Cllr. Barrett proposed to accept the minutes as a true record, seconded by Cllr. Cole. The minutes were duly signed by Chairman Henderson.

FINANCES:

 

STATEMENT OF ACCOUNT:

This was accepted as a true record. A summary of income into the Business Rate Tracker Account will be presented at the next meeting.

 

TO CONSIDER INVOICES FOR APPROVAL FOR PAYMENT:

1.  North Norfolk District Council: dog bins               £260.00 + VAT £45.50

2.  Queen Elizabeth Hall; hire WPC 07 / 08              £111.20

3.  Re-imbursement to Mr. Carlos for notice board   £100.00

were accepted for payment  

4. SLK Maintenance: taking down of youth shelter £120.00 and Archant:

    advertising Entertainment License £100.96 +VAT £17.67, both already paid

5. Transfer of £3,000.00 to business rate tracker was signed

6. Request for £100.00 petty cash was honoured.

7. Open Spaces: it was resolved to join this society cost £30.00 + £10.00

    enrolment fee

 

ANY INVOICES AND REQUESTS RECEIVED BEFORE THE MEETING:

Membership renewal Society of Local Council Clerks was honoured £45.50

 

END OF YEAR ACCOUNTS:

It was resolved to accept these and the Chairman duly signed the form. He thanked the Clerk for keeping good records

 

RENEWAL OF INSURANCE:

Allianz Cornhill has matched Norwich Union’s premium of £408.00 and insured office furniture up to £5,000 and Officials Fidelity and Slander, it was resolved to stay with Allianz Cornhill. Norfolk County Services will be invited to carry out an inspection on the playground.

REMITTANCE ADVICES RECEIVED BEFORE THE MEETING:

- NNDC £4,375.00: 1ST Installment precept

- Norfolk County Council: £3,500.00: rent Surveyors Allotment transferred into Worstead Village Amenities Trust  (not itemised on agenda).

 

NOTICE OF COMPENSATION:

Great Yarmouth has issued a notice of compensation of £14.76 for damage to the Youth Shelter. The Clerk will query this, because it states compensation for damage to property under the value of £500.00

Planning:

To consider planning applications received before the meeting:

Ref. 20071976: Conversion of barn to two units and erection of two storey-dwelling, Laurels Farmyard, Front Street: the applicant had passed on to the Chairman that this was the best option. It was agreed to object to this application: not in keeping with immediate properties, mass too great and high, a smaller property would be considered more appropriate.

 

Ref. 20080692: Erection of dwelling: Ivy Cottage, Honing Row: it was agreed to object to this application: ingress and egress onto a narrow road will increase, overdelopment, infill, impact on conservation area, removal of an aged hedge, full of bird life, this is only outline planning on which design of the building is not included.

 

Ref. 20080705: Conversion of former RAF buildings to Cat. C. prison and erection of buildings to provide ancillary accommodation: Former RAF Coltishall, Scottow: it was resolved to support this application and hope it brings back some of the lost employment etc.

 

Ref. 20080801: Erection of acoustic screen: Heinz Frozen & Chilled Foods, Station Road: it was agreed to inform the residents of Station Road first (they have not been consulted by Heinz) and find out their response. Clerk to distribute a letter and given them a chance until week ending 06.06.08

 

REFUSAL:

Ref. 20080458: Conversion and extension of stables to provide two units of holiday accommodation, Church View.

Ref. 20080459: Conversion and extensions to the forge to provide a residential dwelling, Forge Cottage.

Ref. 20080460: Erection of two-storey extension and subdivision to provide two separate dwellings: Forge Cottage, all on Westwick Road

 

LETTERS WORSTEAD AMINITY SOCIETY:

New Inn: it was agreed to write to Punch Tavern. Nothing has happened since promises were made in January for the wall the be assessed.

Obelisk: a letter of support will go to Norfolk County Council.

 

 

 

 

SUBCOMMITTEES:

 

Leisure and Recreation:

Youth shelter: R. Charman and N. Spanton will quote for a brick shelter. Cllr. Cole suggested to approach Drayton Building Services who may use this opportunity for apprentices to work.

 

Cllr. O’Hara had been in contact with Monsterplay, where the shelters vary from £3,000 to £6,000. She will see the children at the Youth Club and ask their opinions.

In the meantime Cllr. Barrett will continue completing application forms for grants from Grassroots and Changing Spaces, money could go forward to this new shelter.

It was agreed to put in a claim with the insurance for the damage to the shelter.

 

Village sign: Cllr. O’Hara has given the school information about this. The children can decide what they want to use as material, whether they want to work in a group etc. etc. She hopes it will be done over the summer term.

 

Highways:

Speed Awareness Management: carried out various speed checks (attached or sent by email to those not present). It was agreed to display the results on the web, the parish magazine and in the display boards.

 

Queen Elizabeth Hall:

A letter from Keys informed the Council that planning permission may not be granted because of Highways issues. Clerk to get in touch with the applicant to see what is happening

 

ALLOTMENTS:

The Clerk will ring the Housing Trust to find out about ownership. Worstead School and 4 members of the public are interested in hiring one. There seemed to be only 3 empty allotments, thus creating a waiting list..

 

PROBATION SERVICE: (progress report)

Communication is still ongoing.

 

PARISH PLAN:

Cllrs. present had not been able to complete the questionnaires and out down their comments. They will do a.s.a.p. and hand them to Mark Ashcroft.

MATTERS FOR DISCUSSION: (for information only)

 

Cllr. O’Hara informed the Council about a personal change re. Worstead School and asked the Council whether they thought she should continue as representative of the Council. The other Councillor thought that if she did not have any problem with it, she should stay on.
