worstead C.o.E. School. She was asked to raise the issue of the new light on the school, which is very bright. Could the School make any changes to make it less intrusive?

 

Christmas Market: Cllr. Paterson, as landowner has given permission to use the field on Honing Row for car parking and will donate another Christmas tree, this being the last one. He was sincerely thanked for his cooperation in both matters.

Volunteers are needed to build and dismantle the marquees on the day.
