MATTERS ARISING.

 

Goal posts instead of swings: a member of the public had been asked whether the Council would consider replacing the old swings with goalposts. A pitch for general use has been chalked out near the village hall. The idea of putting up a wall was brought forward (the wall has been mentioned in the past) and Health & Safety was briefly discussed. The Chairman suggested that the Leisure + Recreation subcommittee would look at the ideas and Health & Safety, get quotes and come back with suggestions at the next meeting.

Mr. G. Paterson wondered whether the village hall committee and its subcommittee should get involved because it will have an impact on the playing field and the hall. The Chair felt that, if Leisure + Recreation felt it necessary, they should invite other sub committees and/or the Management Committee, because the committees should work together when it has an effect on areas where (sub)committees are concerned

 

Footpath: Mr. G. Paterson declared an interest.

The Chairman informed the Council that he had a word with the Rights of Way Officer at County Council, after which the Officer carried out an inspection of the footpath. He was satisfied with the state of the footpath as a recreational footpath, but is aware that people using the railway to get to work or school use this path. He was informed of the accident on Mill Hill when one of our parishioners was very seriously injured in an accident while walking to the station by road rather than the muddy footpath. We have a strong case to change to a metal surface. Preliminary, a lot of investigations will have to be carried out.

 

Highway Subcommittee:  Mr. F. Ashton, Mr. K. Uglow and Mr. S. Henderson volunteered to be on this Committee.

 

Dog bin and leaflet The Rights of Way Officer was pleased with the Council’s initiative to install a dogbin at the Station Road entrance of the footpath.

A letter from North Norfolk District Council informed the Council that they would supply and fit a Fido25 dogbin for £93.00, directly from the supplier it cost the Council £69.53. All agreed that the clerk would go ahead and order directly from the supplier. She will also ask for a specimen contract to have the bin emptied at £1.90 per week

The Chairman will be able to produce the leaflet within the next 7 / 10 days at no cost to the Council. The clerk will then sort them as per the Christmas Bonus list and hand them to the Councillors for distribution

 

Speed limits in Meeting Hill: a letter will be send to S. Cullingham to receive a progress report.

 

Affordable Housing: Letter to go out with the dog leaflet.

 

Installation of barrier: Mr. R. Charman will sort out a date and approach the volunteers, Mr. K. Uglow, Mr. F. Ashton, Mr. S. Henderson and Mr. T. Rose, to install the barrier with a single post, late one evening with the small gate being installed at the end of the playing field.

The main gate is being installed to keep cars of the playing field, but there will be access for pedestrians, wheelchair users etc.

Mr. G. Paterson wondered if the gate was not interfering with plans to have new drainage put in. The barrier will be closer to the field and will have no effect on the new drainage.

 

Bench at Woodview: the Postmistress has been told by parishioners that this bench needs retouching and nettles are appearing where they should not. This item was referred to Leisure + Recreation.

 

Worstead Rams: Mr. S. Henderson told the Council that people have shown an interest to re-instate Worstead Rams.

FINANCE MATTERS

 

- Budget Statement: was agreed.

 

-Youth Club: of the grant of £886.00, given by the Worstead Festival Committee, £660.00 was spend on hall hire and insurance, £121.00 on various items, leaving an unspent balance of £105.00. It was agreed that the clerk should write to the Festival Committee to inform them about this and find out whether they would like this money returned to them.

The bankbalance will be transferred to the Surveyors Allotment for future expenditure on “youth items”.

 

 

 

FINANCE MATTERS:

 

- Insurance quote: £390.37. The clerk will send the insurance company an updated Assets list, removing the old swings and signs for the children’s playarea and adding the gates to the playing field and new bin in the children’s playground.

 

 

- The Audit Commission has sent the paperwork for the end of year return for the clerk to complete. It was agreed that the internal audit would again be carried out by Mr. D. Street, Groom’s Cottage, Worstead for the fee of £100.00

QUEEN ELIZABETH HALL:

 

The Management Committee has asked permission to have 13 car boot sales in August and September. Objections were raised: influx of traffic, parking problems and interfering with the cricket season.

Mr. G. Paterson told the Council how the village hall and the field were established to be used by the parish. It was agreed that the finances were not good, better than was forecasted, but it will need help, which will be less than when the Hall was to fold.

The Q.E. Hall sub-committee will look into the accounts to see where financial support is needed and make recommendations at the Village Hall’s AGM on Wednesday 12.04.04. They will also make recommendations re. Car boot sales

Mr. T. Rose informed the Council that the Worstead Festival Charity Committee is looking into rewriting their constitution to be able to work more effectively but remain within the Charity Commission’s criteria (at present they can only pay towards capital investment for the Hall). The Management Committee has put in an application to have the remuneration of the caretaker paid for by the Festival Committee.

 The Chairman said that the Management Committee should be able to find and use the expertise of people who live in the parish.

QUEEN ELIZABETH HALL:

 

The meeting was closed for a little period in which one member of the public expressed her wishes for the Management Committee and the Worstead Parish Council to get together, but that it was improper to make decisions before the AGM when a new committee will be chosen. She confirmed that income was better, but expenditure was getting higher as well!

On the issue of expertise she commented that they had used a parishioner’s knowledge of fire regulations to the benefit of the Hall.

 

Mr. S. Henderson asked for an extra meeting about the Village Hall. This was agreed and the date is set for 18.05.2004, after the Q.E. subcommittee has met and the Hall’s AGM. Clerk to book the Hall.
